摘? 要:本研究以中山火炬職業(yè)技術(shù)學(xué)院生產(chǎn)性實(shí)訓(xùn)校區(qū)為例,通過(guò)創(chuàng)新校企合作體制機(jī)制、完善基礎(chǔ)能力、提升文化內(nèi)涵、拓展育人能力建設(shè)等,完善行業(yè)企業(yè)參與辦學(xué)的體制機(jī)制和支持政策,提高行業(yè)企業(yè)參與辦學(xué)主動(dòng)性和積極性,建成具有輻射引領(lǐng)作用的高水平專(zhuān)業(yè)化產(chǎn)教融合實(shí)訓(xùn)基地。借助“雙高計(jì)劃”建設(shè)項(xiàng)目,生產(chǎn)性實(shí)訓(xùn)校區(qū)將進(jìn)一步健全“政府主導(dǎo)、行業(yè)指導(dǎo)、企業(yè)參與、學(xué)校育人”的工作機(jī)制,形成校企命運(yùn)共同體和政行企校協(xié)同育人的示范點(diǎn)和功能區(qū),支撐學(xué)校建成粵港澳大灣區(qū)珠江西岸高水平技術(shù)技能人才培養(yǎng)的重要基地。

Abstract: Zhongshan Torch Polytechnic's productive training campus has continuously innovated the school-enterprise cooperation system and mechanism construction, improved basic capacity construction, and enhanced cultural connotation construction through the construction of national backbone schools, first-class schools in Guangdong Province, innovative strong school projects, and national high-quality schools to expand the ability of educating people, etc., to improve the institutional mechanisms and supporting policies for industry enterprises to participate in running schools, increase the initiative and enthusiasm of industry enterprises in participating in running schools, and build a high-level professional production-education integration training base with a radiation-led role. Through the construction of the "Double High Plan", the productive training campus will further improve the working mechanism of "government-led, industry guidance, enterprise participation, and school education", and form a school-enterprise community and a "government-executive school" collaborative education points and functional areas, supporting the school to build an important base for the cultivation of high-level technical and technical personnel in the west bank of the Pearl River in the Guangdong-Hong Kong-Macao Greater Bay Area.

2009年,中山火炬開(kāi)發(fā)區(qū)管委會(huì)以租金低于市場(chǎng)價(jià)格及合作企業(yè)享受教育水電收費(fèi)標(biāo)準(zhǔn)等“政策紅利”,把國(guó)家級(jí)產(chǎn)業(yè)電子基地200畝工業(yè)用地及14萬(wàn)平方米物業(yè)(廠房)整體租賃給中山火炬職業(yè)技術(shù)學(xué)院(以下簡(jiǎn)稱(chēng)“學(xué)?!保?,建立了專(zhuān)業(yè)化產(chǎn)教融合實(shí)訓(xùn)基地(簡(jiǎn)稱(chēng)“生產(chǎn)性實(shí)訓(xùn)校區(qū)”或“實(shí)訓(xùn)校區(qū)”)。學(xué)校以向企業(yè)提供低于市場(chǎng)場(chǎng)地租金、水電費(fèi)事業(yè)單位收費(fèi)標(biāo)準(zhǔn)、提供國(guó)家相關(guān)稅收優(yōu)惠政策、提供技術(shù)服務(wù)、專(zhuān)利和橫向課題共享、合作企業(yè)優(yōu)先享受學(xué)校人力資源和繼續(xù)教育等優(yōu)勢(shì)資源,吸引優(yōu)質(zhì)企業(yè)涌向?qū)嵱?xùn)校區(qū),為專(zhuān)業(yè)對(duì)接產(chǎn)業(yè)開(kāi)展校企合作提供了良好的平臺(tái)。
2011年,學(xué)校將生產(chǎn)性實(shí)訓(xùn)校區(qū)建設(shè)列入國(guó)家骨干校建設(shè)非中央財(cái)政支持的“三大”項(xiàng)目之一,到2015年通過(guò)驗(yàn)收,生產(chǎn)性實(shí)訓(xùn)校區(qū)在校企合作體制機(jī)制建設(shè)方面取得了良好的成就;通過(guò)廣東省教育廳“十一五”規(guī)劃項(xiàng)目“基于校企‘雙元主體的高職院校育人新機(jī)制研究與實(shí)踐”、廣東省教育教學(xué)成果獎(jiǎng)培育項(xiàng)目“基于‘創(chuàng)新強(qiáng)校背景下的生產(chǎn)性實(shí)訓(xùn)校區(qū)校企合作文化建設(shè)研究與實(shí)踐”等課題研究和實(shí)踐,生產(chǎn)性實(shí)訓(xùn)校區(qū)在內(nèi)涵建設(shè)和校企合作文化特質(zhì)方面,取得了創(chuàng)新性成果;2016年以來(lái),通過(guò)廣東省高?!皠?chuàng)新強(qiáng)校工程”和“一流高職院?!敝皩?shí)訓(xùn)基地基礎(chǔ)能力建設(shè)項(xiàng)目”等項(xiàng)目建設(shè),進(jìn)一步提升了生產(chǎn)性實(shí)訓(xùn)校區(qū)服務(wù)教學(xué)、服務(wù)人才培養(yǎng)、服務(wù)技術(shù)研發(fā)的能力。
2017年,學(xué)校在開(kāi)發(fā)區(qū)管委會(huì)的支持下出臺(tái)《生產(chǎn)性實(shí)訓(xùn)校區(qū)校企合作“量化積分”換算管理辦法(試行)》,合作企業(yè)通過(guò)完成一定的校企合作任務(wù)(人才培養(yǎng)、教育教學(xué)、技術(shù)研發(fā)、社會(huì)服務(wù)等多方面)換取學(xué)校對(duì)其進(jìn)行租金減免,進(jìn)一步融合校企關(guān)系,實(shí)現(xiàn)利益互補(bǔ)、責(zé)任共擔(dān)。
