【摘要】政府工作報(bào)告是典型的政論文，政治性和政策性極強(qiáng)，本文從直譯、改譯、省譯三個(gè)翻譯技巧淺析政府工作報(bào)告高頻詞推進(jìn)的翻譯。

一、引言

一年一度的《政府工作報(bào)告》是中國(guó)政府所作的工作總結(jié)和工作部署，對(duì)國(guó)家的發(fā)展具有重大而深遠(yuǎn)的意義，同時(shí)也是中國(guó)政府對(duì)外宣傳的重要途徑，是外界了解中國(guó)政治經(jīng)濟(jì)文化的權(quán)威來源?！墩ぷ鲌?bào)告》行文結(jié)構(gòu)和用詞極具中國(guó)特色，對(duì)譯文準(zhǔn)確性要求很高，稍有差錯(cuò)就可能影響到國(guó)家的政治經(jīng)濟(jì)利益、形象聲譽(yù)甚至國(guó)際關(guān)系，造成無可挽回的損失。推進(jìn)在政府工作報(bào)告中主要以兩種形式出現(xiàn)：1.動(dòng)詞+名詞，如：推進(jìn)現(xiàn)代化建設(shè)、推進(jìn)社會(huì)主義建設(shè)、推進(jìn)理論創(chuàng)新、推進(jìn)實(shí)踐創(chuàng)新、推進(jìn)制度創(chuàng)新等;2.副詞+動(dòng)詞，如：全面推進(jìn)、統(tǒng)籌推進(jìn)、積極推進(jìn)、深入推進(jìn)、加快推進(jìn)等。本文從直譯、改譯、省譯三個(gè)翻譯技巧淺析政府工作報(bào)告高頻詞推進(jìn)的翻譯。

二、翻譯技巧

1.直譯。推進(jìn)是一個(gè)漢語詞匯，形容對(duì)事物的運(yùn)動(dòng)狀態(tài)施加影響，使其繼續(xù)朝一定的方向運(yùn)動(dòng)（向前運(yùn)動(dòng)）。在軍事上指以武力強(qiáng)力前進(jìn)即為推進(jìn)。主要有三個(gè)釋義：1.舉薦。2.推動(dòng)事業(yè)、工作使之前進(jìn);推向前進(jìn)。3.推入。推進(jìn)在政府工作報(bào)告中出現(xiàn)頻率高，如2018年政府工作報(bào)告中出現(xiàn)了67次推進(jìn)，主要釋義為推動(dòng)事業(yè)、工作使之前進(jìn);推向前進(jìn)。推進(jìn)一詞主要采用直譯，直譯指譯文既忠實(shí)原文內(nèi)容，又符合原文的結(jié)構(gòu)形式。

動(dòng)詞+名詞，“推進(jìn)……”可譯為advance、promote、encourage、move、improve、push ahead with、enhance、work for等，如：推進(jìn)依法治國(guó)，advance law-based governance;推進(jìn)教育公平，promote fairness in education;推進(jìn)重大技術(shù)創(chuàng)新，encourage innovations in major technologies; 推進(jìn)軍人榮譽(yù)體系建設(shè)，move forward with the development of the military honors system;推進(jìn)國(guó)際傳播能力建設(shè)，improve our capacity for engaging in international communication; 推進(jìn)一系列重大工作，push ahead with many major tasks; 推進(jìn)社會(huì)公德，enhance work ethics;推進(jìn)反腐敗國(guó)家立法， work for the adoption of national anti-corruption legislation。

副詞+動(dòng)詞，“怎么樣地推進(jìn)”可有以下翻譯：1.“統(tǒng)籌/協(xié)調(diào)推進(jìn)”可譯為ensure coordinated implementation of/ take coordinated steps to/ make progress in/ promote coordinated.../ adopt a coordinated approach to promote，如：統(tǒng)籌推進(jìn)各項(xiàng)安全工作，take coordinated steps to ensure security in all areas。2. “共同推進(jìn)”可譯為pursue coordinated progress in，如：堅(jiān)持依法治國(guó)、依法執(zhí)政、依法行政共同推進(jìn)pursue coordinated progress in law-based governance， law-based exercise of state power， and law-based government administration，如：堅(jiān)持依法治國(guó)、依法執(zhí)政、依法行政共同推進(jìn)，pursue coordinated progress in law-based governance， law-based exercise of state power， and law-based government administration。3. “深入/縱深推進(jìn)”可譯為make further headway/ make further progress in/make further advances in/ step up efforts to，如：供給側(cè)結(jié)構(gòu)性改革深入推進(jìn)，supply-side structural reform has made further headway。4. “加快/快速/加速推進(jìn)”可譯為speed up （efforts to）/ move faster to/ pick up pace/ speed up，如：加快推進(jìn)基本公共服務(wù)均等化，move faster to ensure equitable access to basic public services。5. “全力/大力度/積極/有效推進(jìn)”可譯為make every effort to/ devote serious energy to/ make progress in，如：全力推進(jìn)國(guó)防和軍隊(duì)現(xiàn)代化，make every effort to modernize national defense and the armed forces。

2.改譯。改譯就是將原句的結(jié)構(gòu)改變，適當(dāng)增減某些信息，適應(yīng)目標(biāo)語言的語言表達(dá)習(xí)慣，以便利于讀者理解。如：“民族宗教工作創(chuàng)新推進(jìn)”可譯為New approaches have been adopted for work related to ethnic and religious affairs;“保障性住房建設(shè)穩(wěn)步推進(jìn)”可譯為Solid progress has been made in building government-subsidized housing projects to ensure basic needs are met;“黨的建設(shè)制度改革深入推進(jìn)”可譯為Further advances have been made in the reform of the institutional framework for Party building;“推進(jìn)黨務(wù)公開”可譯為make Party affairs more transparent;“推進(jìn)貿(mào)易強(qiáng)國(guó)建設(shè)”可譯為turn China into a trader of quality;“推進(jìn)醫(yī)養(yǎng)結(jié)合”可譯為 provide integrated elderly care and medical services;“實(shí)現(xiàn)偉大夢(mèng)想，必須推進(jìn)偉大事業(yè)”可譯為Realizing our great dream demands a great cause.

3.省譯。省譯即刪去不符合目標(biāo)語思維習(xí)慣、語言習(xí)慣和表達(dá)方式的詞，以避免譯文累贅。如：“強(qiáng)化舉措推進(jìn)西部大開發(fā)形成新格局”譯為“strengthen measures to reach a new stage in the large-scale development of the western region”，直接省略了推進(jìn)的翻譯，reach一詞簡(jiǎn)潔明了;“不斷推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化”譯為“continue to modernize Chinas system and capacity for governance”，直接用continue to ， 符合英文語言習(xí)慣。

三、結(jié)語

《政府工作報(bào)告》作為官方文件，具有其嚴(yán)肅性，其譯文關(guān)乎我國(guó)的國(guó)際形象，涉及高頻詞匯翻譯時(shí)，靈活地運(yùn)用各種翻譯方法，結(jié)合語境，反復(fù)推敲，多總結(jié)，多反思，以求準(zhǔn)確，從而有助于讀者更好地理解政府工作報(bào)告的內(nèi)容。
