摘要 旅游業(yè)在區(qū)域經(jīng)濟(jì)發(fā)展中的戰(zhàn)略地位日益凸顯,旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)在發(fā)展過程中又是相互影響、相互制約的:一方面,旅游產(chǎn)業(yè)既可以促進(jìn)區(qū)域經(jīng)濟(jì)的發(fā)展,增加當(dāng)?shù)氐膰?guó)民經(jīng)濟(jì)收入。同時(shí),在拉動(dòng)相關(guān)產(chǎn)業(yè)發(fā)展、增加就業(yè)機(jī)會(huì)、增強(qiáng)區(qū)域經(jīng)濟(jì)發(fā)展活力等方面具有突出作用;另一方面,區(qū)域經(jīng)濟(jì)能為旅游產(chǎn)業(yè)的發(fā)展提供保障和支撐。本文通過耦合協(xié)調(diào)發(fā)展模型,對(duì)山東省17地市的旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)協(xié)調(diào)狀況進(jìn)行研究。研究結(jié)果表明:青島、煙臺(tái)、濟(jì)南等8市實(shí)現(xiàn)了旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展,泰安、日照等4市處于勉強(qiáng)協(xié)調(diào)或?yàn)l臨失調(diào)階段,德州、聊城等5市都存在著不同程度的失調(diào)現(xiàn)象。從這些城市的旅游業(yè)發(fā)展?fàn)顩r與區(qū)域經(jīng)濟(jì)發(fā)展速度的對(duì)比來看,除青島市已經(jīng)達(dá)到優(yōu)質(zhì)協(xié)調(diào)狀態(tài)外,濟(jì)南、煙臺(tái)等13市屬于旅游產(chǎn)業(yè)發(fā)展相對(duì)滯后型,泰安、日照、威海3市則是區(qū)域經(jīng)濟(jì)發(fā)展相對(duì)滯后型。在耦合協(xié)調(diào)度分析的基礎(chǔ)上,進(jìn)一步運(yùn)用灰色關(guān)聯(lián)分析探討旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)發(fā)展的影響因素,從影響旅游經(jīng)濟(jì)發(fā)展水平的7個(gè)主要因素看,國(guó)內(nèi)旅游收入和國(guó)內(nèi)旅游人次2個(gè)指標(biāo)對(duì)旅游發(fā)展水平影響最大,因此要促進(jìn)國(guó)內(nèi)旅游內(nèi)涵式發(fā)展,提高旅游產(chǎn)品質(zhì)量和檔次,加大營(yíng)銷宣傳力度;對(duì)區(qū)域經(jīng)濟(jì)發(fā)展水平的5個(gè)重要影響因素排序發(fā)現(xiàn),這些地市需要積極調(diào)整產(chǎn)業(yè)結(jié)構(gòu),大力發(fā)展第三產(chǎn)業(yè),實(shí)行積極穩(wěn)健的財(cái)政政策、積極發(fā)展商品零售業(yè)。只有實(shí)現(xiàn)各地市“旅游促進(jìn)經(jīng)濟(jì),經(jīng)濟(jì)推動(dòng)旅游”的協(xié)調(diào)發(fā)展模式,才能共同推動(dòng)山東省由旅游大省向旅游強(qiáng)省的跨越。

近年來,旅游業(yè)在區(qū)域經(jīng)濟(jì)發(fā)展中的戰(zhàn)略地位日益凸顯,旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)之間的關(guān)系問題也成為業(yè)內(nèi)專家學(xué)者研究的熱點(diǎn)所在。眾所周知,旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)在發(fā)展過程中是相互影響、相互制約的。一方面,旅游產(chǎn)業(yè)既可以促進(jìn)區(qū)域經(jīng)濟(jì)的發(fā)展,增加當(dāng)?shù)氐膰?guó)民經(jīng)濟(jì)收入。同時(shí),在拉動(dòng)相關(guān)產(chǎn)業(yè)發(fā)展、增加就業(yè)機(jī)會(huì)、擴(kuò)大外匯收入以及稅收來源、增強(qiáng)區(qū)域經(jīng)濟(jì)發(fā)展活力等方面具有突出作用。另一方面,區(qū)域經(jīng)濟(jì)能為旅游產(chǎn)業(yè)的發(fā)展提供保障和支撐。從供給角度來講,高度發(fā)達(dá)的區(qū)域經(jīng)濟(jì)能夠在完善旅游基礎(chǔ)設(shè)施和服務(wù)設(shè)施方面提供資金支持。從需求角度來講,區(qū)域經(jīng)濟(jì)的發(fā)展能夠從可支配收入和閑暇時(shí)間方面極大地刺激居民的旅游需求,為旅游業(yè)的高速發(fā)展奠定基礎(chǔ)。
針對(duì)旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展研究,學(xué)者傾向于用耦合協(xié)調(diào)度模型進(jìn)行定量分析。耦合是指兩個(gè)或兩個(gè)以上系統(tǒng)或運(yùn)動(dòng)形式通過各種相互作用彼此影響以至協(xié)同的現(xiàn)象,是在各子系統(tǒng)之間的良性互動(dòng)下,相互依賴、相互協(xié)調(diào)、相互促進(jìn)的動(dòng)態(tài)關(guān)聯(lián)關(guān)系[1]。耦合協(xié)調(diào)分析在經(jīng)濟(jì)領(lǐng)域應(yīng)用較為廣泛,陳基純、陳忠暖通過運(yùn)用耦合協(xié)調(diào)度模型分析了中國(guó)房地產(chǎn)行業(yè)與區(qū)域經(jīng)濟(jì)的關(guān)系,發(fā)現(xiàn)中國(guó)大中城市房地產(chǎn)行業(yè)與區(qū)域經(jīng)濟(jì)并未實(shí)現(xiàn)良好協(xié)調(diào)[2]。吳妤、姜姍姍對(duì)甘肅省土地集約利用狀況與區(qū)域經(jīng)濟(jì)的耦合協(xié)調(diào)發(fā)展?fàn)顩r進(jìn)行定量研究后,認(rèn)為甘肅省大部分地市土地集約利用與經(jīng)濟(jì)發(fā)展協(xié)調(diào)水平偏低,協(xié)調(diào)度仍有提高的空間[3]。宋學(xué)峰[4]、楊敏杰[5]、馬麗[6]等分別對(duì)城市化與生態(tài)環(huán)境、區(qū)域經(jīng)濟(jì)與人力資源、區(qū)域經(jīng)濟(jì)與環(huán)境污染的協(xié)調(diào)發(fā)展程度進(jìn)行評(píng)價(jià)。但耦合協(xié)調(diào)分析在旅游學(xué)領(lǐng)域研究應(yīng)用還比較少見,李培雄對(duì)北京市入境旅游業(yè)與飯店旅行社行業(yè)的耦合關(guān)系進(jìn)行研究,得出北京市飯店旅行社行業(yè)的發(fā)展仍不能有效支撐入境旅游業(yè)的快速發(fā)展的結(jié)論[7]。王永明、馬耀峰以西安市為例,重點(diǎn)分析城市旅游經(jīng)濟(jì)與交通業(yè)發(fā)展的協(xié)調(diào)程度,得出交通系統(tǒng)發(fā)展的“短板效應(yīng)”阻礙了旅游經(jīng)濟(jì)與交通運(yùn)輸兩者協(xié)調(diào)水平的提高[8]。高佩佩等對(duì)中國(guó)旅游飯店行業(yè)供需系統(tǒng)的耦合關(guān)系進(jìn)行分析,認(rèn)為中國(guó)旅游飯店供需系統(tǒng)處于良好協(xié)調(diào)階段,但協(xié)調(diào)速度較慢[9]。劉定惠[10]、生延超[11]以省級(jí)層面評(píng)價(jià)了旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的協(xié)調(diào)耦合、李陽[12]、劉定惠[13]分別以北京市和安徽省為例,對(duì)旅游地生態(tài)環(huán)境系統(tǒng)、區(qū)域經(jīng)濟(jì)、旅游產(chǎn)業(yè)的三維耦合協(xié)調(diào)關(guān)系進(jìn)行評(píng)價(jià)研究。針對(duì)以省域?yàn)槔穆糜萎a(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的耦合協(xié)調(diào)發(fā)展的研究已經(jīng)日趨完善與成熟,但大多數(shù)研究尚停留在旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展程度層面上,因此,如何進(jìn)一步優(yōu)化和提高其協(xié)調(diào)發(fā)展水平,有待進(jìn)一步深入研究。
鑒于此,在前人研究的基礎(chǔ)上,本研究首先通過構(gòu)建耦合協(xié)調(diào)度模型,分析山東省17個(gè)地級(jí)市的旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展?fàn)顩r。在此基礎(chǔ)上,運(yùn)用灰色關(guān)聯(lián)度分析法分析制約旅游產(chǎn)業(yè)或區(qū)域經(jīng)濟(jì)的主要因素,提出促進(jìn)兩者綜合水平提高的建議,從而為優(yōu)化旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的協(xié)調(diào)水平提供參考和依據(jù)。
1 旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)協(xié)調(diào)水平模型的構(gòu)建
1.1 指標(biāo)體系

通過上述方法計(jì)算2010年山東省17地市旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)發(fā)展水平,運(yùn)用耦合協(xié)調(diào)模型對(duì)各地市旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展水平進(jìn)行評(píng)價(jià),結(jié)果如表3。
3.1 關(guān)聯(lián)度分析步驟
對(duì)于旅游經(jīng)濟(jì)發(fā)展相對(duì)滯后的地市而言,將代表旅游經(jīng)濟(jì)發(fā)展水平的旅游總收入指標(biāo)作為參考數(shù)列,而將國(guó)內(nèi)旅游收入、旅游外匯收入、國(guó)內(nèi)旅游人次、入境旅游人次、星級(jí)酒店數(shù)、旅行社數(shù)、A級(jí)景區(qū)數(shù)作為旅游總收入的7項(xiàng)影響因素,構(gòu)成7個(gè)比較序列,通過《山東省旅游統(tǒng)計(jì)年鑒2010》獲取原始數(shù)據(jù)。而對(duì)于區(qū)域經(jīng)濟(jì)發(fā)展相對(duì)滯后的地市而言,將代表區(qū)域經(jīng)濟(jì)發(fā)展水平的GDP作為參考數(shù)列,而將第三產(chǎn)業(yè)產(chǎn)值、財(cái)政收入、社會(huì)商品零售額、交通客運(yùn)量、人均可支配收入作為GDP的5項(xiàng)影響因素,構(gòu)成5個(gè)比較序列,通過2010年各地市統(tǒng)計(jì)公報(bào)獲取原始數(shù)據(jù),分別計(jì)算出旅游經(jīng)濟(jì)發(fā)展水平和區(qū)域經(jīng)濟(jì)發(fā)展水平的灰色關(guān)聯(lián)度結(jié)果(見表4、表5)。
3.2 旅游產(chǎn)業(yè)關(guān)聯(lián)度分析
在表4中,由關(guān)聯(lián)度ξ0i可知,對(duì)于濟(jì)南、煙臺(tái)等13個(gè)旅游產(chǎn)業(yè)發(fā)展相對(duì)滯后的地市而言,在各個(gè)因素中,對(duì)其旅游經(jīng)濟(jì)發(fā)展水平影響由大到小的因素依次為:國(guó)內(nèi)旅游收入﹥國(guó)內(nèi)旅游人次﹥星級(jí)酒店數(shù)﹥旅行社數(shù)﹥?nèi)刖陈糜稳舜惟兟糜瓮鈪R收入﹥A級(jí)景區(qū)數(shù)。
首先,國(guó)內(nèi)旅游收入和國(guó)內(nèi)旅游人次2個(gè)指標(biāo)對(duì)旅游發(fā)展水平影響最大,說明國(guó)內(nèi)旅游對(duì)于旅游經(jīng)濟(jì)的發(fā)展仍有較為明顯的制約作用,旅游發(fā)展水平的提高高度依賴國(guó)內(nèi)旅游業(yè)的發(fā)展,因此要促進(jìn)國(guó)內(nèi)旅游內(nèi)涵式發(fā)展,提高旅游產(chǎn)品質(zhì)量和檔次,加大營(yíng)銷宣傳力度。星級(jí)酒店數(shù)量對(duì)旅游經(jīng)濟(jì)發(fā)展水平的影響也較為明顯,這是因?yàn)樾羌?jí)酒店是體現(xiàn)旅游目的地發(fā)展程度的重要標(biāo)志,擁有一定數(shù)量和高質(zhì)量的星級(jí)酒店對(duì)于目的地旅游業(yè)發(fā)展水平的提升具有重要的推動(dòng)作用,但這13地市星級(jí)酒店發(fā)展水平參差不齊,在品牌培育、服務(wù)質(zhì)量、接待水平方面有待提升。代表入境旅游的旅游外匯收入和入境旅游人次指標(biāo)的關(guān)聯(lián)度低于國(guó)內(nèi)旅游,說明入境旅游對(duì)于山東省這13地市旅游經(jīng)濟(jì)發(fā)展貢獻(xiàn)率不如國(guó)內(nèi)旅游,但作為旅游目的地發(fā)展成熟程度的重要標(biāo)桿,入境旅游游客消費(fèi)水平高,對(duì)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展推動(dòng)作用較大。因此要積極開拓入境旅游市場(chǎng),加強(qiáng)入境旅游的市場(chǎng)營(yíng)銷工作。A級(jí)景區(qū)數(shù)關(guān)聯(lián)度最低,對(duì)其旅游經(jīng)濟(jì)發(fā)展的影響較小,但因?yàn)锳級(jí)景區(qū)作為旅游目的地的重要吸引物,是旅游業(yè)發(fā)展的基礎(chǔ)和核心要素,對(duì)于旅游需求的有效釋放及旅游目的地形象的展現(xiàn)及吸引力的提高具有重要作用。因此需要在加強(qiáng)旅游精品景區(qū)建設(shè),提高旅游資源吸引力方面多下功夫。
3.3 區(qū)域經(jīng)濟(jì)關(guān)聯(lián)度分析
在表5中,由關(guān)聯(lián)度ξ0i可知,對(duì)于泰安、威海、日照3個(gè)區(qū)域經(jīng)濟(jì)發(fā)展相對(duì)滯后的地市而言,在各個(gè)因素中,對(duì)其區(qū)域經(jīng)濟(jì)發(fā)展水平影響由大到小的因素依次為:第三產(chǎn)業(yè)產(chǎn)值﹥財(cái)政收入﹥商品零售額﹥交通客運(yùn)量﹥?nèi)司芍涫杖搿?/p>
首先,第三產(chǎn)業(yè)產(chǎn)值、財(cái)政收入、商品零售額對(duì)區(qū)域經(jīng)濟(jì)發(fā)展水平影響較大,因?yàn)榈谌a(chǎn)業(yè)作為國(guó)民經(jīng)濟(jì)的先導(dǎo)產(chǎn)業(yè),對(duì)于帶動(dòng)當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展,增加經(jīng)濟(jì)產(chǎn)值具有巨大的推動(dòng)作用,而財(cái)政收入水平又能體現(xiàn)當(dāng)?shù)貒?guó)民經(jīng)濟(jì)發(fā)展水平,商品零售額在某種程度上能體現(xiàn)當(dāng)?shù)厥袌?chǎng)經(jīng)濟(jì)的活躍程度。因此需要這些地市積極調(diào)整產(chǎn)業(yè)結(jié)構(gòu),大力發(fā)展第三產(chǎn)業(yè),實(shí)行積極穩(wěn)健的財(cái)政政策、積極發(fā)展商品零售業(yè)。
再者,交通客運(yùn)量與人均可支配收入的關(guān)聯(lián)度相對(duì)較低,對(duì)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展水平的貢獻(xiàn)程度不如前三者,但交通運(yùn)輸作為經(jīng)濟(jì)發(fā)展的基礎(chǔ)產(chǎn)業(yè),其重要性不言而喻,人均可支配收入作為居民生活水平的重要體現(xiàn),對(duì)于提高消費(fèi)水平,刺激內(nèi)需,繁榮市場(chǎng)具有較為明顯的作用。因此在改善交通運(yùn)輸條件,促進(jìn)交通基礎(chǔ)設(shè)施建設(shè)、健全居民收入分配制度,提高人均可支配收入等方面進(jìn)行努力。
4 結(jié)論與探討
通過構(gòu)建耦合協(xié)調(diào)度模型,對(duì)山東省旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)耦合協(xié)調(diào)狀況進(jìn)行定量化分析。結(jié)果表明,青島、煙臺(tái)、濟(jì)南等位于沿海地區(qū)和膠濟(jì)、京滬鐵路節(jié)點(diǎn)的地市實(shí)現(xiàn)了旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展,而青島市旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)之間更是達(dá)到了優(yōu)質(zhì)耦合協(xié)調(diào)。泰安、日照等4市處于勉強(qiáng)協(xié)調(diào)或?yàn)l臨失調(diào)階段,而德州、聊城等位于魯西北、魯西南等地級(jí)市的旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)都存在著不同程度的失調(diào)現(xiàn)象。
在此基礎(chǔ)上,經(jīng)過對(duì)區(qū)域內(nèi)旅游產(chǎn)業(yè)與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的對(duì)比分析,除青島外,煙臺(tái)、濟(jì)南等13個(gè)地市屬于旅游發(fā)展相對(duì)滯后型,泰安、日照等3個(gè)地市則屬于區(qū)域經(jīng)濟(jì)發(fā)展相對(duì)滯后型,運(yùn)用灰色關(guān)聯(lián)度分析法探究影響旅游產(chǎn)業(yè)或區(qū)域經(jīng)濟(jì)的主要因素,在國(guó)內(nèi)旅游市場(chǎng)的鞏固與入境旅游市場(chǎng)的培育和營(yíng)銷,旅游設(shè)施的提升與旅游資源的開發(fā)、區(qū)域經(jīng)濟(jì)綜合發(fā)展等方面提出針對(duì)性的建議,以實(shí)現(xiàn)各地市“旅游促進(jìn)經(jīng)濟(jì),經(jīng)濟(jì)推動(dòng)旅游”的協(xié)調(diào)發(fā)展模式,從而推動(dòng)山東省由旅游大省向旅游強(qiáng)省的跨越。
