摘 要：“大眾創(chuàng)業(yè)，萬眾創(chuàng)新”時(shí)代，企業(yè)間的競爭更多是科技創(chuàng)新能力的角逐?？萍挤?wù)平臺(tái)為企業(yè)推薦個(gè)性化的服務(wù)，能有效地助力企業(yè)科技創(chuàng)新。為提高科技服務(wù)推薦的精確度，需要深度挖掘企業(yè)科技創(chuàng)新的屬性特征，刻畫全方位、多層次的企業(yè)科技畫像。本文通過橫向和縱向兩個(gè)視角挖掘和梳理企業(yè)科技服務(wù)屬性特征，構(gòu)建面向科技服務(wù)平臺(tái)的企業(yè)科技畫像整體框架和雙向分層架構(gòu)，刻畫出“3+5”科技服務(wù)供需畫像;進(jìn)一步地，從企業(yè)數(shù)據(jù)流到信息流，再到數(shù)據(jù)流地進(jìn)行技術(shù)層面分析，提出面向科技服務(wù)平臺(tái)的企業(yè)科技畫像構(gòu)建流程。企業(yè)科技畫像可精準(zhǔn)預(yù)測科技服務(wù)實(shí)際需求，是科技服務(wù)平臺(tái)實(shí)現(xiàn)個(gè)性化服務(wù)，優(yōu)化精準(zhǔn)服務(wù)水平的重要基礎(chǔ)。

Construction of Enterprise Science and Technology Portraits for Personalized Service of Science and Technology Service Platforms

Abstract： In the era of "mass entrepreneurship and innovation"， competition among enterprises is more of a competition for technological innovation capabilities. The science and technology service platform recommends personalized services for enterprises， which can effectively assist enterprises in technological innovation. In order to improve the accuracy of scientific and technological service recommendation， it is necessary to deeply dig into the characteristics of the enterprise's technological innovation attributes， so as to portray a comprehensive and multi-level enterprise technological portrait. This research uses horizontal and vertical perspectives to explore and sort out the characteristics of enterprise technology service attributes， build an overall framework and two-way hierarchical structure of enterprise technology portraits for technology service platforms， and portray the "3+5" technology service supply and demand portrait; further， from the enterprise data flow to the information flow， and then to the analysis of the technical level of the data flow， the construction process of the enterprise science and technology portrait facing the science and technology service platform is proposed. The enterprise science and technology portrait can accurately predict the actual demand of science and technology service， which is an important basis for the science and technology service platform to realize personalized service and optimize the precise service level.

1 引言

國務(wù)院印發(fā)的《關(guān)于加快科技服務(wù)業(yè)發(fā)展的若干意見》指出，我國科技服務(wù)業(yè)市場化水平和國際競爭力將得到顯著提升，可作為推動(dòng)經(jīng)濟(jì)升級(jí)和提高效率的引擎?？萍挤?wù)平臺(tái)將成為科技服務(wù)業(yè)提供服務(wù)的重要手段?，F(xiàn)階段，一方面，由于不同企業(yè)所處的發(fā)展階段、具備的創(chuàng)新能力各不相同，科技服務(wù)需求呈現(xiàn)多樣化;另一方面，科技服務(wù)平臺(tái)所采用的被動(dòng)式等待企業(yè)尋求服務(wù)或統(tǒng)一的主動(dòng)式科技服務(wù)推送等傳統(tǒng)服務(wù)方式，已無法更好地滿足不同企業(yè)的多樣化需求。因此，如何識(shí)別不同企業(yè)科技創(chuàng)新活動(dòng)實(shí)際需求，怎樣將企業(yè)科技服務(wù)需求與科技服務(wù)平臺(tái)所提供的科技服務(wù)精準(zhǔn)匹配，并進(jìn)行個(gè)性化推送，是科技服務(wù)平臺(tái)面臨的一個(gè)亟待解決的重要課題。
