打開中國（山東）自由貿易試驗區(qū)濟南片區(qū)幅員37.99平方公里的地圖，正如一只振翅高飛的鳳凰，承載著泉城這座千年古城在新時代的美好愿景和希望。

近年來，濟南片區(qū)緊緊圍繞“把自由貿易試驗區(qū)建設成為新時代改革開放的新高地”目標要求，貫徹新發(fā)展理念，加快融入新發(fā)展格局，通過制度創(chuàng)新優(yōu)化營商環(huán)境，集聚優(yōu)質要素資源，吸引新興市場主體和外向型機構入駐，全市對外開放、制度創(chuàng)新引領作用初顯。

截至目前，《中國（山東）自由貿易試驗區(qū)總體方案》涉及濟南的85項試點任務實施率已達92%，《中國（山東）自由貿易試驗區(qū)濟南片區(qū)實施方案》162項創(chuàng)新任務實施率達93%。累計推出361項改革創(chuàng)新措施，形成60多個創(chuàng)新案例和成果，其中“鏈上自貿”保稅展銷模式已經(jīng)海關總署備案試點，“數(shù)字保險箱”智慧政務、增值稅留抵退稅確認制首創(chuàng)案例獲國家部委肯定，股債聯(lián)動模式等15項創(chuàng)新成果已在全省復制推廣。

2月24日，中共濟南市委市政府召開“貫徹落實強省會戰(zhàn)略系列新聞發(fā)布會”第四場發(fā)布會。圍繞“強省會”發(fā)展主題，中國（山東）自由貿易試驗區(qū)濟南片區(qū)發(fā)布加快融入“強省會”戰(zhàn)略工作計劃，將緊抓強省會戰(zhàn)略重大機遇，聚力創(chuàng)新突破，把濟南片區(qū)打造成全省制度創(chuàng)新引領區(qū)、新興產(chǎn)業(yè)先導區(qū)、現(xiàn)代金融集聚區(qū)和對外開放新高地。

鳳凰展翅，泉城揚帆。立足“首創(chuàng)”改革，探索濟南特色，聚焦四大創(chuàng)新高地，全市之力、國際視野下的濟南片區(qū)，將建設成為全國自貿試驗改革的富礦與“泉標”，奮力譜寫新時代現(xiàn)代化強省會建設新篇章。

Jinan Area of China （Shandong） Pilot Free Trade Zone has acted on the new development philosophy and accelerated the establishment of the new development paradigm to drive highquality development， with the focus on “building the pilot free trade zone into a new height of reform and opening up in the new era”. It has optimized the business environment through institutional innovation， gathered high-quality resources and attracted emerging market players and export-oriented institutions， and hence the city starts to play a leading role in opening up and institutional innovation. On February 24， Jinan Area put forward a work plan for accelerating integration into “strengthening the power of the provincial capital” strategy， which seizes the compelling strategic opportunities and pursues breakthrough innovation. Jinan Area will be built into a provincial leading area for institutional innovation， a leading area for emerging industries， a gathering area for modern finance and a new height for opening up to the world.
