2020年11月30日至12月2日，中共山東省委十一屆十二次全會在濟南舉行，全會明確提出實施“強省會”戰(zhàn)略；2月2日，山東省政府工作報告中也明確提出了“強省會”戰(zhàn)略，中共山東省委省政府放眼全局，創(chuàng)造性地做出省市一體推進濟南加快發(fā)展的重大決策。

隨后，2月19日，《中共濟南市委濟南市人民政府關于貫徹落實強省會戰(zhàn)略的實施意見》印發(fā)，其中明確提出，在提升省會輻射帶動能力上實現(xiàn)新突破，加強與周邊區(qū)域的優(yōu)勢互補和協(xié)同發(fā)展，立足省內、帶動周邊、鏈接全球，在全國發(fā)展格局中的戰(zhàn)略地位顯著提升。

與此同時，省會經濟圈“一圈同城、共建共享”步伐不斷加快。2020年7月2日，省會經濟圈一體化發(fā)展工作部署會暨第一次聯(lián)席會議召開，會議審議通過了《省會經濟圈一體化發(fā)展2020年工作要點》《省會經濟圈一體化發(fā)展戰(zhàn)略合作框架協(xié)議》《省會經濟圈一體化發(fā)展聯(lián)席會議制度》。同時，濟南市明確提出省會經濟圈一體化發(fā)展需要加快推進基礎設施一體化，推動省會經濟圈基礎設施互聯(lián)通，實施“瓶頸路”暢通工程，形成軌道交通、公路、航空、水運聯(lián)通的基礎設施網絡體系。加快推進產業(yè)發(fā)展一體化，實施經濟圈產業(yè)鏈式整合和重點項目聯(lián)合攻堅行動，建立利益分享機制，探索“雙向飛地”“異地孵化”“共管園區(qū)”等跨區(qū)域產業(yè)合作新模式。加快推進市場融通一體化，推進省會經濟圈經濟運行的規(guī)則銜接、機制對接，促進人員、貨物、資金、技術、信息等要素高效便捷流動。加快推進公共服務一體化，深化經濟圈各市在教育、文化、旅游、社會保障、疫情防控、應急管理、環(huán)境治理等領域的合作，打造優(yōu)質生活圈。加快推進濟泰同城化、濟淄同城化和濟齊融合發(fā)展，引領帶動省會經濟圈加快形成協(xié)調聯(lián)動發(fā)展格局。

Jinan， the provincial capital of Shandong， is of enormous significance for the provinces development and prosperity. From November 30 to December 2， 2020， the Twelfth Session of the 11th Shandong Provincial Committee of the Communist Party of China （CPC） was convened， which rolled out the“Making the Provincial Capitals Strong” strategy. Such a strategy was reasserted in the government work report of Shandong presented on February 2， 2021. The CPC Shandong Provincial Committee and Shandong Provincial Peoples Government have taken a broad view of the overall situation and creatively made vital decisions to improve the mechanism for provincial-municipal integration. On February 19， 2021， the “CPC Jinan Municipal Committee and Jinan Municipal Peoples Governments Opinions on the Implementation of Strengthening the Provincial Capitals Power Strategy” was published， accelerating the pace of integrated development of the provincial capitals economic circle. On July 2， 2020， the first joint conference for deploying the integrated development of the provincial capitals economic circle was held， in which the “Focus of Work” “Strategic Cooperation Agreement” and “Joint Conference System” of the integrated development of the provincial capitals economic circle were approved.
