摘? 要：隨著中國(guó)教育進(jìn)入新時(shí)代，全國(guó)教育大會(huì)的召開(kāi)給我國(guó)本科教育工作提出了新的要求，興海強(qiáng)國(guó)戰(zhàn)略的制定更是給船舶與海洋工程專(zhuān)業(yè)的建設(shè)提出了新的挑戰(zhàn)與機(jī)遇。為此，文章在分析了“雙一流”建設(shè)內(nèi)涵的基礎(chǔ)上，首先聯(lián)系哈爾濱工程大學(xué)船舶與海洋工程專(zhuān)業(yè)建設(shè)基礎(chǔ)，分析了船舶與海洋工程專(zhuān)業(yè)存在的不足，然后針對(duì)存在的不足，提出了在“雙一流”建設(shè)背景下船舶與海海洋工程專(zhuān)業(yè)建設(shè)思路。以期進(jìn)一步推進(jìn)我校船舶與海洋工程專(zhuān)業(yè)“雙一流”建設(shè)，促進(jìn)新時(shí)代船舶與海洋工程專(zhuān)業(yè)內(nèi)涵式發(fā)展，同時(shí)為我國(guó)其他兄弟院校船舶與海洋工程專(zhuān)業(yè)建設(shè)提供借鑒。

Abstract： As China's education enters a new era， the convening of the National Education Conference has put forward new requirements for China's undergraduate education work， and the formulation of the strategy of developing the sea and strengthening the country has put forward new challenges and opportunities for the construction of marine and offshore engineering majors. To this end， on the basis of analyzing the connotation of the "double first-class" construction， this paper contacted the foundation of the construction of Harbin Engineering University's Ship and Ocean Engineering major， analyzed the existing deficiencies of the major， and then put forward a proposal of constructing the Ship and Ocean Engineering major under the background of the "double first-class". The aim of the study is to further promote the "double first-class" construction of our university's ship and ocean engineering major， promote the connotative development of Ship and Ocean Engineering major in the new era， and at the same time provide reference for the construction of Ship and Ocean Engineering major in other fraternal colleges and universities in China.

十九大報(bào)告強(qiáng)調(diào)指出高校教育要以立德樹(shù)人為根本任務(wù)，以培養(yǎng)社會(huì)主義事業(yè)接班人為核心目標(biāo)，推進(jìn)建設(shè)一流大學(xué)和一流學(xué)科，全面促進(jìn)高校教育趨向內(nèi)涵式發(fā)展。2018年9月17日，全國(guó)教育大會(huì)勝利召開(kāi)，教育部成都會(huì)議發(fā)布了《關(guān)于加快建設(shè)高水平本科教育 全面提高人才培養(yǎng)能力的意見(jiàn)》，意見(jiàn)提出：要實(shí)施一流專(zhuān)業(yè)建設(shè)“雙萬(wàn)計(jì)劃”。專(zhuān)業(yè)是全面建設(shè)高水平本科教育、培養(yǎng)一流人才的“四梁八柱”^[1]?！半p一流”建設(shè)正式拉開(kāi)了我國(guó)高等學(xué)校全面振興本科教育的序幕，這對(duì)高校來(lái)說(shuō)既是百年難遇的發(fā)展機(jī)遇又是需要多方面對(duì)的巨大挑戰(zhàn)^[2]。2019年，是我國(guó)成立70周年，經(jīng)過(guò)了幾十年的發(fā)展，中國(guó)的高等教育目前正處在由規(guī)模擴(kuò)張式的外延式發(fā)展向以質(zhì)量提升為核心的內(nèi)涵式發(fā)展過(guò)渡期。從邏輯上來(lái)看，中國(guó)教育發(fā)展目前是由最初的規(guī)模和數(shù)量擴(kuò)張向特色和質(zhì)量的內(nèi)涵轉(zhuǎn)變。

專(zhuān)業(yè)是人才培養(yǎng)的最基本單元，專(zhuān)業(yè)建設(shè)是高校本科教學(xué)的持續(xù)性和基礎(chǔ)性的基本建設(shè)，是整個(gè)教學(xué)工作中的重要生命線，同時(shí)也是教學(xué)工作內(nèi)涵式建設(shè)的基礎(chǔ)和高素質(zhì)專(zhuān)業(yè)人才培養(yǎng)的關(guān)鍵環(huán)節(jié)，對(duì)于高校的整體發(fā)展具有非常重要的現(xiàn)實(shí)意義。因此，在“雙一流”建設(shè)的時(shí)代浪潮中，各個(gè)高校本科建設(shè)都迎來(lái)了新的發(fā)展機(jī)遇，特別是對(duì)于船舶與海洋工程類(lèi)國(guó)家特色專(zhuān)業(yè)更是提出了更高的要求，因此，結(jié)合時(shí)代背景，面向“雙一流”建設(shè)浪潮，全面探索本科專(zhuān)業(yè)建設(shè)是迫切和急需的。

世界各國(guó)的高等院校和教育管理機(jī)構(gòu)等高等教育機(jī)構(gòu)都在不停地積極探索專(zhuān)業(yè)建設(shè)的合理、有效模式和方法。我國(guó)一些教育管理機(jī)構(gòu)和大學(xué)也針對(duì)不同專(zhuān)業(yè)特點(diǎn)進(jìn)行了卓有成效的改革，并取得了諸多成果^[3-5]。但目前已進(jìn)行的相關(guān)改革大多集中在對(duì)各自?xún)?yōu)勢(shì)專(zhuān)業(yè)建設(shè)方面的簡(jiǎn)單完善和修補(bǔ)，深度創(chuàng)新改革力度不夠，在專(zhuān)業(yè)改革建設(shè)內(nèi)容的廣度和深度上過(guò)于陳舊，革命性改革不足。
