China-Russia cooperation,a significant chapter
——On the 70th anniversary ofthe establishment of China-Russia diplomatic ties
2019年,中俄建交70周年。
70年的風(fēng)雨歷程,從建立“面向21世紀(jì)的中俄戰(zhàn)略協(xié)作伙伴關(guān)系”到“平等信任、相互支持、共同繁榮、世代友好的中俄全面戰(zhàn)略協(xié)作伙伴關(guān)系”,再到“中俄全面戰(zhàn)略協(xié)作伙伴關(guān)系新階段”,兩國關(guān)系始終保持高水平運(yùn)行,并不斷邁上新臺階。
這樣的高水平運(yùn)轉(zhuǎn)離不開兩國在政治、經(jīng)貿(mào)、文化等多方面的往來交流。2018年,中國已成為俄遠(yuǎn)東地區(qū)第一大外資來源國,中國在俄遠(yuǎn)東地區(qū)落實(shí)項(xiàng)目達(dá)28個(gè),投資總額約40億美元。中俄雙邊貿(mào)易額達(dá)到創(chuàng)紀(jì)錄的1070.6億美元,增幅27.1%。
交通是一個(gè)國家發(fā)展的先機(jī)。2014年10月,李克強(qiáng)總理和梅德韋杰夫總理共同主持中俄總理第十九次定期會(huì)晤,雙方商定,推進(jìn)構(gòu)建北京至莫斯科的歐亞高速運(yùn)輸走廊,優(yōu)先實(shí)施莫斯科至喀山高鐵(莫喀高鐵)項(xiàng)目。從2014年至2019年,5年時(shí)間,這條全長約770公里,設(shè)計(jì)最高時(shí)速達(dá)400km的莫喀高鐵已從會(huì)議商討變?yōu)榱艘粡垙垖?shí)實(shí)在在的設(shè)計(jì)藍(lán)圖。
作為莫喀高鐵總設(shè)計(jì)方的中國中鐵二院更是為這條高鐵的設(shè)計(jì)秣馬厲兵、殫精竭慮、精益求精。在這條艱辛的路上,傾注了眾多工程師們的青春與夢想,只為讓中國技術(shù)造福世界,為中俄交通建設(shè)畫下濃墨重彩的一筆。
The year 2019 marks the 70th anniversary of theestablishment of China-Russia diplomatic relations.Amid the ups and downs over the 70 years, we havewitnessed the establishment of "partnership of strategiccoordination oriented towards the 21st century", to"comprehensive strategic partnership of coordinationbased on equality, trust, mutual support, commonprosperity, and long-lasting friendship", and then "anew stage of comprehensive strategic partnership ofcoordination". All these show that our relations havegrown at a high level and kept scaling new heights.
Such high level relations are underpinned by ourfriendly exchanges in politics, trade and business,culture, and other fields. In 2018, China became thelargest source of foreign investment for Russia in theFar East, where China implemented 28 projects witha total investment of USD 4 billion. The two countriesregistered a record two-way trade volume of USD107.06 billion, up 27.1%.
Transportation is the precondition for nationdevelopment. In October 2014, Premier Li Keqiang andPrime Minister Dmitry Anatolyevich Medvedev co-presided over the 19th China-Russia Prime Ministers'Regular Meeting. They decided to push for theconstruction of "Russia (Moscow)-China (Beijing)"Eurasian high-speed transport corridor, with prioritybeing given to Moscow-Kazan High-speed Railwayproject. Over the five years from 2014 t0 2019, theMoscow-Kazan High-speed Railway, with a totaltrackage of 770 km and a maximum design speed of 400km/h, has materialized as a design plan after rounds ofmeetings and discussion.
China Railway Eryuan Engineering Group Co.Ltd. (CREEC), the chief designer of the project, hasmade elaborate preparations and strenuous efforts for aperfect design. Numerous engineers have dedicated theiryouth and dream to the challenging project, seeking tobenefit the whole world with Chinese technologies andwrite a grand chapter for China-Russia transportationconstruction.
