中共中央總書(shū)記、國(guó)家主席、中央軍委主席、中央外事工作委員會(huì)主任習(xí)近平5月15日上午主持召開(kāi)中央外事工作委員會(huì)第一次會(huì)議并發(fā)表重要講話。習(xí)近平強(qiáng)調(diào)，要加強(qiáng)黨中央對(duì)外事工作的集中統(tǒng)一領(lǐng)導(dǎo)，準(zhǔn)確把握當(dāng)前國(guó)際形勢(shì)發(fā)展變化，銳意進(jìn)取，開(kāi)拓創(chuàng)新，努力開(kāi)創(chuàng)中國(guó)特色大國(guó)外交新局面，為實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)作出更大貢獻(xiàn)。

習(xí)近平在講話中強(qiáng)調(diào)，黨的十八大以來(lái)，在黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，我們積極推進(jìn)外交理論和實(shí)踐創(chuàng)新，完善和深化全方位外交布局，倡導(dǎo)和推進(jìn)“一帶一路”建設(shè)，深入?yún)⑴c全球治理體系改革和建設(shè)，堅(jiān)定捍衛(wèi)國(guó)家主權(quán)、安全、發(fā)展利益，加強(qiáng)黨對(duì)外事工作的集中統(tǒng)一領(lǐng)導(dǎo)，走出了一條中國(guó)特色大國(guó)外交新路，取得了歷史性成就。

習(xí)近平指出，當(dāng)今世界不確定不穩(wěn)定因素增多，我國(guó)發(fā)展面臨的機(jī)遇和挑戰(zhàn)并存。我們要準(zhǔn)確把握國(guó)際形勢(shì)變化的規(guī)律，既認(rèn)清中國(guó)和世界發(fā)展大勢(shì)，又看到前進(jìn)道路上面臨的風(fēng)險(xiǎn)挑戰(zhàn)，未雨綢繆、妥善應(yīng)對(duì)，切實(shí)做好工作。當(dāng)前和今后一個(gè)時(shí)期，要深化外交布局，落實(shí)重大外交活動(dòng)規(guī)劃，增強(qiáng)風(fēng)險(xiǎn)意識(shí)，堅(jiān)定維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益。

習(xí)近平強(qiáng)調(diào)，“一帶一路”建設(shè)是我們推動(dòng)構(gòu)建人類命運(yùn)共同體的重要實(shí)踐平臺(tái)。幾年來(lái)，“一帶一路”建設(shè)從理念到行動(dòng)，發(fā)展成為實(shí)實(shí)在在的國(guó)際合作，取得了令人矚目的成就。要抓好首屆“一帶一路”國(guó)際合作高峰論壇成果的落實(shí)，凝聚各方共識(shí)，規(guī)劃合作愿景，擴(kuò)大對(duì)外開(kāi)放，加強(qiáng)同各國(guó)的溝通、協(xié)商、合作，推動(dòng)“一帶一路”建設(shè)走深走實(shí)、行穩(wěn)致遠(yuǎn)，更好造福各國(guó)人民。

習(xí)近平指出，地方外事工作是黨和國(guó)家對(duì)外工作的重要組成部分，對(duì)推動(dòng)對(duì)外交往合作、促進(jìn)地方改革發(fā)展具有重要意義。要在中央外事工作委員會(huì)集中統(tǒng)一領(lǐng)導(dǎo)下，統(tǒng)籌做好地方外事工作，從全局高度集中調(diào)度、合理配置各地資源，有目標(biāo)、有步驟推進(jìn)相關(guān)工作。

習(xí)近平強(qiáng)調(diào)，做好新形勢(shì)下外事工作，中央外事工作委員會(huì)要發(fā)揮決策議事協(xié)調(diào)作用，推動(dòng)外交理論和實(shí)踐創(chuàng)新，為外事工作不斷開(kāi)創(chuàng)新局面提供有力指導(dǎo)。要強(qiáng)化頂層設(shè)計(jì)和統(tǒng)籌協(xié)調(diào)，提高把方向、謀大局、定政策能力，推進(jìn)對(duì)外工作體制機(jī)制改革，加強(qiáng)外事工作隊(duì)伍建設(shè)，抓好重點(diǎn)工作的推進(jìn)、檢查、督辦，確保黨中央對(duì)外決策部署落到實(shí)處。

會(huì)議審議通過(guò)了《中央外事工作委員會(huì)工作規(guī)則》等文件。

President Xi Jinping Presided over the First Meeting of the Foreign Affairs Commission of the CPC Central Committee Enhancing the Centralized and Uni fi ed Leadership of the CPC Central Committee over Foreign Affairs and Opening up New Prospects of Major-country Diplomacy with Chinese Characteristics

Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the State, Chairman of the Central Military Commission, and Director of the Foreign Affairs Commission of the CPC Central Committee, hosted the first meeting of the Foreign Affairs Commission of the CPC Central Committee on the morning of May 15 and delivered an important speech. President Xi called for enhancing the centralized and unified leadership of the CPC Central Committee in foreign affairs, and for correct understanding and dealing with the changes of the current international situation and forging ahead to open up new prospects of major-country diplomacy with Chinese characteristics so as to make greater contribution to the realization of the two centenary goals and the Chinese dream of great national renewal.

The meeting was attended by Premier Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the commission, and Vice President Wang Qishan, also member of the commission.Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and member of the Secretariat of the CPC Central Committee, and Vice Premier Han Zheng, also member of the Standing Committee of the Political Bureau of the CPC Central Committee, were present.

In his speech, Xi Jinping stressed that under the strong leadership of the CPC Central Committee, China had actively advanced innovations in diplomatic theories and practices,improved multi-faceted diplomacy, promoted the Belt and Road construction and been deeply involved in reforming and building the global governance system since the 18th National Congress of the CPC held in 2012. It had also firmly safeguarded national sovereignty, security and development interests, blazed a new trail of major-country diplomacy with Chinese characteristics and scored historic achievements.

President Xi pointed out that in today's world of increased factors of uncertainty and instability, China's development faces both opportunities and challenges. He ordered the precise grasping of the law of changes in the international situation,thinking ahead and properly handling risks. Xi called for further improvement of diplomatic planning, implementation of plans for major diplomatic activities, enhanced awareness of risks and firm safeguarding of national sovereignty, security and development interests for now and the years to come.

On the Belt and Road Initiative, Xi said the initiative was an important platform for promoting the building of a community with a shared future for humanity. Hailing the achievements on the Belt and Road Initiative in the past years, Xi called for the effective implementation of the results of the first Belt and Road Forum for International Cooperation held last May,gaining consensus of all sides, planning a vision of cooperation,expanding opening up and enhancing communication,coordination and cooperation with other countries so as to promote the initiative to make more progress and benefit more people.

On local foreign affairs, Xi said they were important components of the foreign affairs of the Party and the country,and of great significance to advancing exchanges and cooperation with foreign countries and promoting local reform and development. He ordered effective arrangements for local foreign affairs under the centralized and unified leadership of the Foreign Affairs Commission of the CPC Central Committee, as well as the centralized and rational allocation of resources.

Xi stressed that the Foreign Affairs Commission of the CPC Central Committee should play a role in policy-making,discussion and coordination, advance the innovation of diplomatic theories and practices and provide strong guidance for foreign affairs to make new achievements. He also ordered enhanced top-down planning and coordination, an increase in the abilities of setting directions, controlling the overall situation and making policies, promoting reforms to the foreign affairs working mechanism and strengthening the building of foreign affairs talent teams to ensure the implementation of CPC Central Committee policies.

The meeting also approved documents including the working rules of the Foreign Affairs Commission of the CPC Central Committee.

The members of the Foreign Affairs Commission of the CPC Central Committee were present, and relevant leaders, officials of the central and state agencies concerned also attended the meeting.
