On this basis, this paper also puts forward suggestions and related security mechanisms including industrial policies that pay attention to the balance and function, the implementation of key ecological function areas, improving “enclave” policies with different types of space replacement, the establishment the benefit compensation policy for “ecological government” and “ecological benefit government” .
