“兩國(guó)雙園”：為中馬國(guó)際產(chǎn)能合作注入新能量

在北部灣畔的欽州，中馬“兩國(guó)雙園”開啟了中國(guó)園區(qū)國(guó)際合作的新興模式。經(jīng)過(guò)近5年的蓬勃發(fā)展，中國(guó)—馬來(lái)西亞欽州產(chǎn)業(yè)園區(qū)搭建的國(guó)際合作平臺(tái)正在上演著跨越式的發(fā)展，煥發(fā)出勃勃生機(jī)。

“兩國(guó)雙園”是中國(guó)與馬來(lái)西亞兩國(guó)政府合作創(chuàng)新的典范。早在2011年4月，時(shí)任中國(guó)國(guó)務(wù)院總理溫家寶訪問(wèn)馬來(lái)西亞，與馬來(lái)西亞總理納吉布達(dá)成兩國(guó)政府共建中馬欽州產(chǎn)業(yè)園區(qū)的共識(shí)；2012年4月1日，兩國(guó)總理共同出席中馬欽州產(chǎn)業(yè)園區(qū)開園儀式。中馬欽州產(chǎn)業(yè)園區(qū)，成為繼中新蘇州工業(yè)園區(qū)、中新天津生態(tài)城之后，中外政府合作建設(shè)的第三個(gè)國(guó)際園區(qū)。

五年攜手并進(jìn) 成績(jī)斐然

恰逢中馬欽州產(chǎn)業(yè)園區(qū)開園5周年。2017年3月13日，馬來(lái)西亞總理對(duì)華特使丹斯里黃家定一行19人蒞臨中馬欽州產(chǎn)業(yè)園區(qū)進(jìn)行考察，并與園區(qū)管理委員會(huì)就中馬“兩國(guó)雙園”合作進(jìn)行了座談交流。

當(dāng)天，黃家定一行與中國(guó)官員一道，見證了中馬欽州產(chǎn)業(yè)園區(qū)與馬來(lái)西亞中華總商會(huì)簽署馬來(lái)西亞城項(xiàng)目建設(shè)合作諒解備忘錄。中馬雙方將攜手在園區(qū)內(nèi)合作建設(shè)“馬來(lái)西亞城”，為園區(qū)添加更多馬來(lái)西亞企業(yè)特色文化元素，吸引馬來(lái)西亞中小企業(yè)到園區(qū)投資興業(yè)，為園區(qū)增加亮點(diǎn)。

在中馬雙方的共同努力下，中馬欽州產(chǎn)業(yè)園區(qū)開園5年來(lái)，從“三年打基礎(chǔ)”進(jìn)入“五年見成效”階段，中馬兩國(guó)企業(yè)獲益發(fā)展。

進(jìn)入2017年，中馬欽州產(chǎn)業(yè)園區(qū)可謂佳音頻傳：園區(qū)啟動(dòng)區(qū)7.87平方公里基礎(chǔ)設(shè)施建設(shè)基本完成。中馬糧油加工、國(guó)家燕窩實(shí)驗(yàn)室、慧寶源醫(yī)藥等一批項(xiàng)目建成投產(chǎn)，中馬國(guó)際科技園、職業(yè)教育實(shí)訓(xùn)基地等一批項(xiàng)目加快建設(shè)，中海匯鑫融資租賃項(xiàng)目、北斗衛(wèi)星產(chǎn)業(yè)園項(xiàng)目、中國(guó)—東盟海產(chǎn)品交易所廣西分所等一批項(xiàng)目簽約入園。

一個(gè)個(gè)落地的項(xiàng)目不僅是中馬欽州產(chǎn)業(yè)園區(qū)成功招商引資的有力注釋，也意味著這個(gè)承載國(guó)際產(chǎn)能合作愿景的產(chǎn)業(yè)園區(qū)，在燕窩、醫(yī)藥、科技等中馬產(chǎn)能合作的重點(diǎn)領(lǐng)域上取得實(shí)質(zhì)性的突破。中馬欽州產(chǎn)業(yè)園區(qū)管委會(huì)常務(wù)副主任高樸表示，園區(qū)在繼續(xù)推動(dòng)中國(guó)優(yōu)勢(shì)產(chǎn)業(yè)進(jìn)入馬來(lái)西亞的同時(shí)，將突出抓好馬來(lái)西亞特色項(xiàng)目的引進(jìn)工作，加快構(gòu)建國(guó)際產(chǎn)業(yè)示范區(qū)。

實(shí)際上，自2016年開始，中馬欽州產(chǎn)業(yè)園區(qū)進(jìn)入產(chǎn)業(yè)項(xiàng)目入園和城市配套建設(shè)加快推進(jìn)的新階段。與此同時(shí)，園區(qū)全力以赴推進(jìn)國(guó)際合作和改革創(chuàng)新等，開發(fā)建設(shè)進(jìn)程日益加快。據(jù)統(tǒng)計(jì)，截至2016年底，先后有50多個(gè)產(chǎn)業(yè)項(xiàng)目落戶中馬欽州產(chǎn)業(yè)園區(qū)，總投資超過(guò)280億元人民幣。

先行先試 國(guó)際合作平臺(tái)蓄勢(shì)待發(fā)

隨著“一帶一路”建設(shè)的實(shí)施，“國(guó)際產(chǎn)能合作”已經(jīng)成為世界經(jīng)濟(jì)舞臺(tái)上一個(gè)閃亮的高頻詞。在中馬兩國(guó)政府的支持下，中馬欽州產(chǎn)業(yè)園區(qū)和馬中關(guān)丹產(chǎn)業(yè)園，正在積極構(gòu)建以園區(qū)為載體，推進(jìn)國(guó)際產(chǎn)能合作的先行探索和實(shí)踐。全力將中馬“兩國(guó)雙園”打造成為國(guó)際產(chǎn)能合作的重要載體和示范園區(qū)。

根據(jù)中馬欽州產(chǎn)業(yè)園區(qū)的發(fā)展規(guī)劃，未來(lái)，園區(qū)首先將在先進(jìn)制造業(yè)上深化合作。中馬欽州產(chǎn)業(yè)園區(qū)正在培育生物醫(yī)藥、高端裝備和智能制造、新一代信息技術(shù)、新材料、北斗衛(wèi)星應(yīng)用等新興產(chǎn)業(yè)，促進(jìn)制造業(yè)數(shù)字化、信息化、智能化；并希望通過(guò)投資與技術(shù)合作，與馬方共同分享新技術(shù)、新工藝、新裝備，促進(jìn)兩園實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)、產(chǎn)業(yè)升級(jí)。

其次，在特色優(yōu)勢(shì)產(chǎn)業(yè)上深化合作。在棕櫚、燕窩、清真食品等方面深化合作，拓展市場(chǎng)空間，增加科技含量，提升質(zhì)量效益。將中方有優(yōu)勢(shì)、馬方有需求的鋼鐵、石化、修造船、汽車、電子、工程機(jī)械等先進(jìn)產(chǎn)能吸引轉(zhuǎn)移到關(guān)丹產(chǎn)業(yè)園區(qū)投資，加快打造關(guān)丹港國(guó)際產(chǎn)業(yè)區(qū)。

再次，在研發(fā)孵化上深化合作。推動(dòng)兩國(guó)著名高校、研發(fā)機(jī)構(gòu)的合作，促進(jìn)科技成果轉(zhuǎn)化，培育創(chuàng)業(yè)創(chuàng)新孵化器，促進(jìn)資本與創(chuàng)新項(xiàng)目、科研團(tuán)隊(duì)的結(jié)合。最后，將在綠色發(fā)展上深化合作。采用節(jié)能環(huán)保新技術(shù)，發(fā)展循環(huán)經(jīng)濟(jì)，切實(shí)保護(hù)好環(huán)境和自然資源，實(shí)現(xiàn)兩園開發(fā)建設(shè)的健康、生態(tài)、可持續(xù)。

“中馬‘兩國(guó)雙園’是‘一帶一路’建設(shè)最具體的合作例子和實(shí)際行動(dòng)，回去以后我們會(huì)向當(dāng)?shù)赜袧撃艿耐顿Y者推介，希望他們能積極帶動(dòng)馬來(lái)西亞相關(guān)的優(yōu)勢(shì)產(chǎn)業(yè)入駐中馬欽州產(chǎn)業(yè)園區(qū)。”黃家定談及中馬“兩國(guó)雙園”如何加強(qiáng)產(chǎn)能合作時(shí)說(shuō)道，將借助馬來(lái)西亞全國(guó)總商會(huì)、馬來(lái)西亞中華總商會(huì)等更多力量，使招商引資更深入、更廣泛。

有專家指出，中國(guó)的經(jīng)濟(jì)平穩(wěn)快速增長(zhǎng)，馬方的中小型企業(yè)及大型企業(yè)都很想進(jìn)入中國(guó)市場(chǎng)，中馬欽州產(chǎn)業(yè)園區(qū)恰恰扮演了這個(gè)角色，為馬來(lái)西亞企業(yè)進(jìn)入中國(guó)提供一個(gè)很好的平臺(tái)。隨著中馬欽州產(chǎn)業(yè)園區(qū)的基礎(chǔ)設(shè)施日趨完善，入駐園區(qū)的新興產(chǎn)業(yè)項(xiàng)目含金量高，這標(biāo)志著馬來(lái)西亞企業(yè)入駐園區(qū)的黃金時(shí)機(jī)已經(jīng)到來(lái)。

因勢(shì)而謀,應(yīng)時(shí)而動(dòng),順勢(shì)而為。一座初見成效的現(xiàn)代產(chǎn)業(yè)園區(qū)呈現(xiàn)眼前，中馬欽州產(chǎn)業(yè)園區(qū)正成為助推兩國(guó)經(jīng)貿(mào)雙向合作，促進(jìn)人文交流的重要代表。

The construction of China-Malaysia Qinzhou Industrial Park (CMQIP) and Malaysia-China Kuantan Industrial Park (MCKIP) — abbreviated as “Two Countries, Twin Parks” — is seen as an innovative paradigm for inter-governmental cooperation between China and Malaysia. As early as April 2011, then Chinese Premier Wen Jiabao and Malaysian Prime Minister Najib Razak agreed to jointly build the “Twin Parks”; on April 1, 2012, they both witnessed the launching ceremony of CMQIP, the third inter-governmental project in China after China-Singapore Suzhou Industrial Park and Sino-Singapore Tianjin Eco-city.

Five-year achievements

The year 2017 marks the 5thanniversary of CMQIP. On March 13, 2017, Tan Sri Ong Ka Ting, Malaysian Prime Minister’s Special Envoy to China, led a group of 19 representatives to visit CMQIP and conducted exchanges with heads of the CMQIP Administration Committee. They also attended the signing ceremony for a MoU on building a Malaysia-themed town in CMQIP. Once completed, more Malaysian enterprises with local features will be attracted to start their businesses in the park.

At present, signifi cant headway has been made in several

items: The first-initiated zone covering 7.87 square kilometers has been built up; a batch of major projects, including the National Experiment for Esculent Swift’s Nest and HEBABIZ, has been put into operation; the construction of China-Malaysia International Science & Technology Park and vocational education training base is accelerating; the agreements on building Beidou Satellite Industrial Park, China-ASEAN Marine Products Trading Market and so on in CMQIP have been signed, etc. CMQIP, as indicated by Mr. Gao Pu, Executive Deputy Director of the CMQIP Administration Committee, is making China’s competitive industries accessible to Malaysia while bringing in featured projects from Malaysia.

Virtually, work has been done to expedite both the accession of industrial projects and the building of urban infrastructure facilities since 2016. Statistically, over 50 industrial projects have been set up in CMQIP, with the total investment exceeding 28 billion yuan, by the end of 2016.

Two Parks: Poised for international cooperation

As international industrial-capacity cooperation becomes an important driving force for the world economy, the two governments are dedicated to building CMQIP and MCKIPinto two signifi cant carriers and demonstration parks.

03 / The base for vocational education and makers

As set out in the development program of CMQIP, there are four main work priorities:

First, highlighting advanced manufacturing industry. CMQIP is cultivating the emerging industries such as bio-pharmaceuticals, high-end equipment, intelligent manufacturing, new-generation information technologies, new materials and Beidou Satellite application. Moreover, efforts are being made to share information about advanced technologies and equipment with the Malaysian counterpart, and thus to promote the innovation and upgrading of industries.

Second, cooperating further on the featured, competitive industries. The markets of palm, esculent swift’s nest and halal foods will be explored through cooperation, and the quality and benefits improved. Besides, China’s advanced industrial-capacity enterprises — which are specialized in steel, petrochemicals, ship repair and building, automobiles, electronics and engineering machinery, etc. — will be attracted to invest in MCKIP.

Third, strengthening cooperation on the research and development of new projects. Emphasis should be placed on the cooperation between eminent universities and research institutes of the two countries, so as to make more technological findings commercialized, to cultivate the incubator for entrepreneurship or innovation and to facilitate the combination of capital, innovated projects and scientific research teams.

Fourth, and last, prioritizing the cooperation on green development. Advanced technologies of energy saving and environmental protection will be applied to both the development of cyclic economy and the preservation of natural conditions and resources, with a view to ensuring the sound, ecological and sustainable development of the two parks.

Tan Sri Ong Ka Ting hopes that Malaysian investors interested in CMQIP will energetically contribute to the accession of Malaysia’s competitive industries to the park, and he and his colleagues will make the investment promotion more comprehensive through the Associated Chinese Chambers of Commerce and Industry of Malaysia and other organizations in Malaysia.

As China’s economy continues to grow, experts believe that Malaysian SMEs and even large-scale ones are inclined to access the Chinese market. Given this, CMQIP will defi nitely serve as an excellent platform for their entry.
