哈薩克斯坦是渝新歐大通道上重要的一站。6月底，哈薩克斯坦鐵路總公司副總裁奧貝斯巴耶夫一行來渝，洽談“渝新歐”合作事項(xiàng)，并與渝新歐公司簽訂《合作備忘錄》。據(jù)了解，下一步哈方將從五方面加強(qiáng)與重慶方的合作，共同推動(dòng)渝新歐大通道的建設(shè)，并將積極配合重慶方盡快開通“渝新歐”重慶至哈薩克斯坦的班列。

哈方和重慶方在渝新歐方面的合作包括：一方面是建立有競爭力的價(jià)格體系。哈方愿意與中鐵總公司、俄鐵總公司等共同努力，進(jìn)一步降低“渝新歐”的運(yùn)輸價(jià)格，建立有競爭力的價(jià)格體系。

同時(shí)，保證“渝新歐”冬季運(yùn)輸溫控箱的使用并提供優(yōu)惠運(yùn)格。為保證“渝新歐”冬季運(yùn)輸溫控箱的使用，近期哈方擬一次性購買200個(gè)適合冬季運(yùn)輸溫控集裝箱，優(yōu)先保證“渝新歐”運(yùn)輸IT、化工、食品、醫(yī)藥等特殊需求，并提供優(yōu)惠的租箱價(jià)格。同時(shí)，對目前“渝新歐”正在使用的45英尺柴油發(fā)電控溫集裝箱給予與40英尺集裝箱相同的優(yōu)惠運(yùn)價(jià)。

另外，支持“渝新歐”運(yùn)輸國際郵件。奧貝斯巴耶夫副總裁同意回國后立即與鐵組及鐵盟相關(guān)機(jī)構(gòu)聯(lián)系，力爭共同促成國際組織盡快同意“渝新歐”運(yùn)輸國際郵件，并明確表態(tài)哈方支持“渝新歐”運(yùn)郵，并愿意先期與重慶方共同組織“渝新歐”重慶至哈薩克斯坦段的運(yùn)郵試驗(yàn)。

除此，哈方愿意與重慶方進(jìn)一步加大“渝新歐”方面的合作與推介宣傳，愿意積極配合重慶方盡快開通“渝新歐”重慶至哈薩克斯坦的班列。哈方愿意與重慶共同加大投資，在重慶建設(shè)面向中國中西部的貨源集結(jié)和分撥點(diǎn)，在霍爾果斯經(jīng)濟(jì)開發(fā)區(qū)建設(shè)面向中東歐的集裝箱站場，進(jìn)一步提高“渝新歐”的開行頻率和通行效率。

The Chongqing-Kazakhstan Train to be Launched Soon

Kazakhstan is a critical stop on the great channel of Chongqing-Xinjiang-Europe Railway. At the end of June,vice president Obesbayev of Kazakhstan Railway Corporation led a group to visit to Chongqing to discuss cooperation on Chongqing-Xinjiang-Europe Railway and signed the Memorandum of Understanding with Yuxin’ou Logistics. It is understood that Kazakhstan will in the future enhance cooperation with Chongqing in fi ve aspects to jointly promote the development of Chongqing-Xinjiang-Europe Railway channel, and it will also coordinate with Chongqing to launch the Chongqing-Kazakhstan train on Chongqing-Xinjiang-Europe Railway as soon as possible.

The cooperation between Kazakhstan and Chongqing on Chongqing-Xinjiang-Europe Railway entails following aspects. First, build a competitive price system. Kazakhstan will work together with China Railway Corporation and Russia Railway Corporation to further reduce price of transport via Chongqing-Xinjiang-Europe Railway and to build a competitive price system.

Meanwhile, ensure use of temperature control containers during transportation through Chongqing-Xinjiang-Europe Railway in winter and offer favorable rates. In order to ensure the use of temperature control containers during transportation in winter, Kazakhstan plans to purchase 200 temperature control containers suited for transportation in winter shortly, prioritize special needs of IT products, chemicals, foods and pharmaceuticals, and offer favorable rates of container leasing. In addition, the same rate of 40-foot container is offered to the current 45-foot diesel-electric temperature control container.

Furthermore, support the transportation of international mail through Chongqing-Xinjiang-Europe Railway. Vice president Obesbayev agrees to immediately contact relevant departments in Railway Cooperative Organizations and Railway Alliance upon his return to promote a quick consent to transportation of international mail through Chongqing-Xinjiang-Europe Railway. He also clarifi es that Kazakhstan will support mail transportation through the railway, and is willing to organize mail transportation tests jointly with Chongqing over Chongqing-Kazakhstan section of the railway in preliminary stages.

Besides, Kazakhstan will further cooperate with Chongqing on the publicity of Chongqing-Xinjiang-Europe Railway,and it is also willing to coordinate with Chongqing to launch the Chongqing-Kazakhstan train as soon as possible.Kazakhstan is ready to increase investment together with Chongqing in building a freight collection and distribution center gearing to Central and West China in Chongqing, as well as build a container yard that gearing to Central and East Europe in Khorgos Economic Development Zone so as to further improve the operation frequency and traffi c effi ciency of Chongqing-Xinjiang-Europe Railway.
