Yuan Jinquan was born in Kashi， Xinjiang in 1963. He entered the fine artsdepartment of Beijing Film Academy with the major of advertisement design in1986. He learned from Mr. Qian Shaowu， Zheng Dongtian， Wen Guozhang， HanHangbi， and many other famous artists. In 1990， he passed into the department offine arts of Xinjiang Normal University. He came back to Kashi after he graduatedin 1992， and opened the first advertisement decoration company there.
