        深圳警航:守護“創(chuàng)新之都”的藍天

        在旋翼轟鳴的深圳南頭直升機場,沈岡與杜輝正在機庫內調取直升機發(fā)動機的循環(huán)數(shù)據(jù),他們是深圳市公安局特警支隊警務航空大隊(以下簡稱“深圳警航”)的兩名直升機維護工程師,從2004年6月7日深圳警航成立伊始,他們親歷并見證了這支隊伍21年的蓬勃發(fā)展,而此刻也對深圳警航的未來充滿了期待。

        深圳,作為中國改革開放的窗口城市,始終以持續(xù)創(chuàng)新和高效率著稱。在公共安全領域,深圳警航的成立和發(fā)展正是其探索現(xiàn)代化城市治理模式的重要體現(xiàn)。自2004年成立以來,深圳警航逐步發(fā)展為一支多功能、技術先進的警務航空力量,不僅在治安巡邏和應急救援中扮演重要角色,還成為深圳科技與效率結合的典范。

        一、誕生與初創(chuàng)

        深圳經(jīng)濟特區(qū)成立于1980年6月,至今已經(jīng)走進了第45個年頭。特區(qū)的社會發(fā)展進入新世紀后,便進入了快車道,在城市化進程加速以及治安、交通與應急需求急劇增加的大背景下,深圳市公安局于2003年正式籌備組建警務航空隊,是全國范圍內較早成立的警務航空力量之一,標志著深圳在公共安全領域進入了空中立體化作戰(zhàn)的新時代。

        技術團隊的初期組建是困難的,人才引進是一大難題。沈岡介紹說,他和杜輝作為專職招錄的優(yōu)秀大學生,剛進入警隊的時候是一窮二白的。身為籌建組成員,需要提前制定各種技術文件、標準依據(jù),雖然有原始技術資料,但是卻沒有實際的直升機作為參考,因為這個時候直升機還沒有到位。同時,在缺少工作經(jīng)驗的情況下只能根據(jù)照片或者各種參考資料進行翻譯理解,可以說籌建之路非常艱難。

        2004年6月,深圳市公安局的第一架警用直升機到位。這是一架由意大利阿古斯特公司(現(xiàn)為萊昂納多股份公司)生產(chǎn)的A109E型直升機,而此時飛行員加上維修技術人員也只有5人,航材、專用工具更是十分短缺。在這種設備和技術基礎較為薄弱的情況下,初始團隊以高效務實的作風迅速適應了城市公共安全需求。

        創(chuàng)始初期,在各種警務應用場景還沒有鋪開的時候,大隊主要任務是開展治安巡邏與交通監(jiān)控,并嘗試執(zhí)行簡單的應急救援任務。2004年11月,警務航空隊成功參加了深圳市公安局開展的大練兵匯報演練,并在現(xiàn)場承擔空中指揮、警戒以及裝備展示任務,這為警航未來的多功能拓展奠定了基礎。

        二、摸索與發(fā)展

        1.初步探索期(2004~2009年)

        在成立后的頭幾年,深圳警航著重完成基礎設施建設,建立標準化警航體系,并培養(yǎng)基本的飛行與維修能力,逐步適應城市日益復雜的公共安全需求。這一時期的主要任務以常規(guī)飛行訓練和空中巡邏為主,同時輔助完成簡單的空地聯(lián)動任務。在此期間,警航隊先后引入了陸軍航空兵轉業(yè)的成熟飛行員,增添了空中新鮮血液,同時維修隊伍在原有基礎上也有新進技術人員的加入。

        2006年9月,深圳警航參加了在我國中部某城市舉行的全國警務飛行綜合演練任務。在演練期間,參加演練飛行18個飛行日、22個場次,共飛行130架次、37個飛行小時,圓滿完成了飛行演練任務。這不僅鍛煉了隊伍,而且實現(xiàn)了學習、交流和提高警務飛行技術的目標。

        值得一提的是,盡管在此期間缺乏相應的人力物力,但是技術人員敢于啃硬骨頭。飛行人員不僅完成了各個科目的訓練任務,還圓滿完成上級下達的各項飛行任務;維修人員除了航線維護工作外,還依靠自身技術力量獨立完成了所有的定檢維修任務。所有人員齊心協(xié)力,在很短的時間內,深圳警航迅速成長為全國警航的頭部力量。

        2.穩(wěn)步發(fā)展期(2009~2019年)

        進入到2009年,深圳警航迎來了裝備升級和任務擴展的雙重挑戰(zhàn)。2010年,深圳警航在原有一架輕型直升機的基礎上,引進了一架阿古斯特AW139中型直升機,警航任務逐步覆蓋巡邏運兵、空中指揮、山地搜救等領域。與之同步的是,警航技術人員進一步補強,新進引入一批零起點飛行員,補充了飛行隊伍;同時,特別招錄了一批富有維修經(jīng)驗的維修人員,為維修團隊注入了新的技術力量;在此期間還成立了空勤中隊,空勤人員是各種警務飛行任務的遂行者,他們的表現(xiàn)決定了各種警務應用任務的成功與否。

        在這十多年的時間里,深圳警航逐漸走向成熟,從簡單任務逐步覆蓋全方位場景遂行能力。深圳警航參與了大量的警務活動,涵蓋大型警務演練、任務安保、應急拉動、緊急救援等,發(fā)揮出良好的社會效能,受到了廣泛好評。

        2011年5月13日上午9時20分,警務航空大隊按照工作計劃安排,實施訓練飛行。在飛行過程中,機組人員突然從警用電臺里收聽到大運火炬將于9時30分從特警支隊轉場到廣州傳遞的信息,機組人員立即駕駛AW139型直升機飛抵市局戰(zhàn)訓基地上空,及時將訓練飛行轉換為任務飛行的飛行模式,主動開展大運火炬轉場安保工作,在深圳市轄區(qū)內的大運火炬轉場線路上空,為大運火炬轉場車隊實施空中警戒巡邏。

        2012年5月,根據(jù)公安部辦公廳的通知要求,經(jīng)局領導批準,大隊派出1架AW139型直升機和16名警航專業(yè)技術人員 (其中飛行員6名、機務人員5名、飛行管制指揮員2名、空中任務員3名),參加“警鷹-××”(行動代號)演練。全體參訓人員自5月3日至22日,經(jīng)過20天的艱苦奮戰(zhàn),總計飛行63小時5分,圓滿完成了此次應急拉動演練、集中訓練和轉場歸建飛行任務。

        2015年是飛行任務大爆發(fā)的一年。4月,A109E型直升機完成1600小時定檢工作,從江西省某大型維修單位、經(jīng)停湖南兩地方航站加油,并在轉場任務完成當天,飛往廣東省警務航空基地參加“全國警用航空建設推進會”;5月,A109E型直升機參加市局裝備展示;6月,參加特警大鵬魔鬼訓練營演練;9月,參加深圳市森林火災防控演練;10月,深圳舉行馬拉松比賽,警航執(zhí)行空中安保任務;11月,派員參加博羅特大罪犯潛逃追捕行動,并進行空中支援;12月,參加深圳市警營開放日活動和深圳光明新區(qū)山體滑坡救援。2015年全年,共完成任務飛行51小時、124架次,成為建隊以來執(zhí)行任務飛行最多的一年,通過各種演練及實戰(zhàn)任務,全體隊員以過硬的本領和昂揚的斗志展示了深圳警航勇于擔當、敢于亮劍的良好形象。通過這些任務,全面提升了深圳警航處置突發(fā)事件的應急能力,確保了警用直升機在關鍵時刻能拉得出、沖得上、打得贏,使深圳警航真正經(jīng)得起實戰(zhàn)的檢驗。

        3.前所未有之變局(2019年至今)

        時間進入2019年,國際政治及經(jīng)濟形勢表面波瀾不驚,實則暗流涌動;而隨之而來的國內經(jīng)濟發(fā)展也開始逐步由快速增長轉向高質量發(fā)展階段;深圳市作為全國經(jīng)濟改革前沿,也相應做出了調整與改變。面對各種外界情勢變換,深圳警航始終緊抓飛行業(yè)務不放松,堅持飛行安全底線。在既有條件下,完成了多項社會化警務任務,包括2019年舉行的“深圳亮劍大型綜合演練”、2020年聯(lián)合深圳市海事局共同參與的“××代號綜合演練任務”飛行、2021年坪山區(qū)土洋山火處置任務等大型演練與實戰(zhàn)任務。

        2021年,深圳警航機隊引進了兩名新成員,分別是一架A109SP型直升機和一架AW139型直升機。它們的加入,使得機隊整體作戰(zhàn)力量形成了由線到面的突破。

        進入2022年后,全球經(jīng)濟形勢面臨各種不確定性,而國內“低空經(jīng)濟”概念的提出以及無人機的大范圍應用,使得深圳警航的任務范圍面臨著新的挑戰(zhàn)。無人駕駛航空器逐步替代了部分傳統(tǒng)直升機的應用場景,警務飛行任務需要尋找新的突破口,在此形勢下,深圳警航人需要從宏觀著眼,拓展應用場景,謀求新的業(yè)務模式,在新的形勢下繼續(xù)發(fā)揮社會效能。

        三、特色與標桿

        1.從優(yōu)秀“傳、幫、帶”到“零起點”扛大旗

        張輝、姚涵是公安部警務航空辦公室培養(yǎng)的最早一批“零起點”飛行員。從基層派出所民警,經(jīng)過15年的苦練精飛、磨礪鍛打,他們如今分別成為飛行、指揮隊伍的領導力量。

        張輝說,深圳警航在成立初期,飛行員隊伍大部分都是從部隊轉業(yè)到地方的經(jīng)驗豐富的飛行人員,也有從地方通航引進的成熟機長。他們將優(yōu)秀的飛行員素質養(yǎng)成和豐富的飛行經(jīng)驗落實和融入實際飛行中,給后面的“零起點”飛行員起到了規(guī)范引領作用,形成了“傳、幫、帶”的優(yōu)良傳統(tǒng)。

        對此,姚涵不無感慨,從15年前加入警航那天起,年輕飛行員就一直學習和延續(xù)老一代飛行員的精神與技能,從青澀的年輕小飛成長為今天的飛行教員,在磨煉飛行技術、夯實實戰(zhàn)技能、完成各項飛行任務的同時也將技能和經(jīng)驗傳授給更新一代的飛行員。

        2.從“打磨技能”到“專業(yè)事專人干”

        深圳警航機務維修能力是警航隊能夠在全國警航系統(tǒng)中安身立命的王牌,這得益于他們常抓不懈的技能打磨。這支隊伍從初創(chuàng)的3人小組到今天的11人團隊,始終嚴格遵循公安部警務航空辦公室頒布的警航規(guī)章及規(guī)范性文件的要求。在實際維護工作中,嚴格以廠家各種技術資料為維修依據(jù),符合行業(yè)慣例,采用行業(yè)最佳實踐,對維修質量嚴格把關、精益求精。

        中國警航不同于民用航空,屬于國家航空器,擁有自己的航空適航管理體系。但是在創(chuàng)始初期,這些還沒有建立起來,只能沿用軍、民航適航管理方式。在公安部警航辦制定的警航規(guī)章體系建立之后,深圳警航立足自身,遵從規(guī)章依據(jù),勇于探索,逐步形成了具有深圳特色的警航維修工作模式。

        現(xiàn)任機務領導胡清回憶說,維修團隊的組建與技術技能的積累,離不開警航機務人吃苦耐勞的精神與對維修質量精益求精的追求。創(chuàng)始前期,通過逐步摸索和刻苦學習,依靠自身力量圓滿完成了A109E型直升機800小時內定期檢查,這在整個國內警航業(yè)內創(chuàng)造了獨立完成最高小時數(shù)定檢的紀錄,從而一舉奠定了領先的維修能力及技術地位。

        隨著警航機隊規(guī)模的逐步擴大,加之廠家萊奧納多公司將維修服務授權給國內CCAR145維修單位,其阿古系機型維修范圍和維修能力得到擴展和提升,為了使維修質量與民航全面接軌,增加合法合規(guī)的監(jiān)管手段,構建機隊安全屏障,深圳警航逐步將直升機大型定檢委托給第三方維修單位,這樣的做法符合業(yè)內慣例、遵從適航規(guī)章。將專業(yè)的事情交給專業(yè)的團隊去做,此舉既保證了維修質量,也確保了深圳警航既有的維修工程體系與航線維護工作的高質量完成。

        3.從深圳模式到全國標桿

        公安部于2004年成立警務航空辦公室,是全國警航業(yè)務指導單位。2008年前后,隨著國內經(jīng)濟發(fā)展形勢越來越好,全國各省市迎來了警航大發(fā)展,各地省、市公安部門相繼籌備成立警務航空隊,深圳警航成為了各地警航業(yè)務模式學習及參考的主要單位。浙江、廣西、云南,南寧、昆明、鄂爾多斯、大連等地相關業(yè)務單位均來學習交流??梢哉f,深圳警航在各地方的警務航空單位籌建過程中,起到了不可磨滅的幫扶作用,幫助一些警航隊伍渡過了初創(chuàng)時的困難時期。直至今天,這些警航隊伍還對此念念不忘、心懷感激。

        深圳警航注重技術人才的培養(yǎng)和交流,維修團隊嚴格按照警航規(guī)章要求定期參加機型學習及復訓,完成技術保持及技術更新。同時,也會參與直升機廠家及設備制造商組織的航空技術研討會,通過學習交流先進技術,進一步提高維修團隊技術實力,鞏固符合深圳實際需求的維修體系。

        四、技術與責任

        1.創(chuàng)新驅動“深圳成色”

        深圳警航的發(fā)展得益于城市濃厚的科技創(chuàng)新氛圍。在公安部警航辦統(tǒng)一業(yè)務指導下,深圳警航以軍民航為依托,建立了先進的飛行標準和標準化的航空維修體系,始終以嚴苛的標準遵循和不間斷的技術學習為驅動力。

        深圳警航的21年發(fā)展歷程,是技術創(chuàng)新與實戰(zhàn)能力不斷融合的過程。從最初的一架直升機到如今的多機型、多功能作業(yè)體系,深圳警航不僅成為城市安全的重要保障,也成為全國警航發(fā)展的標桿。

        2.高標準、高效率運作

        深圳警航對標的是國內高標準CCAR-135合格證持有人,結合警航特色,逐步建立了一支由飛行、維修、空中任務組成的強大技術團隊,以及由安全監(jiān)管、指揮、保障組成的后勤保障力量。各個部門協(xié)同配合、高效合作,實施全年365天,全天24小時在位備勤,具備完成各類警務任務和處置城市各類應急突發(fā)事件的能力,并且其快速響應在多次突發(fā)事件中得到了充分驗證。

        3.社會效能及未來發(fā)展

        近些年,隨著我國社會治安面日趨穩(wěn)定,警用無人機大規(guī)模應用,警用直升機的社會效能發(fā)揮受到了些許限制,但深圳警航仍在不斷探索城市消防、生態(tài)保護、應急救援等領域的更多應用場景,強化警航在城市綜合治理中的作用。

        未來,這支隊伍將繼續(xù)秉承“深圳精神”,在技術和責任之間尋求新的突破,為城市與市民提供更高水平的空中服務。

        Police Aviation in an Innovation Hub

        As the rotary-wing aircraft roared at Nantuo Helicopter Airport in Shenzhen city, Shen Gang and Du Hui were retrieving engine cycle data in the hangar. Both are helicopter maintenance engineers with the Shenzhen Public Security Bureau's Aviation Unit (hereinafter referred to as \"Shenzhen Police Aviation\"). Since the unit's establishment on June 7, 2004, they have personally witnessed the vibrant development of the team, and therefore much optimistic about the future.

        As a window to China's reform and opening-up, Shenzhen has long been recognized for its innovation and efficiency. In the field of public safety, the establishment of Shenzhen Police Aviation stands as a key example of the city's exploration of modern urban governance. Since its founding in 2004, Shenzhen Police Aviation has gradually evolved into a multifunctional and technologically advanced force. It not only plays a crucial role in public security patrols and emergency rescues but has also become a model for the integration of technology and efficiency.

        1. The Establishment

        The Shenzhen Special Economic Zone was established in June 1980 and has now entered its 45th year. After the turn of the century, the social development of the zone sped up. As urbanization accelerated and public security, traffic, and emergency needs sharply increased, the Shenzhen Public Security Bureau officially decided on the preparations for establishing a police aviation unit in 2003. This made it one of the first police aviation forces in China, marking Shenzhen's entry into a new era of public security.

        The initial formation of the technical team was challenging, with talent recruitment a major hurdle. Shen explained that when he and Du, both outstanding university graduates recruited for the job, first joined the police force, they started from scratch. They had to draft various technical documents and standard guidelines on their own. Although they had some basic technical materials, they lacked an actual helicopter for reference, as the helicopters had not yet arrived. Without relevant experience, they had to rely on photographs and various foreign reference materials for technical research. It was literally hard.

        In June 2004, the Shenzhen Public Security Bureau received its first police helicopter, an A109E model manufactured by the Italian Agusta company (now Leonardo S.p.A.). At that time, the team consisted of just five members, including pilots and maintenance technicians, and faced a severe shortage of spare parts and specialized tools. Despite these challenges, the team quickly adapted to meet the city's needs with its renowned efficiency and pragmatism.

        In the early days, the primary tasks of the unit were air patrols, traffic monitoring, and simple rescue missions. In November 2004, the police aviation unit successfully participated in a large-scale drill organized by the Shenzhen Public Security Bureau, where it carried out aerial command, surveillance, and equipment display tasks. This experience laid the foundation for the unit's development into a multifunctional force.

        2. The Evolution

        (1) Initial Exploration (2004–2009)

        In the first few years, the team focused on building infrastructure, establishing a standardized aviation system, and developing basic flying and maintenance capabilities to gradually meet the increasingly complex needs of the city. The primary tasks included routine flight training and aerial patrols, as well as basic air-ground coordination. The unit also introduced experienced pilots from the Army Aviation Corps, adding fresh talent to the aviation team and the maintenance team.

        In September 2006, Shenzhen Police Aviation participated in a national police aviation comprehensive training exercise held in central China. The team flew for 18 days and successfully completed all training tasks. This experience not only helped train the team but also improved police aviation skills.

        Though under-staffed and ill-equipped, the technical staff remained determined to face the music. Additionally, the flight personnel not only completed all their training tasks but also successfully carried out various flying missions assigned. The maintenance personnel also independently completed all scheduled tasks on their own. Through their combined efforts, Shenzhen Police Aviation quickly grew into the leading force in national police aviation.

        (2) Steady Development (2009–2019)

        In 2009, Shenzhen Police Aviation faced two challenges: equipment upgrades and mission expansion. In 2010, the aviation team introduced an Agusta AW139 medium-sized helicopter alongside its existing light helicopter, enhancing its capabilities to include troop transport, aerial command, and mountain search-and-rescue operations. At the same time, the team strengthened its personnel by recruiting rookie pilots to join the flying team and bringing in a batch of maintenance personnel with extensive experience, adding valuable technical expertise to the maintenance team. Additionally, an Air Operations Squadron was established, with aircrew personnel playing a pivotal role in the execution of various police aviation missions.

        A dozen years into service, Shenzhen Police Aviation gradually evolved from handling simple tasks to managing a wide range of operational scenarios. Among its significant activities: large-scale law enforcement exercises, mission security, emergency mobilization, and urgent rescues, making significant contributions to public safety and earning widespread praise.

        At 9:20 a.m. of May 13, 2011, Shenzhen Police Aviation was conducting a routine training flight when the crew received a police radio message about the Universiade torch relay moving from the Special Police Detachment to Guangzhou city. Without hesitation, the crew diverted the AW139 helicopter from training mode to mission mode. They successfully carried out security tasks for the torch relay, providing aerial surveillance along its route.

        In May 2012, in response to a notice from the General Office of the Ministry of Public Security and with approval from the bureau's leadership, the team deployed an AW139 helicopter along with 16 professional police aviation personnel (including 6 pilots, 5 maintenance staff, 2 flight control officers, and 3 air mission officers) to participate in the \"Police Eagle\" drill. From May 3 to 22, the team worked tirelessly, accumulating a total of 63 hours and 5 minutes of flight time. They successfully completed tasks: the emergency mobilization exercise, intensive training, and the return-to-base transition flight.

        The year 2015 witnessed a marked increase in flight missions for Shenzhen Police Aviation. In April, the A109E helicopter completed its 1,600-hour scheduled maintenance, stopping at a major maintenance facility in Jiangxi province and refueling at two local stations in Hunan province. After completing its relocation task, it flew to the Guangdong Provincial Police Aviation Base to attend the \"National Police Aviation Construction Promotion\" event on the same day.

        In May, the A109E participated in an equipment exhibition organized by the municipal police bureau. In June, it took part in a special police drill at the Dapeng Devil Training Camp. In September, the team joined the city's forest fire prevention and control drill.

        In October, Shenzhen Police Aviation provided aerial security for the Shenzhen Marathon. In November, the team was deployed to assist the search for a major criminal fugitive in Boluo county. Finally, in December, the team participated in the Shenzhen Police Open Day and provided rescue assistance during a landslide in Guangming New District.

        In total, the team logged 51 hours of mission flight across 124 sorties in 2015, the busiest year for Shenzhen Police Aviation since its formation. Through a combination of rigorous exercises and real-world operations, all team members demonstrated exceptional skills and professionalism, solidifying the team's reputation as a courageous and capable force ready to tackle any challenge. These missions significantly enhanced Shenzhen Police Aviation's ability to respond swiftly and efficiently to emergencies, while also validating the team's readiness to handle real-world scenarios.

        (3) Unprecedented Challenges (2019–Present)

        As 2019 began, the international political and economic landscape seemed calm, yet subtle undercurrents of change were stirring. Domestically, economic development shifted its focus from rapid growth to high-quality development. As a pioneer in China's economic reform, Shenzhen also made corresponding adjustments and transformations. Amid these changes, Shenzhen Police Aviation remained steadfast in its mission, prioritizing flight safety above all. Despite challenges, the team successfully carried out multiple public safety operations, including the \"Shenzhen Shining Sword Large-Scale Comprehensive Drill\" in 2019, a joint flight operation with the Shenzhen Maritime Bureau during the \"Comprehensive Exercise\" in 2020, and the Tuyang Mountain Fire Response drill in Pingshan district in 2021.

        In 2021, Shenzhen Police Aviation received two more helicopters: an A109SP and an AW139. These upgrades significantly enhanced the unit's operational capabilities, elevating it to a more advanced and comprehensive level.

        Since 2022, global economic uncertainties, the concept of \"low-altitude economy\" at home, and the widespread application of unmanned aerial vehicles (UAVs) have brought new challenges. UAVs gradually replaced certain traditional helicopter missions. In response, Shenzhen Police Aviation sought new avenues for expansion by exploring new models and operational scenarios. With fresh perspectives, it aimed to continue playing a vital role in serving the public under these evolving circumstances.

        3. Features as a Role Model

        (1) Valuable Tradition of Mentorship

        Zhang Hui and Yao Han are among the earliest pilots trained by the Ministry of Public Security's Police Aviation Office. Starting as ordinary police officers, they spent 15 years honing their flying skills through intense training and hard work. Today, they have become leaders in both the flying and command teams.

        Zhang Hui explains that in the early days of Shenzhen Police Aviation, most pilots were experienced veterans transferred from the military, along with a few seasoned captains recruited from civilian aviation. These skilled pilots brought their exceptional personal qualities and flying experience into practical operations, setting a strong example for the later rookie pilots and fostering a valuable tradition of mentorship.

        Yao reflects on this with emotion, noting that since joining the team 15 years ago, young pilots have eagerly learned from the spirit and expertise of the older generation. Starting as an inexperienced pilot, he has now grown into a flight instructor. While continuously refining his own flying techniques and completing various missions, he has also shared his expertise with the next generation of pilots.

        (2) Professionalism in Maintenance Services

        Shenzhen Police Aviation takes great pride in its maintenance capabilities, which play a key role in establishing it as a leader within the national police aviation system. This strength stems from their unwavering commitment to excellence. The team has grown from an initial group of three to an 11-member unit, consistently adhering to the regulations and standards set by the Ministry of Public Security's Police Aviation Office.         Chinese police aviation operates under its own set of regulations, distinct from those of civil aviation, and is governed by a unique airworthiness management system. When these systems were not yet established, the team had to follow the operational practices of the military and civil aviation sectors. After the Ministry of Public Security's Police Aviation Office put in place the regulatory framework, Shenzhen Police Aviation, guided by these new standards, developed a distinctive model for both police aviation and maintenance systems.

        Hu Qing, the sitting director of the maintenance team, recalls that the establishment of the maintenance team and the accumulation of technical skills were built on the spirit of hard work and the pursuit of perfection in quality. In the early days, through diligent exploration and research, the team completed the 800-hour regular maintenance for the A109E helicopter relying on their own resources. This achievement set a record for the highest number of independently completed maintenance hours in the domestic police aviation sector, establishing Shenzhen Police Aviation as a leader in maintenance capability and technical expertise.

        As the fleet expanded and with Leonardo S.p.A. authorizing maintenance services to domestic CCAR145-certified maintenance units, the maintenance standards for Agusta aircraft models were significantly enhanced. To ensure the maintenance quality and to strengthen regulation, Shenzhen Police Aviation gradually outsourced large-scale helicopter maintenance to third-party providers. This approach, aligned with industry norms and airworthiness regulations, ensures that specialized tasks are managed by professional teams, guaranteeing high-quality maintenance services.

        In 2004, the Ministry of Public Security established the Police Aviation Office, the national guiding body for relevant operations. Around 2008, as China's economy continued to grow, many local police aviation units were in the pipeline. Then Shenzhen Police Aviation became a ready reference for the nationwide trend. Provinces and regions such as Zhejiang, Guangxi, and Yunnan, as well as cities like Nanning, Kunming, Ordos, and Dalian, sent personnel to Shenzhen to learn from its expertise. Shenzhen Police Aviation played an irreplaceable role in assisting the establishment of police aviation units across the country, helping many to overcome the challenges at their initial stages. To this day, many of these teams remain deeply grateful and hold Shenzhen Police Aviation in high regard.

The maintenance team strictly adheres to the regulations set by the Police Aviation Office, regularly participating in technical updates and training on new models.
