摘 要：作為當(dāng)前國家重要的戰(zhàn)略部署，現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園的建設(shè)是推動(dòng)新時(shí)代鄉(xiāng)村產(chǎn)業(yè)振興的關(guān)鍵抓手，是推進(jìn)農(nóng)業(yè)高質(zhì)量發(fā)展、促進(jìn)城鄉(xiāng)融合發(fā)展、加快農(nóng)村現(xiàn)代化發(fā)展的重要載體。該文基于利益聯(lián)結(jié)視角對(duì)福建茶葉現(xiàn)代農(nóng)業(yè)園發(fā)展進(jìn)行了探討，分析了新模式的利弊，總結(jié)了漳平市政府、企業(yè)、合作社、農(nóng)民等4個(gè)主體的特點(diǎn)以及國家現(xiàn)代產(chǎn)業(yè)園創(chuàng)建過程中存在的問題，并提出了相應(yīng)的對(duì)策建議，以期實(shí)現(xiàn)國家現(xiàn)代化農(nóng)業(yè)產(chǎn)業(yè)園有效建設(shè)，助推福建茶產(chǎn)業(yè)的發(fā)展。

Study on the Development of Fujian Tea Modern Agricultural Garden Under the Interests Linking Perspective

——Taking Zhangping Modern Tea Industry Park As an Example

Abstract： As an important national strategic deployment， the construction of modern agricultural industrial parks is a key starting point to promote the revitalization of rural industries in the new era， and an important carrier to promote high-quality agricultural development， promote the integration of urban and rural development， and accelerate the modernization of rural areas.Based on the interests linking perspective， this paper discusses Fujian? tea modern agricultural Garden， analyzes the advantages and disadvantages of the new model， summarizes the characteristics of Zhangping municipal government， enterprises， cooperatives and farmers， as well as the problems existing in the establishment of the national modern industrial park， and puts forward corresponding countermeasures and suggestions in order to realize the effective construction of the national modern agricultural industrial park， boost the development of Fujian tea industry.

1 福建茶葉現(xiàn)代農(nóng)業(yè)園區(qū)發(fā)展現(xiàn)狀及成效

1.1 建設(shè)現(xiàn)狀 自2017年農(nóng)業(yè)部、財(cái)政部發(fā)布《關(guān)于開展國家現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園創(chuàng)建工作的通知》，啟動(dòng)并批準(zhǔn)創(chuàng)建國家現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園，福建隨即結(jié)合實(shí)際，采取“備選一批、創(chuàng)建一批、認(rèn)定一批”的方法，實(shí)施現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園“3211”工程，即30個(gè)茶業(yè)現(xiàn)代產(chǎn)業(yè)園、20個(gè)蔬果現(xiàn)代產(chǎn)業(yè)園、10個(gè)食用菌現(xiàn)代產(chǎn)業(yè)園、10個(gè)畜禽現(xiàn)代產(chǎn)業(yè)園[1-2]。通過3～5年時(shí)間的集中打造，建成了一批產(chǎn)業(yè)集聚配套、科技裝備先進(jìn)、產(chǎn)品質(zhì)量安全、智慧農(nóng)業(yè)領(lǐng)先、公共服務(wù)完善的省級(jí)現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園。如2017年福建批準(zhǔn)武夷山現(xiàn)代茶業(yè)產(chǎn)業(yè)園等59個(gè)產(chǎn)業(yè)園，2018計(jì)劃建成20個(gè)產(chǎn)業(yè)園，2019年建成7個(gè)產(chǎn)業(yè)園。產(chǎn)業(yè)園的建設(shè)帶動(dòng)了茶葉產(chǎn)量的提高，2018年福建省干毛茶產(chǎn)量為401620t，2019年產(chǎn)量增至412000t，茶園面積也從2018年20.72萬hm2增至2019年21.85萬hm2。

1.2 建設(shè)成效

1.2.1 主導(dǎo)產(chǎn)業(yè)優(yōu)勢(shì)地位凸顯 基于當(dāng)?shù)氐淖匀缓腿宋馁Y源、發(fā)展?jié)摿退絻?yōu)勢(shì)，各產(chǎn)業(yè)園可以自由選擇具有突出優(yōu)勢(shì)的產(chǎn)業(yè)作為發(fā)展方向，結(jié)合當(dāng)?shù)卣吆惋L(fēng)土人情，在空間上和資源上提高生產(chǎn)要素配置的效率，實(shí)現(xiàn)最高效益。并加大了技術(shù)研發(fā)力度，延長生產(chǎn)加工產(chǎn)業(yè)鏈，提高茶葉產(chǎn)品附加值。自宋代開始，漳平先民就已開始種茶，茶文化源遠(yuǎn)流長，底蘊(yùn)深厚。時(shí)至今日，漳平已擁有面積為2800hm2的全國綠色原料（茶葉）標(biāo)準(zhǔn)化生產(chǎn)基地，近年來被評(píng)為“中國名茶之鄉(xiāng)、全國重點(diǎn)產(chǎn)茶縣”等稱號(hào)。水仙茶是中國茶樹優(yōu)良品種之一，它和閩南水仙花一同享譽(yù)國內(nèi)外。當(dāng)前，漳平水仙茶已經(jīng)獲得國家農(nóng)產(chǎn)品地理標(biāo)志保護(hù)，在全國乃至世界市場(chǎng)上都占據(jù)了重要地位。2019年淘寶發(fā)布的《全國地方特色農(nóng)產(chǎn)品上行報(bào)告》顯示，淘寶平臺(tái)全國消費(fèi)者年度最歡迎的5種茶葉產(chǎn)品中，福建就占據(jù)3個(gè)，消費(fèi)需求量大。

1.2.2 茶業(yè)就業(yè)人口規(guī)模大 福建省作為茶葉大省，服務(wù)于采茶業(yè)、制茶業(yè)、茶葉包裝等行業(yè)的勞動(dòng)力需求量大，為我國勞動(dòng)力市場(chǎng)提供了大量的就業(yè)崗位。據(jù)2020年農(nóng)業(yè)農(nóng)村部調(diào)查顯示，我國茶產(chǎn)業(yè)從業(yè)人員超過7000萬人，其中包括茶農(nóng)約2600萬人、采茶工人約3300萬、加工和流通環(huán)節(jié)工人約1100萬人。
