摘? 要：近年來，多變的國際局勢和國內對高質量發(fā)展的迫切需求，使得技術轉移備受重視。高效地將優(yōu)質技術應用到實際生產中，從而提高經濟效益、提升產業(yè)水平，對一個城市的經濟發(fā)展起到至關重要的作用。天津有著良好的經濟基礎和豐厚的創(chuàng)新底蘊，但由于其正處在產業(yè)調整的陣痛期，各項經濟指標還有待突破。為提升天津市技術轉移工作效能，解決技術轉移過程中遇到的阻礙，打通新技術到新產品的轉化通路，該文通過對英國技術轉移的資金、機構、評價體系、知識產權保護4個方面總結分析，得出英國成功經驗，結合天津市的現(xiàn)狀，提出下一步工作建議。

Enlightenment of British Technology Transfer Model to the Development of Tianjin

Abstract：In recent years， the changing international situation and the urgent need for high-quality development in China have made technology transfer more and more important. It plays a crucial role in the economic development of a city to efficiently apply high-quality technology to actual production， thus improving economic benefits and industrial level. Tianjin has a good economic foundation and rich innovation background， but because it is in the labor pains of industrial adjustment， the economic indicators still need to be broken through. To enhance working efficiency of Tianjin technology transfer， solve encountered in the process of technology transfer of obstacles， get through to the transformation of the new product new technology pathways， based on the technology transfer of funds， mechanism， evaluation system， intellectual property rights protection four aspects to analyze， draw the successful experience， combined with the status quo of Tianjin， the next step of work were also suggested.

近年來，我國的技術轉移體系建設得到了國家層面的空前重視，技術轉移工作在對國家重大研究和關鍵技術開發(fā)提供支撐的同時，也為社會進步和經濟發(fā)展貢獻力量。

天津作為老牌的工業(yè)城市，有著良好的工業(yè)基礎。并且在高等教育以及高端科研領域也都展現(xiàn)出良好的發(fā)展勢頭。然而，由于天津現(xiàn)階段的技術轉移體系不夠完善，使得天津的高新技術領域沒能充分得到發(fā)展。如何進一步調配好現(xiàn)有資源，打破阻礙科技成果轉化的各種壁壘，在新時代顯得尤為重要。

英國較早建立了完善的技術轉移體系，通過有組織的技術轉移，給國民帶來了豐厚的社會意義和經濟價值。該文通過分析英國技術轉移模式，結合天津現(xiàn)狀，為天津技術轉移的發(fā)展方向提供建議。

1? 英國的技術轉移

在全世界范圍內，英國的技術轉移工作一直走在前列，了解和學習英國的技術轉移先進經驗，對于天津技術轉移工作的開展具有現(xiàn)實意義。

1.1 政府重視技術轉移

英國是世界科技創(chuàng)新的重要核心力量，其科研能力和成果轉化能力為其他國家和地區(qū)提供了良好的樣板。英國政府很早便提出要將科技創(chuàng)新作為英國未來經濟和社會不斷發(fā)展的支撐，要不斷破除阻隔高新技術變成社會生產力的屏障，加速高新技術產業(yè)化[1]。

在英國，政府通過了解社會和經濟發(fā)展所需要的新技術，為高校和科研院所投資建設一流的實驗室，并且投資建設大學科技園、技術轉移中心等服務技術轉移轉化的重要平臺。目前，全英國共有60多家科技園，這些科技園的建設資金大部分來源于政府資金[2]。
