        紀(jì)念中國(guó)—東盟建立對(duì)話關(guān)系30周年特別外長(zhǎng)會(huì)于2021年6月7日在中國(guó)重慶舉行。中華人民共和國(guó)國(guó)務(wù)委員兼外交部長(zhǎng)王毅和菲律賓共和國(guó)外交部長(zhǎng)洛欽共同主持會(huì)議。

        我們憶及30年來(lái)中國(guó)—東盟對(duì)話關(guān)系取得的里程碑式成果,重申致力于進(jìn)一步加強(qiáng)各領(lǐng)域合作,促進(jìn)共同進(jìn)步和繁榮。今年的主題“可持續(xù)發(fā)展合作”恰逢其時(shí)。

        中國(guó)和東盟相互支持、相互幫助,在地區(qū)和國(guó)家層面采取重要措施,降低了新冠肺炎疫情負(fù)面影響。東盟對(duì)中國(guó)向東盟及其成員國(guó)提供疫苗、醫(yī)療物資和技術(shù)支持深表感謝。在應(yīng)對(duì)疫情挑戰(zhàn)中,我們就疫情防控和社會(huì)經(jīng)濟(jì)恢復(fù)密切合作,展現(xiàn)了雙方的智慧。

        我們重申,《南海各方行為宣言》是具有里程碑意義的文件,體現(xiàn)了各方依照包括1982年《聯(lián)合國(guó)海洋法公約》(下稱“《公約》”)在內(nèi)的國(guó)際法促進(jìn)地區(qū)和平、穩(wěn)定、互信和信心的集體承諾。

        我們強(qiáng)調(diào),面對(duì)疫情帶來(lái)的挑戰(zhàn),我們的官員們通過(guò)舉辦數(shù)場(chǎng)視頻會(huì)議,逐步恢復(fù)“南海行為準(zhǔn)則”(下稱“準(zhǔn)則”)磋商,維持了磋商勢(shì)頭。

        會(huì)議回顧了中國(guó)和東盟為應(yīng)對(duì)新冠肺炎疫情、維護(hù)地區(qū)和平與穩(wěn)定所采取的廣泛措施和努力,討論將采取以下措施:

        一、密切合作,推動(dòng)中國(guó)—東盟戰(zhàn)略伙伴關(guān)系邁上新高度;

        二、重申致力于以《聯(lián)合國(guó)憲章》的原則和國(guó)際法為基礎(chǔ)的多邊主義,維護(hù)開(kāi)放包容的區(qū)域合作框架,支持東盟在區(qū)域架構(gòu)中的中心地位;堅(jiān)持多邊主義,共同應(yīng)對(duì)地區(qū)和全球挑戰(zhàn);

        三、提升中國(guó)—東盟公共衛(wèi)生合作,強(qiáng)化區(qū)域和全球醫(yī)療物資裝備供應(yīng)鏈,加強(qiáng)能力建設(shè)及信息和政策交流;

        四、進(jìn)一步擴(kuò)大疫苗合作,加快生產(chǎn)和分配安全、有效、優(yōu)質(zhì)和可負(fù)擔(dān)的疫苗,促進(jìn)疫苗對(duì)所有人公平可及;

        五、支持東盟抗疫基金和《東盟全面復(fù)蘇框架》,促進(jìn)全面、平衡、可持續(xù)復(fù)蘇,增強(qiáng)疫后經(jīng)濟(jì)社會(huì)發(fā)展韌性;

        六、加強(qiáng)氣候變化、環(huán)境保護(hù)、生物多樣性和資源養(yǎng)護(hù)、海洋垃圾、脫貧減貧、防災(zāi)減災(zāi)、海洋生態(tài)系統(tǒng)保護(hù)、海洋資源可持續(xù)利用等領(lǐng)域交流合作,鼓勵(lì)構(gòu)建藍(lán)色經(jīng)濟(jì)伙伴關(guān)系;

        七、通過(guò)中國(guó)—東盟菁英獎(jiǎng)學(xué)金等項(xiàng)目,加強(qiáng)文化、教育、旅游、媒體、婦女和青年等領(lǐng)域的交流;

        八、落實(shí)《中國(guó)—東盟關(guān)于“一帶一路”倡議同〈東盟互聯(lián)互通總體規(guī)劃2025〉對(duì)接合作的聯(lián)合聲明》,探討東盟基礎(chǔ)設(shè)施項(xiàng)目開(kāi)發(fā)融資,努力深化地區(qū)聯(lián)系,擴(kuò)大有利營(yíng)商環(huán)境,助力可持續(xù)、包容性經(jīng)濟(jì)增長(zhǎng);

        九、推動(dòng)《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》早日生效,打造進(jìn)一步加強(qiáng)經(jīng)濟(jì)合作的重要平臺(tái),促進(jìn)地區(qū)產(chǎn)業(yè)鏈供應(yīng)鏈進(jìn)一步融合,推動(dòng)經(jīng)濟(jì)復(fù)蘇;

        十、支持東盟經(jīng)濟(jì)一體化努力,特別是通過(guò)加強(qiáng)緊密的地區(qū)伙伴關(guān)系,應(yīng)對(duì)第四次工業(yè)革命挑戰(zhàn);

        十一、根據(jù)發(fā)展綠色生態(tài)循環(huán)經(jīng)濟(jì)、《“一帶一路”生態(tài)環(huán)境保護(hù)合作規(guī)劃》等地區(qū)和國(guó)家發(fā)展計(jì)劃,探討開(kāi)展循環(huán)經(jīng)濟(jì)和其他可持續(xù)經(jīng)濟(jì)模式合作;

        十二、重申我們繼續(xù)致力于全面有效落實(shí)《南海各方行為宣言》,包括加強(qiáng)海上務(wù)實(shí)合作以增強(qiáng)互信和信心,并強(qiáng)調(diào)需為“準(zhǔn)則”磋商營(yíng)造并維護(hù)有利環(huán)境;

        十三、加強(qiáng)和促進(jìn)海上安全,維護(hù)南海航行與飛越自由,保持自我克制,不采取使?fàn)幾h復(fù)雜化、擴(kuò)大化及影響和平與穩(wěn)定的活動(dòng),根據(jù)包括1982年《公約》在內(nèi)的公認(rèn)國(guó)際法原則和平解決爭(zhēng)端;

        十四、努力通過(guò)線上平臺(tái)加快重啟“準(zhǔn)則”案文磋商,同時(shí)認(rèn)可實(shí)體會(huì)議仍是主要方式,推動(dòng)早日達(dá)成有效、富有實(shí)質(zhì)內(nèi)容、符合包括1982年《公約》在內(nèi)的國(guó)際法的“準(zhǔn)則”。

        The Special ASEAN-China Foreign Ministers Meeting in Celebration of the 30th Anniversary of the Dialogue Relations was held in Chongqing, Peoples Republic of China on 7 June 2021. H.E. Teodoro L. Locsin, Jr., Secretary of Foreign Affairs of the Republic of the Philippines, and H.E. Wang Yi, State Councilor and Minister of Foreign Affairs of the Peoples Republic of China, co-chaired the meeting.

        We recalled the milestones and achievements of ASEAN-China Dialogue Relations over the course of three decades. We reaffirmed our commitment to further enhance and strengthen our wide-ranging and robust cooperation towards our mutual advancement and prosperity. This years theme of Sustainable Development Cooperation is apt and fortuitous.

        With the mutual support and assistance extended by ASEAN and China, together with the significant regional and national measures undertaken, we have mitigated the deleterious impacts of the pandemic. ASEAN greatly appreciates Chinas provision of vaccines, medical supplies and technical assistance to ASEAN and its Member States. In grappling with the challenges of the pandemic, we saw the wisdom of close collaboration on pandemic control and socio-economic recovery.

        We reaffirmed that the Declaration on the Conduct of Parties in the South China Sea (DOC) is a milestone document that embodies the collective commitment to promote peace, stability, mutual trust and confidence in the region, in accordance with international law, including 1982 United Nations Convention on the Law of the Sea (UNCLOS).

        We highlighted the maintained momentum of the negotiations on the Code of Conduct in the South China Sea (COC) through its step-by-step resumption, undertaken by several virtual meetings of our officials despite the challenges of the pandemic.

        Taking stock of the extensive measures and efforts by ASEAN and China in addressing the COVID-19 pandemic, as well as in maintaining regional peace and stability, the Meeting discussed taking the following steps:

        1. Advance ASEAN-China Strategic Partnership to new heights by forging closer cooperation;

        2. Reaffirm the commitment to multilateralism founded on the principles of the Charter of the United Nations and based on international law, maintain an open and inclusive regional cooperation framework, support ASEAN Centrality in the evolving regional architecture, uphold multilateralism and jointly respond to regional and global challenges;

        3. Enhance ASEAN-China public health cooperation, strengthen regional and global supply chains for medical supplies and equipment, capacity building, and information and policy exchanges;

        4. Further expand vaccine cooperation and promote equitable access to and accelerate production and distribution of safe, effective, quality and affordable vaccines for all;

        5. Promote comprehensive, balanced and sustainable recovery as well as resilient post-COVID-19 economic and social development, including through the support for the COVID-19 ASEAN Response Fund and ASEAN Comprehensive Recovery Framework;

        6. Strengthen exchanges and cooperation in areas such as climate change, environmental protection, biodiversity and resource conservation, marine debris, poverty alleviation and elimination, disaster prevention and mitigation, marine ecosystem conservation, and sustainable use of the ocean, seas and marine resources; and encourage partnership on blue economy;

        7. Strengthen exchanges in the fields of culture, education, tourism, media, women and youth affairs, including through programs such as the ASEANChina Young Leaders Scholarship Program;

        8. Implement the ASEAN-China Joint Statement on Synergising the Master Plan on ASEAN Connectivity (MPAC) 2025 and the Belt and Road Initiative (BRI), discuss the development and financing of ASEAN infrastructure projects, and work to enhance linkages in the region to enhance conducive business environment and to fuel sustainable and inclusive economic growth;

        9. Promote the early entry into force of the Regional Comprehensive Economic Partnership (RCEP) Agreement as an important platform to further enhance economic cooperation and foster greater integration of regional and industrial supply chains to bolster recovery;

        10. Support ASEANs economic integration efforts, particularly in meeting the challenges of the Fourth Industrial Revolution (4IR) through enhanced partnership as close regional partners;

        11. Explore possible cooperation on circular economy and study further other sustainable economic models as inspired by regional and national action plans such as the Bio-Circular-Green Economy and the Belt and Road Ecological and Environment Cooperation Plan;

        12. Reaffirm our continued commitment to fully and effectively implement the 2002 Declaration on the Conduct of Parties in the South China Sea in its entirety, including strengthening practical maritime cooperation to build mutual trust and confidence, and emphasize the need to maintain and promote an environment conducive to the COC negotiations;

        13. Enhance and promote maritime security, uphold the freedom of navigation in and overflight above the South China Sea, exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability, and pursue the peaceful resolution of disputes, in accordance with universally recognised principles of international law, including the 1982 UNCLOS; and,

        14.Strive to expedite the resumption of the textual negotiations of the COC through virtual platforms, with the understanding that physical meetings would remain the primary modality, towards the early conclusion of an effective and substantive COC that is in accordance with international law, including the 1982 UNCLOS.
