“很驚訝中國(guó)西部有這么漂亮的一座城市，和美國(guó)紐約一樣繁華，期待下次到訪重慶，到更多地方參訪?！?021年6月8日，來(lái)渝參加紀(jì)念中國(guó)—東盟建立對(duì)話關(guān)系30周年特別外長(zhǎng)會(huì)的菲律賓外交部長(zhǎng)特奧多羅·洛欽，對(duì)重慶的發(fā)展表示贊賞。

6月7日至8日，菲律賓外交部長(zhǎng)特奧多羅·洛欽、老撾外交部長(zhǎng)沙倫賽、柬埔寨洪森首相顧問(wèn)布拉帕拉、緬甸外交部亞洲司副司長(zhǎng)吳貌浩堂等嘉賓訪渝之際，前往陸海新通道、長(zhǎng)江上游重要的港口樞紐重慶果園港多式聯(lián)運(yùn)示范基地參觀。

習(xí)近平總書(shū)記高度重視與東盟各國(guó)的合作，并指出，依托陸海新通道建設(shè)，加強(qiáng)基礎(chǔ)設(shè)施互聯(lián)互通合作，積極構(gòu)建中國(guó)—東盟多式聯(lián)運(yùn)聯(lián)盟。重慶在與東盟經(jīng)貿(mào)合作方面具有明顯的區(qū)位優(yōu)勢(shì)，推動(dòng)陸海新通道建設(shè)的樞紐作用愈發(fā)突出。

重慶作為東西南北四向通道的起點(diǎn)，向東沿長(zhǎng)江黃金水道，到達(dá)上海后出海;向西中歐班列經(jīng)新疆出境，最終到達(dá)德國(guó)的杜伊斯堡;向北，渝滿俄班列經(jīng)俄羅斯到達(dá)歐洲;向南，通過(guò)鐵海聯(lián)運(yùn)、跨境公路運(yùn)輸，到達(dá)東盟。

陸海新通道以重慶為出發(fā)點(diǎn)，以鐵路、公路、水路等多種運(yùn)輸方式，通過(guò)我國(guó)瑞麗、磨憨、憑祥、欽州等出境口和出?？?，連接?xùn)|盟各國(guó)，實(shí)現(xiàn)了“一帶”和“一路”在物理空間上的無(wú)縫銜接。同時(shí)，協(xié)同聯(lián)結(jié)中歐班列、長(zhǎng)江黃金水道，共同構(gòu)建新的歐亞大陸橋，促進(jìn)中國(guó)和東盟地區(qū)的經(jīng)濟(jì)發(fā)展，打造陸海新通道經(jīng)濟(jì)走廊，推動(dòng)國(guó)際經(jīng)濟(jì)循環(huán)發(fā)展。

經(jīng)過(guò)4年時(shí)間，陸海新通道快速發(fā)展，極大地促進(jìn)了中國(guó)與東盟國(guó)際經(jīng)貿(mào)合作的發(fā)展。班列箱量從2017年的1022TUE，到2020年的25408TUE，輻射港口數(shù)量從2017年的22個(gè)擴(kuò)展到2020年的56個(gè)，貨物品類從25個(gè)增加到211個(gè)。通道的發(fā)展也促進(jìn)了貿(mào)易額的增長(zhǎng)，重慶與東盟的貿(mào)易額從2017年的794億元，增加到2020年的1121億元。

陸海新通道全力服務(wù)東盟特色商品“引進(jìn)來(lái)”，引進(jìn)越南冷凍海運(yùn)原箱巴沙魚(yú)、冷鏈專列火龍果，馬來(lái)西亞葵花籽油、冷凍原粒帶殼榴蓮等。同時(shí)，服務(wù)國(guó)內(nèi)產(chǎn)品“走出去”，開(kāi)行東盟定制化班列，實(shí)現(xiàn)慶鈴、小康等“重慶造”汽車產(chǎn)品便捷抵達(dá)東盟各國(guó)。

為進(jìn)一步提升海外服務(wù)能力，陸海新通道目前已在中國(guó)香港，新加坡、越南等東盟地區(qū)建立海外分撥倉(cāng)，同時(shí)正加緊推進(jìn)泰國(guó)、印度尼西亞、馬來(lái)西亞等地建立海外分撥倉(cāng)。

老撾外交部長(zhǎng)沙倫賽表示感謝此次來(lái)到果園港參觀，并對(duì)重慶之行給予稱贊。緬甸外交部亞洲司副司長(zhǎng)吳貌浩堂說(shuō)，愿為共建陸海新通道提供大力支持，特別是發(fā)揮企業(yè)在其中的作用。

On June 8， 2021， Teodoro Locsin， Foreign Minister of the Philippines， came to Chongqing to attend the Special ASEAN-China Foreign Ministers Meeting in Celebration of the 30th Anniversary of Dialogue Relations and commended the development of the city.

From June 7 to 8， during the trip to Chongqing， Philippine Foreign Minister Teodoro Locsin， Lao Foreign Minister Saleumxay Kommasith， Cambodian Prime Minister Hun Sen's adviser PRAK Phalla， and Mang Hau Thang， Deputy Director of Asia Department， Myanmar Ministry of Foreign Affairs visited the New International Land-Sea Trade Corridor and the Multi-modal Demonstration Base of Chongqing Guoyuan Port， a key port hub in the upper reaches of Yangtze River.

General secretary Xi Jinping attached great importance to the cooperation with ASEAN countries， and pointed out that on the basis of New International Land-Sea Trade Corridor， we should strengthen the infrastructure interconnectivity and cooperation， and actively build the China ASEAN Multimodal Transport Alliance. Chongqing boasts obvious regional advantages in economic and trade cooperation with ASEAN， and its pivotal role in promoting the construction of the New International Land-Sea Trade Corridor is becoming more and more prominent.

Chongqing， as the starting point of the four-way channel from east to west， north to south， stretches eastward along the golden waterway of the Yangtze River to the sea after reaching Shanghai; to the west， the China-Europe Railway Express leaves the boarder at Xinjiang and finally arrives in Duisburg， Germany; to the north， the Chongqing-Manchuria-Russia block train arrived in Europe via Russia; to the south， through rail-sea transport and cross-border road transport， it is connected to ASEAN.

Taking Chongqing as the starting point， the New International Land-Sea Trade Corridor connects ASEAN countries via exit ports and sea ports such as Ruili， Mohan， Pingxiang， Qinzhou of China by means of railway， highway， waterway and other transportation modes， realizing the seamless connection of the "belt" and "road" physically. At the same time， we will work together to connect the China-Europe Railway Express and the golden waterway of the Yangtze River， build a new Eurasian Continental Bridge， promote the economic development of China and ASEAN， forge a new economic corridor between land and sea， and promote the circular development of international economy.

After four years， the rapid development of the New International Land-Sea Trade Corridor has greatly facilitated the development of international economic and trade cooperation between China and ASEAN. From 1022 TEU in 2017 to 25408 TEU in 2020， the number of influenced ports expanded from 22 in 2017 to 56 in 2020， and the number of cargo categories surged from 25 to 211. The development of the corridor has also galvanized the growth of trade volume. The trade volume between Chongqing and ASEAN has added from 79.4 billion yuan in 2017 to 112.1 billion yuan in 2020.

The New International Land-Sea Trade Corridor fully serves the "introduction" of ASEAN's characteristic commodities， such as the original containers of Basa catfish and dragon fruit via dedicated cold chain train from Vietnam， sunflower seed oil and frozen original unpeeled durian， etc. from Malyasia. At the same time， we will serve the "going global" of domestic products， launch ASEAN customized block trains， and realize the convenient arrival of Qingling， Sokon and other "Chongqing-made" automotive products to ASEAN countries.

In order to further enhance the overseas service capacity， the New International Land-Sea Trade Corridor has established overseas distribution warehouses in Hong Kong， Singapore， Vietnam and other ASEAN regions， and is stepping up efforts to promote the establishment of overseas distribution warehouses in Thailand， Indonesia， Malaysia and other places.

Lao Foreign Minister Saleumxay Kommasith expressed gratitude for the visit to Guoyuan port and applauded the trip to Chongqing. Mr. Mang Hau Thang， Deputy Director of Asia Department， Myanmar Ministry of Foreign Affairs said that he is willing to render strong support to the joint construction of the New International Land-Sea Trade Corridor， especially playing the role of enterprises.
