4月15日至17日，習(xí)近平總書記親臨重慶視察指導(dǎo)工作，從戰(zhàn)略和全局的高度為新時代重慶發(fā)展導(dǎo)航定向，希望重慶更加注重從全局謀劃一域、以一域服務(wù)全局，努力在推進(jìn)新時代西部大開發(fā)中發(fā)揮支撐作用、在推進(jìn)共建“一帶一路”中發(fā)揮帶動作用、在推進(jìn)長江經(jīng)濟(jì)帶綠色發(fā)展中發(fā)揮示范作用。

發(fā)揮“三個作用”的要求，是總書記對重慶的新要求，是繼“兩點(diǎn)”定位、“兩地”“兩高”目標(biāo)之后，習(xí)近平總書記對我們的又一次囑托，意味著重慶將肩負(fù)更多的使命、更大的責(zé)任，是重慶新時代的新?lián)?dāng)。

準(zhǔn)確把握和充分發(fā)揮“三個作用”，我們要倍加珍惜寶貴機(jī)遇，強(qiáng)化責(zé)任擔(dān)當(dāng)，更加注重推動高質(zhì)量發(fā)展、更加注重抓好大開放、更加注重抓好大保護(hù)，不斷增強(qiáng)重慶在西部地區(qū)的綜合實力和支撐服務(wù)能力，更好地在西部地區(qū)帶頭開放、帶動開放，努力探索一條生態(tài)優(yōu)先、綠色發(fā)展新路子，在國家區(qū)域發(fā)展和對外開放格局中作出更大貢獻(xiàn)。

萬里征程，須從腳下起步。

當(dāng)前，重慶正對標(biāo)落實習(xí)近平總書記重要指示要求，著力在城鄉(xiāng)融合發(fā)展上取得新突破，在實施鄉(xiāng)村振興戰(zhàn)略上持續(xù)加力，在深化城市提升上科學(xué)用力，在區(qū)域協(xié)調(diào)發(fā)展上統(tǒng)籌發(fā)力，打造主城區(qū)都市圈和渝東北三峽庫區(qū)城鎮(zhèn)群、渝東南武陵山區(qū)城鎮(zhèn)群，全面推進(jìn)成渝城市群建設(shè)，全力筑牢長江上游重要生態(tài)屏障，切實做好三峽庫區(qū)后續(xù)工作，堅決打好污染防治攻堅戰(zhàn)，堅定推進(jìn)綠色發(fā)展，為發(fā)揮好“三個作用”搭穩(wěn)框架。

When General Secretary Xi Jinping visited Chongqing to inspect and guide the development of Chongqing in the new era from the strategic and overall perspective from April 15 to April 17, he pointed out that Chongqing should take an overall perspective in its undertakings and strive to play a supporting role in advancing the development of the western region in the new era, a leading role in jointly building the "Belt and Road" initiative, and an exemplary role in advancing the green development of the Yangtze river economic belt.

The requirement of giving full play to the "Three Roles" is the new requirement of General Secretary Xi Jinping. It is another entrustment given to us by General Secretary Xi Jinping after the "Two-point" orientation, the "Two-place" and the "Two-high" goals, which means that Chongqing will shoulder more missions and responsibilities, and it is a new responsibility of Chongqing in the new era.

We should accurately grasp and give full play to the "Three Roles", treasure our precious opportunities, strengthen responsibility, attach greater importance to promoting high-quality development and grasping the large-scale openingup and the large-scale protection, and constantly strengthen Chongqing's comprehensive strength and support service capacity in the western region so as to better lead the opening-up in the western region and drive the opening-up, strive to explore a new path of ecological priority and green development and make greater contributions to the regional development and opening-up pattern in China.

A journey of ten thousand miles must begin at one step.

At present, Chongqing is implementing the important instructions and requirements of General Secretary Xi Jinping accordingly. It will make new breakthroughs in integrating urban and rural areas, continuous efforts will be made to implement the strategy of rural revitalization. Scientific efforts will be made in deepening urban upgrading, and concerted efforts will be made to promote regional coordinated development in ways that build a metropolitan area in the main urban area, town cluster of the Three Gorges Reservoir in northeast Chongqing and town cluster of the Wuling Mountain area in southeast Chongqing, comprehensively promote the construction of Chengdu-Chongqing urban agglomeration. Every effort will be made to build an important ecological barrier in the upper reaches of the Yangtze River. It shall do a good job in the follow-up work in the Three Gorges Reservoir, resolutely fight pollution and firmly promote green development so as to build a stable framework for the "Three Roles".
