地處熱帶地區(qū)的泰國(guó)，物產(chǎn)極為豐富，盛產(chǎn)香料和橡膠、榴蓮、菠蘿等熱帶經(jīng)濟(jì)作物，品種繁多，且價(jià)格低廉。坐落于中國(guó)廣西崇左的中國(guó)—泰國(guó)崇左產(chǎn)業(yè)園（以下簡(jiǎn)稱中泰產(chǎn)業(yè)園）不僅擁有豐富的土地、礦產(chǎn)、農(nóng)林業(yè)等資源，而且，該產(chǎn)業(yè)園距離越南河內(nèi)僅240公里，距廣西北部灣港百余公里，是中國(guó)面向東盟開(kāi)放合作的重要窗口。

豐富的資源，為產(chǎn)業(yè)園的發(fā)展提供了資源保障；優(yōu)越的地理區(qū)位，使產(chǎn)業(yè)園的產(chǎn)品可以直接輻射中國(guó)和泰國(guó)等東盟市場(chǎng)。得益于此，眾多“嗅到”商機(jī)的泰國(guó)企業(yè)紛紛慕名前來(lái)投資入駐。不僅如此，中泰產(chǎn)業(yè)園黨工委書(shū)記趙波在接受本刊記者采訪時(shí)表示，今后中泰產(chǎn)業(yè)園還將加大企業(yè)對(duì)外產(chǎn)能合作力度，充分利用中國(guó)—東盟博覽會(huì)以及中泰產(chǎn)業(yè)園與泰國(guó)良好的合作關(guān)系，吸引更多國(guó)內(nèi)外企業(yè)入園投資，使其成為中泰合作示范區(qū)、國(guó)內(nèi)外企業(yè)投資的新洼地。

在“甜蜜的土地”上升級(jí)“甜蜜產(chǎn)業(yè)”

被譽(yù)為“中國(guó)糖都”的崇左，全市蔗糖產(chǎn)量200萬(wàn)噸左右，占廣西的1/3、中國(guó)的1/5，榨蔗量和產(chǎn)糖量連續(xù)14個(gè)榨季位居中國(guó)地級(jí)市首位。

25年前，在崇左這片“甜蜜的土地”上催生了中國(guó)制糖行業(yè)最早的外資企業(yè)、廣西最大的泰資企業(yè)——廣西南寧東亞糖業(yè)集團(tuán)。該集團(tuán)主要外方股東是泰國(guó)規(guī)模最大的糖業(yè)集團(tuán)——泰國(guó)兩儀糖業(yè)集團(tuán)，下轄廣西崇左東亞糖業(yè)有限公司、廣西扶南東亞糖業(yè)有限公司、廣西寧明東亞糖業(yè)有限公司等8家生產(chǎn)企業(yè)，致力于生產(chǎn)精制白糖，以及酵母、生物肥等延伸產(chǎn)品。

同時(shí)，為了進(jìn)一步提高資源綜合利用率，將崇左的甘蔗既要“吃干榨盡”，也要“吃出新花樣”，2017年9月15日，廣西崇左東亞糖業(yè)有限公司糖業(yè)循環(huán)經(jīng)濟(jì)綜合利用項(xiàng)目在中泰產(chǎn)業(yè)園正式開(kāi)工建設(shè)。

“這個(gè)項(xiàng)目的動(dòng)工標(biāo)志著廣西·中國(guó)糖業(yè)產(chǎn)業(yè)園在中泰產(chǎn)業(yè)園正式落地啟動(dòng)，核心區(qū)落戶中泰產(chǎn)業(yè)園，規(guī)劃面積10平方公里，布局了4000畝的糖品精深加工區(qū)、2000畝糖下游產(chǎn)業(yè)區(qū)及輔料生產(chǎn)區(qū)、3500畝東盟特色食品加工區(qū)、600畝港口倉(cāng)儲(chǔ)物流區(qū)、4500畝糖人街特色小鎮(zhèn)、500畝中國(guó)糖業(yè)大數(shù)據(jù)中心等6個(gè)功能聯(lián)合共享的糖產(chǎn)業(yè)體系，建成后將集生產(chǎn)、居住、商業(yè)、參觀旅游于一體，對(duì)推動(dòng)崇左糖業(yè)信息化、自動(dòng)化、智能化發(fā)展將起到重要促進(jìn)作用?！壁w波書(shū)記說(shuō)，該項(xiàng)目目前已完成總工程量的65%，預(yù)計(jì)于2018年11月建成投產(chǎn)。

不僅如此，趙波書(shū)記表示，中泰產(chǎn)業(yè)園當(dāng)前還在與泰國(guó)影響力最大的功能飲料企業(yè)之一——泰國(guó)卡拉寶公司商談合作，將利用廣西崇左東亞糖業(yè)有限公司的工藝生產(chǎn)酵母、蛋白粉、制藥、化妝品等下游產(chǎn)品。

“通過(guò)加強(qiáng)與東盟國(guó)家的合作，依托國(guó)內(nèi)外資源，面向兩個(gè)市場(chǎng)，進(jìn)一步加強(qiáng)交流合作，完善協(xié)調(diào)合作機(jī)制，共同研究園區(qū)開(kāi)放模式，充分利用園區(qū)獨(dú)特、優(yōu)越的區(qū)位交通優(yōu)勢(shì)和豐富的資源優(yōu)勢(shì)，科學(xué)引導(dǎo)和培養(yǎng)糖業(yè)、東盟特色經(jīng)濟(jì)等產(chǎn)業(yè)集群，進(jìn)一步拉長(zhǎng)糖產(chǎn)業(yè)鏈，全力打造中國(guó)糖業(yè)循環(huán)產(chǎn)業(yè)園示范基地?！壁w波書(shū)記說(shuō)。

發(fā)揮“兩種資源”優(yōu)勢(shì)，開(kāi)拓“兩個(gè)市場(chǎng)”

中泰產(chǎn)業(yè)園所處的崇左不僅是“中國(guó)糖都”，還是“一帶一路”重要節(jié)點(diǎn)城市和陸路東盟黃金通道，當(dāng)前，隨著“通邊達(dá)?！薄斑吅；?dòng)”的格局全面構(gòu)建，崇左開(kāi)通了中越公務(wù)車(chē)輛及貨運(yùn)直達(dá)車(chē)輛和深圳—南寧—憑祥—河內(nèi)物流線路，實(shí)現(xiàn)了兩國(guó)運(yùn)輸車(chē)輛、公務(wù)車(chē)輛的跨境通行，并深度參與南向通道建設(shè)，加快打造重慶—憑祥—東盟便捷物流線路，成為中國(guó)西南地區(qū)連接?xùn)|盟最便捷的通道之一，進(jìn)一步降低企業(yè)物流成本。

優(yōu)越的區(qū)位優(yōu)勢(shì)使中泰產(chǎn)業(yè)園得以直接面向中國(guó)和東盟19億人口市場(chǎng)，同時(shí)也吸引了越來(lái)越多國(guó)際知名企業(yè)紛至沓來(lái)。

據(jù)趙波書(shū)記介紹，目前中泰產(chǎn)業(yè)園除了與泰國(guó)兩儀糖業(yè)集團(tuán)發(fā)展糖產(chǎn)業(yè)以外，還充分挖掘泰國(guó)豐富的橡膠、農(nóng)副產(chǎn)品等資源，進(jìn)一步開(kāi)拓中國(guó)和東盟市場(chǎng)。

“前不久中泰產(chǎn)業(yè)園與泰國(guó)一家橡膠木貿(mào)易商商談了東盟木業(yè)交易項(xiàng)目，將通過(guò)他們把泰國(guó)橡膠木從廣西防城港和欽州港運(yùn)到中泰產(chǎn)業(yè)園來(lái)，形成中國(guó)—東盟木材集聚區(qū)。今后這個(gè)木材集聚區(qū)將相當(dāng)于保稅物流園區(qū)，企業(yè)可以在這里交易，再將貨物發(fā)散到中國(guó)各地?！壁w波書(shū)記說(shuō)。此外，中泰產(chǎn)業(yè)園還與泰國(guó)第一個(gè)輪胎橡膠專業(yè)工業(yè)園——泰國(guó)立盛橡膠工業(yè)園簽署協(xié)議，雙方將在研發(fā)汽車(chē)輪胎等橡膠產(chǎn)品、共建“中國(guó)—泰國(guó)崇左立盛橡膠工業(yè)園”等方面開(kāi)展合作。

而在農(nóng)副產(chǎn)品方面，趙波書(shū)記表示，中泰產(chǎn)業(yè)園將引進(jìn)泰國(guó)冰鮮榴蓮等東盟國(guó)家的熱帶水果和臺(tái)商的冷鏈物流技術(shù)，規(guī)劃建設(shè)占地面積800～1000畝的中國(guó)—東盟食品冷鏈物流中心?！皬挠颜x關(guān)到泰國(guó)曼谷的距離是1500公里，現(xiàn)在的物流條件只需要16個(gè)小時(shí)就可以到達(dá)，等水果進(jìn)到中泰產(chǎn)業(yè)園后就可以通過(guò)冷鏈物流中心進(jìn)行分揀，再推送到全國(guó)各地超市。該項(xiàng)目有利于提高水果的保鮮度，降低企業(yè)運(yùn)營(yíng)成本。”趙波書(shū)記表示。而且，中泰產(chǎn)業(yè)園下一步還將把這些從泰國(guó)等東盟國(guó)家引進(jìn)來(lái)的農(nóng)產(chǎn)品加工成輕工食品，如榴蓮果干、榴蓮餅等，以更好地提高產(chǎn)品附加值。

In Cooperation With Thai Enterprises,China-Thailand Chongzuo Comprehensive Industrial Development Zone Exploiting Domestic and International Markets and Resources

Situated in the tropics and abundant in resources,Thailand is a main producer of diverse tropical cash crops that are of low prices, such as spices, rubber, durian and pineapples. And located in the border city of Chongzuo in south China’s Guangxi Zhuang Autonomous Region, China-Thailand Chongzuo Comprehensive Industrial Development Zone(CTCCIDZ), is blessed with rich land, mineral and forest resources. 240 kilometers away from Vietnam’s Hanoi and 100 plus kilometers from Guangxi Beibu Gulf Port,CTCCIDZ serves as an important window for China’s opening up and cooperation with ASEAN countries.

Abundance of resources provides a guarantee for the development of CTCCIDZ, and superior geographical location enables the products from CTCCIDZ to be sold directly to China and ASEAN countries like Thailand. Therefore, many Thai enterprises that have found business opportunities have established presence there. In an interview with China-ASEAN Panorama,Zhao Bo, Secretary of the Party Working Committee of China-Thailand Chongzuo Comprehensive Industrial Development Zone, said that CTCCIDZ will strengthen production capacity cooperation, and attract more enterprises at home and abroad through China-ASEAN Expo (CAEXPO) and its sound cooperation partnership with Thailand, thus to make it a demonstration zone of China-Thailand cooperation and a new destination for corporate investment.

Upgrading sugar industry on the “sweet land” of Chongzuo

Known as the “sugar city in China”, Chongzuo produces two million metric tons of cane sugar annually, which accounts for one third of Guangxi’s total and one fifth of China’s respectively. The city ranks first among all prefectural-level cities in China in terms of the amount of sugarcane pressing and output of cane sugar for 14 consecutive crushing seasons.

25 years ago, Guangxi Nanning East Asia Sugar Group,China’sfirst foreign-funded enterprise in sugar industry as well as the largest Thailand-funded enterprise in Guangxi, was established in Chongzuo. With Mitr Phol Group, the biggest sugar group in Thailand, as its main foreign shareholder, and owning eight branches,including Guangxi Chongzuo East Asia Sugar Co., Ltd.,Guangxi Funan East Asia Sugar Co., Ltd., and Guangxi Ningming East Asia Sugar Co., Ltd., the group is committed to producing refined cane sugar and extension products such as yeast and biological fertilizers.

At the same time, in order to improve the comprehensive utilization rate of resources and make full use sugarcane in various ways, on September 15, 2017, Guangxi Chongzuo East Asia Sugar Co., Ltd. launched a sugar recycling economy and comprehensive utilization project in CTCCIDZ.

“The launch of the project marks the start of the construction of China (Guangxi) Sugar Industrial Park.With core area located in China-Thailand Chongzuo Comprehensive Industrial Development Zone, the sugar industrial park covers an area of 10 square kilometers.There are six areas with combined and shared functions,including a 266.8-hectare sugar intensive processing area,a 133.4-hectare sugar downstream industry and auxiliary materials producing area, a 233.45-hectare ASEAN featured food processing area, a 40.02-hectare port storage and logistics area, a 300.15-hectare special sugar town, and a 33.35-hectare Chinese sugar big data center.The sugar industrial park will integrate production,residence, business and sightseeing, promoting the automatic and intelligent development and information technology of Chongzuo’s sugar industry,” said Zhao Bo.At present, 65 percent of the construction of the park has been finished, and it is expected to be completed and put into operation in November 2018.

Besides, Zhao Bo also said that CTCCIDZ is negotiating cooperation with Carabao Tawandang Co., Ltd., one of the most in fluential energy drink enterprises in Thailand,with a view to using the technology of Guangxi Chongzuo East Asia Sugar Co. Ltd. to produce downstream products such as yeast, albumen powder, medicine, and cosmetics.

“By enhancing cooperation with ASEAN countries, and taking full advantage of both home and overseas resources and both domestic and international markets, we will strengthen exchanges and cooperation with the outside world, improve cooperation mechanisms, and explore models for further opening up. We will, by capitalizing on our unique and superior location and transport advantages, and plentiful resources, cultivate and guide the development of sugar and distinctive ASEAN industrial clusters, and extend sugar industrial chains,so as to build China-Thailand Chongzuo Comprehensive Industrial Development Zone into a demonstration base for sugar recycling industry,” said Zhao Bo.

Utilizing both home and overseas resources to tap into domestic and international markets

China’s sugar city of Chongzuo, where CTCCIDZ is located, is also a key link of the Belt and Road and a golden land access to ASEAN. Currently, under the pattern of “opening up across borders and over sea”, Chongzuo launched official vehicles and direct freight vehicles between China and Vietnam and the Shenzhen-Nanning-Pingxiang-Hanoi logistics route,and is participating in the development of the Southern Transport Corridor, and accelerating the construction of Chongqing-Pingxiang-ASEAN logistics route, providing the most convenient access connecting southwestern China with ASEAN, and further reducing logistics costs for enterprises.

Its geographical advantages bring CTCCIDZ massive Chinese and ASEAN markets with a population of 1.9 billion, and help it attract a growing number of internationally-renowned enterprises.

According to Zhao Bo, CTCCIDZ, while focusing on sugar industry in working with Mitr Phol Group, also develop rubber and other agricultural and sideline products to further expand Chinese and ASEAN markets.

“Recently, we had a negotiation with a Thai rubber wood trader, through which we will be transport Thai rubber wood to China-Thailand Chongzuo Comprehensive Industrial Development Zone via Fangcheng Port and Qinzhou Port to establish a China-ASEAN wood industrial cluster district. In the future, the cluster district will serve as a bonded logistics zone, where enterprises can conduct business and then deliver their goods to other parts of China,” said Zhao Bo. Furthermore, CTCCIDZ inked an agreement with LK Rubber Industrial City Hub (LK-RICH), the first tire rubber industrial park in Thailand, to cooperate on the research and development of rubber products like automobile tires, and co-building of“China-Thailand Chongzuo LK-RICH Rubber Industrial Park”.

In terms of agricultural and sideline products, Zhao Bo said that tropical fruits from ASEAN like Thai durian and cold chain logistics technologies from China’s Taiwan will be introduced in CTCCIDZ, and a China-ASEAN food cold chain logistics center covering an area of 53.36 to 66.7 hectares is planned to be built. “Under the current logistics conditions, it takes only 16 hours for Thai fruits to be transported from Bangkok to Pingxiang Friendship Pass in Guangxi, which covers a distance of 1,500 kilometers. After the fruits are delivered to China-Thailand Chongzuo Comprehensive Industrial Development Zone, they will be sorted at the cold chain logistics center and then sent to supermarkets across China. In this way, the freshness of the fruits can be maintained and operating costs of enterprises be cut,” he said. Moreover, these ASEAN agricultural products will be processed into food in CTCCIDZ, such as dried durian and durian cakes.
