馬來西亞總理納吉布：“一帶一路” 倡議是場及時雨

Malaysia is committed to help fully realize China’s “project of the century” to reshape more than half the world through a land and sea route called the Belt and Road Initiative, which is believed by world leaders gathered here to facilitate significant economic and cultural exchange.

Prime Minister Datuk Seri Najib Razak, at a press conference at the end of the two-day Belt and Road Forum for International Cooperation here yesterday, described developments following Malaysia’s support for the Belt and Road Initiative and its close ties with China as “very exciting”, not just for businessmen, but also the people through the creation of more jobs.

Traditionally, it was the West exporting capital to the East, and they opened factories and the people in the East were their workers. Now it is the East exporting capital to the West and also to other parts of Asia, and they are able to create jobs, bring technology, and provide markets.

“So, there is now a paradigm shift in the world economic order, from which we are well positioned to benef t due to our strong links with China. This is a wonderful opportunity for us to advance the Malaysian economy together with the Chinese economy.”

Najib said Chinese President Xi Jinping had stressed that whatever was implemented would be on a win-win basis, with shared benef t and prosperity. The leaders also agreed to meet once every two years, with the next meeting to be held in China in 2019.

Xi, at the end of the Forum, said it had reached a broad consensus and achieved positive outcome.

The Initiative won support from more than 100 countries across f ve continents, and international organizations, with nearly 50 cooperation agreements signed between governments on the joint construction of the route.

Najib, in agreeing that the outcome was very encouraging, said the Belt and Road Initiative concept was accepted by world leaders in attendance as one that would enhance connectivity across Asia, Southeast Asia, East Africa and Europe.

“In the joint communiqué issued at the end of the Forum, what was stressed were people-to-people interaction, governance, rule of law, mutual respect, win-win solutions, shared prosperity, preserving the respective countries’sovereignty, and peace.”

“With the uncertainties and conflicts in the world today, this can serve as an impetus for development and growth. In the long term, when an area is developed with the relevant infrastructure, it will lead to the growth of industries and economy, as well as cultural interaction,” he said, adding that the initiative was a timely one.

Malaysia, being among the first countries supporting the Belt and Road Initiative, enjoyed “first mover’s advantage”.

“We were among the first to give our support to the initiative, and we are among the first to benefit,” he said, citing the East Coast Rail Link (ECRL), which would provide thousands of jobs to the people as an example.

Najib highlighted the many memoranda of understanding (MoUs) and agreements signed and exchanged as a result of Malaysia’s close ties with China.

Malaysia signed three government-togovernment MoUs with China during Najib’s five-day working visit, which included a trip to Hangzhou for a tour of China E-commerce giant Alibaba Group’s headquarters.

He also witnessed the signing of a three-way MoU between Malaysia Digital Economy Corporation Sdn. Bhd, Hangzhou Municipal government and Alibaba (China) Co., Ltd. there to bring the country’s Digital Free Trade Zone to the next level.

In Beijing, he witnessed the signing of a supplementary agreement to facilitate the construction of the second phase of the ECRL in Malaysia, as well as the exchange of nine business-to-business (B2B) MoUs and agreements on Sunday, with proposed investments estimated at RM 31.26 billion.

Felda Global Ventures Holdings Bhd (FGV) has also inked a MoU with China-based Sinograin Oils Corporation to collaborate on exploring the possibility of supply, storage, processing and distribution of FGV’s palm oilbased products in China.

Najib said there was another MoU, which was close to 95 percent to being signed.

Malaysian businessmen, he said, were heartened with Malaysia’s close relationship with China because it helped facilitate negotiations with the Chinese.

“They are excited with the opportunities and increasing openness.” The digital economy, he said, was also poised for double-digit growth.

“So, these are exciting times. This is why people are jealous of us having these links. They criticize us, but it’s for the wrong reasons, it is not rationallybased.”

在“一帶一路”國際合作高峰論壇上，各國領(lǐng)導(dǎo)一致認(rèn)為， 建設(shè)“一帶一路”能大大促進(jìn)沿線國家之間的經(jīng)貿(mào)往來和文化交流。其中，馬來西亞承諾將助力建設(shè)這項(xiàng)“世紀(jì)工程”，全面實(shí)現(xiàn)“一帶一路”發(fā)展宏圖，從而改變大半個世界的經(jīng)濟(jì)格局。

5月14～15日，馬來西亞總理納吉布出席了為期兩天的“一帶一路”國際合作高峰論壇。5月15日，他在會后的記者招待會上稱，馬來西亞積極參與建設(shè)“一帶一路”，中馬兩國關(guān)系日益密切友好，既給商人帶來商機(jī)，也給普通民眾帶來就業(yè)機(jī)會。

納吉布稱，過去，西方國家向東方國家輸出資本，在東方國家開工廠，雇傭當(dāng)?shù)毓と耍蝗缃?，東方國家向西方國家、亞洲等其他地區(qū)帶去的不僅僅是投資，還包括就業(yè)機(jī)會、技術(shù)和市場等。

“當(dāng)今世界經(jīng)濟(jì)秩序發(fā)生了轉(zhuǎn)變。 與中國加強(qiáng)合作，能讓我們從新的世界經(jīng)濟(jì)秩序獲益。對于馬來西亞而言，這是一次極佳的機(jī)會，馬來西亞將爭取與中國經(jīng)濟(jì)共同發(fā)展?！?/p>

他表示，習(xí)近平主席曾強(qiáng)調(diào)，一切要以雙贏為基礎(chǔ)，以共同繁榮為目的。雙方領(lǐng)導(dǎo)人同意每兩年進(jìn)行定期會面，并決定于2019年在北京進(jìn)行再次會面。

5月15日，論壇結(jié)束之際，習(xí)近平主席稱本次論壇各國達(dá)成廣泛共識并取得了積極的成果。

“一帶一路”倡議得到五大洲的100多個國家及國際組織的支持，就共同建設(shè)“一帶一路”簽訂了將近50項(xiàng)合作協(xié)議。

馬來西亞總理納吉布亦表示，論壇取得了令人十分欣喜的成果，出席論壇的各國領(lǐng)導(dǎo)一致認(rèn)為，“一帶一路”倡議能夠促進(jìn)亞洲、東南亞、東非和歐洲國家之間的互聯(lián)互通。

論壇最后發(fā)表了圓桌峰會聯(lián)合公報，強(qiáng)調(diào)了人文互動、管理監(jiān)督、依法治理、相互尊重、合作共贏、共同繁榮，維護(hù)各國主權(quán)與和平等方面的內(nèi)容。

他說：“面對當(dāng)今世界存在的各種沖突以及不確定因素，‘一帶一路’倡議可作為世界經(jīng)濟(jì)發(fā)展的推動力。從長遠(yuǎn)來看，區(qū)域基礎(chǔ)設(shè)施建設(shè)會帶來產(chǎn)業(yè)發(fā)展、經(jīng)濟(jì)增長、人文交流等?！?/p>

馬來西亞是最先支持“一帶一路”倡議的國家之一，擁有先發(fā)優(yōu)勢。

納吉布總理說：“我們最先支持并參與‘一帶一路’倡議，也最先從中獲益。以馬來西亞東海岸銜接鐵道項(xiàng)目建設(shè)為例，這個項(xiàng)目就給馬來西亞提供了上萬個工作崗位?！?/p>

納吉布總理特別提到，中馬關(guān)系日益密切，雙方還簽訂了多項(xiàng)諒解備忘錄和合作協(xié)議。

在納吉布進(jìn)行為期5天的訪華行程中，中馬雙方一共簽訂了3份政府間合作諒解備忘錄。

在納吉布總理的見證下，馬來西亞數(shù)字經(jīng)濟(jì)發(fā)展機(jī)構(gòu) (MDEC) 與杭州市政府、阿里巴巴集團(tuán)三方簽訂了諒解備忘錄，以推動馬來西亞數(shù)字自貿(mào)區(qū)升級發(fā)展。

在北京，納吉布總理還見證了馬來西亞東海岸銜接鐵道二期工程建設(shè)的補(bǔ)充協(xié)議的簽署，雙方交換了9項(xiàng)B2B（企業(yè)對企業(yè)）諒解備忘錄和合作協(xié)議，投資金額擬312.6億林吉特，約合人民幣498.38億元。

馬來西亞棕櫚油生產(chǎn)商聯(lián)邦土地發(fā)展局全球創(chuàng)投控股(FGVH)與中儲糧油脂簽署諒解備忘錄，共同合作探索馬方的棕櫚油產(chǎn)品在中國的推廣，包括供應(yīng)、存儲、加工及運(yùn)輸?shù)确绞健?/p>

納吉布總理說，中馬雙方還有一項(xiàng)待簽的諒解備忘錄，準(zhǔn)備工作已完成近95%。

納吉布說：“中馬合作已有多個令人激動的時刻。也因此遭人眼紅，出現(xiàn)了不少負(fù)面評論，但這些評論的理由都是非正當(dāng)?shù)?。?/p>

他還說：“馬來西亞的數(shù)字經(jīng)濟(jì)正呈兩位數(shù)增長，商機(jī)日益增加，開放程度不斷擴(kuò)大，馬來西亞商人激動無比。”中馬關(guān)系密切友好，有助于促進(jìn)中馬商務(wù)合作，馬來西亞商人倍受鼓舞。
