滄州市歷盡1500年的風(fēng)雨滄桑，形成了自身獨(dú)特的文化——文人巨匠薈萃，武術(shù)、雜技雙雄……三館位于市行政中心正南。圖書館和博物館以“斗”形為母題，大小兩個(gè)“斗”形體塊正反穿插構(gòu)成“俯”“仰”相向之勢——前者“仰”望蒼穹，象征對(duì)未知領(lǐng)域的求索；后者“俯”瞰大地，隱喻對(duì)地域文化沃土的依托。圖書館下部為棱臺(tái)體分置四角，上疊層層出挑的書頁狀橫向格片，詮釋了滄州文豪紀(jì)曉嵐所撰“四庫全書”的博大；博物館取意于沉積層疊的滄州古城墻與高筑的競技臺(tái)，表達(dá)了滄州城古代文明的燦爛和民間技藝的精深。

城規(guī)館位于基地正中，晶瑩的盆狀體在環(huán)形水池襯托下熠熠生輝，暗喻渤海灣的璀璨明珠。其功能空間均設(shè)于地下并圍繞中心的城市總體模型廳布置。（項(xiàng)目實(shí)施時(shí)外立面做了較大調(diào)整）

Through 1,500 years of vicissitudes, the city of Cangzhou has formed its own distinctive culture, with a constellation of literati and masters of martial arts and acrobatics… The three buildings are located right opposite the administrative center in the south. The library and the museum take the form of the Chinese character Dou as their motif, with one large and one small Dou interlocked in reversed positions to form an oppositional relationship: the one bending down, the other raising up. The former looks up into the sky, symbolizing quests after the unknown; the latter overlooks the earth, a metaphor for reliance on the fertile soil of terrestrial culture. The base of the library is a quadrangular frustum pyramid, above which horizontal slates overhang one layer over another like book leaves, an imagery that perfectly interpret the erudition of The Complete Library in the Four Branches of Literature complied by Cangzhou's literary giant Ji Xiaolan. The museum takes its meaning from the partially buried, layered old city walls and the high arena, expressing Cangzhou's thriving ancient civilization and profound folk arts. The Urban Planning Exhibition Hall occupies the very center of the site, with its crystal-clear basin body glittering in the reflection of the circular pond– a metaphor for a bright jewel in the Bohai Bay. Its functional spaces are all placed underground, surrounding the grand urban model in the center. (The facade of the building was considerably adjusted during the construction.)
