Ⅰ.Asia-Pacific problem:integration and rebalancing

It is written in the opening chapter of the Romance of the Three Kingdoms that“the general trend under heaven is that there is bound to be unification after prolonged division and division after prolonged unification.”It is a macro-level attitude towards the theory of“division-and-integration of region”in China.With the division of national system，national management has experienced integration following division，and then division following integration which lasts decades or hundreds of years.Therefore，Confucius，great thinker of the Spring and Autumn Period，puts forwards the idea of“regional”ethic codes.With the development of China’s regional system，it has become a historical rule that cannot be surpassed in China as well as a regional strategic rule of that time.There is a strategic rule of integration and regional administration the world in China since ancient times.Due to the lack of the basic status of international regional administration since modern times，the international strategic thought has remained in the mode of“keeping a low profile”in the last century when China put an end to its feudal history.However，Confucius’s international strategic thought that troubles start inside one’s house has not become a common sense of nowadays international relation.

Asia-Pacific regional strategy is the basic historical attitude towards dealing with the division and integration of the world.China has always constructed the regional common system and safeguarded regional security by keeping up with the time according to international situation.China’s Asia-Pacific regional view is the international administrative strategic thinking of“the whole world as one community”with universal value.According to this system，the academic circle has put forward the idea that China is not ruled by a complete feudal system in ancient times，but an integrated system of tribes，nobles and regions under the regional system.The cultural education theory of ancient China has established the Confucian integration theory based on this regional mode，and in the Confucian mode，all systems have begun to jointly establish the integrated regional theory，which includes the economic thinking of“being the boss of the whole world”，the equal coexistence thinking of“harmonizing the whole world”and the international strategic thinking of“safeguarding regional security and stability”.However，since modern times，the world has been dominated by the industrial expansion strategy and capitalist regional strategy which are contrary to China’s strategy.As a result，we are deemed as an enemy when it comes to the international affairs concerning regional strategy.The division and integration of regions show their characteristics of historical society rather than just war proclamation of arranging soldiers for the strong.As a result，regional relation with the foundation of economic integration has become a dream of many regional countries.Since the division and integration of regions have arisen in the process of regional integration，we cannot jump to the research object which may be the balance theory of integration theory.International system has become divided，regional countries have begun to reintegrate and international capital system has shown a new round of increase.Therefore，regional mechanism which makes use of international capital has drawn the theoretical attention of international administrative research.

Ⅱ.Modern regional integration tools:capital，organization and system

As for the economic thinking of“being the boss of the whole world”，the equal coexistence thinking of“harmonizing the whole world”and the international strategic thinking of“safeguarding regional security and stability”，how can China’s tools of regional integration turn into international administrative system，and what are the international administrative tools used to study these overall strategies?

First，the economic thinking of“being the family of the whole world”is the capital tool of regional cooperation.At present，there are more and more“internationalization”，“globalization”and“integration”under the market economy mechanism.Apparently，the economic strategy featuring the division of region and market is not a groundless dream of free trade system，but an international game of regional interest and trade division.Therefore，in the balanced system of regional economic competition，the dream of regional market integration has suffered from the mutual division of different economies，which requires a brand-new international administrative system to meet the demand of regional cooperation strategy.

Second，the equal coexistence thinking of“harmonizing the whole world”is the administrative and organizational tool of regional intervention at present.Regional international economic organization can be divided into general regional international economic organization and regional economic integration organization.The latter reflects a closer regional economic reliance and cooperation than the former.Important regional international economic organizations are all economic integration organizations.The process of regional economic integration has greatly propelled the establishment and development of regional international economic organizations.

Third，the international strategic thinking of“safeguarding regional security and stability”is the modern international system tool of regional integration.Economy is the foundation of how to construct individual economic integration.Therefore，individual regions have formed the mode of“l(fā)evel integration”with the main body of countries with similar economic development level.

At present，international regional system consists of European regional system，A-merican regional system and Asian regional system.However，with the enlargement of the EU，European system has begun to differentiate，and regional cooperation of economy has been faced up with many unbalanced factors.

The US，as the representative of national security counterbalance，is called“world police”.However，we should also notice that the US has strengthened the financial status of the dollar age in the system of the“United States-Canada Free Trade Area”and the“North American Free Trade Area”.The United States has become the hegemony of globalization through the world currency system of dollar established by WTO mechanism.

Australia，Africa and Asia have presented special regional strategic system where China shows its important trading status，forming a new regional integration pattern between China and Australia，Africa，ASEAN(10+1)and ASEAN(10+2).

Ⅲ.Integration and rebalancing:comparison of the Asia-Pacific，EU and the American modes

The first comparison:the comparison between dialogue tools.If the operation of integration organization needs to be fulfilled by negotiating mechanism，the organization tends to feature internal opening and external close.However，we can also notice that China has always been a peaceful power and gradually constructed its own modern regional system upon its entering the modern regional period.Especially in the pattern of reform and opening up，Chinese classic study has been revived and put forward the regional integration theory of peaceful rise.

We know that western rationalism is a theoretical system of the fair development of national affairs and international administration.The theory of balance and the theory of international law-ruling provide a detailed discussion on the basic relation between national government and international affairs.The strategy of“rebalance”of the United States has put forward the thinking of“forward deployed diplomacy”.

The relative identity of European countries is the establishment of regional mechanic integration framework through which they can strengthen economic integration.In negotiating mechanism，the economic interest brought by the EU is to dismantle barriers and open the market，thus possessing exclusiveness，which will reduce the association between member countries and the outside world.

The second analysis:the comparison between organizations.Regional economic cooperation based on negotiating mechanism needs a compact mechanic organization to provide a negotiating and arbitration place for its members.And the regional core nation mechanism based on military control needs to establish military cooperation，passage and cooperation between regional countries.

Upon entering the 21st century，the United States has always wandered between real threats and long-term opponents.The United States has won two wars for the last decade.But terrorism still exists.On the other hand，emerging countries are rising.While witnessing the development of other powers，the United States is trapped because of domestic extreme politics and slow economic recovery.How to exist with China is a serious challenge that the United States has to meet.

The third analysis:the comparison between systems.As a systemic integration，the EU has laid down relevant laws in each period.Regional system is the foundation of regional strategy，and splendid civilized legal principles have formed in the European regional system.

Different from the EU，APEC has adopted a unique method in promoting economic cooperation，and the most distinguished feature of APEC is the“open regionalism”.

Ⅳ.Either integration or division:the regional trend of the international society

The first conclusion:modest integration or division.Due to the change of member countries，the EU has to give up the past integration method and adopt a more flexible method.The EU is likely to become a new integration group featuring flexibility and openness.

While promoting the self-construction，the EU has also strengthened its relation with other countries and regions，especially the third world，which has become an important part of its foreign relations.

The second conclusion:the ordered division and integration.With the strengthening of the development of APEC led by the developed countries，APEC has shown the tendency of gradual development towards mechanism.

The third conclusion:either division or integration.It is a historic law that there is bound to be unification after prolonged division and division after prolonged unification.”The core status of the Pacific Ocean has formed and cannot be stopped.The regional strategy of the Pacific Ocean is the further development of the world view of ancient China.

The major shifts of fortune and power in history have all propelled the transformation of international order.Currently，China has shown its global view and adopted more active foreign methods.Maybe the United States will come to understand that the Asian countries are able to build a new order featuring win-win situation and mutual benefit without the intervention of foreign power.
