有意成為內(nèi)陸國(guó)際金融結(jié)算中心的重慶，目前跨境業(yè)務(wù)開展得如何了？記者近日從中國(guó)人民銀行重慶營(yíng)管部獲悉，重慶市跨境貿(mào)易人民幣結(jié)算從2010年7月啟動(dòng)試點(diǎn)至今，已與86個(gè)國(guó)家和地區(qū)發(fā)生了實(shí)際收付業(yè)務(wù)；重慶還獲批成為了全國(guó)唯一跨境電子商務(wù)全業(yè)務(wù)試點(diǎn)城市；中西部地區(qū)唯一獲得跨境支付牌照的企業(yè)也在重慶。重慶營(yíng)管部表示，今年他們還將借鑒上海自貿(mào)區(qū)改革經(jīng)驗(yàn)，大力發(fā)展跨境人民幣結(jié)算業(yè)務(wù)，助推重慶內(nèi)陸開放高地的建設(shè)。

與86個(gè)國(guó)家和地區(qū)發(fā)生跨境人民幣實(shí)際收付

重慶作為新興直轄市和長(zhǎng)江上游經(jīng)濟(jì)中心，近年來(lái)大量跨國(guó)企業(yè)入駐重慶，本地企業(yè)也紛紛走出國(guó)門對(duì)外開展跨境貿(mào)易業(yè)務(wù)。2010年6月，國(guó)務(wù)院批準(zhǔn)重慶作為第二批跨境貿(mào)易人民幣結(jié)算業(yè)務(wù)城市。同年7月14日，重慶市跨境貿(mào)易人民幣結(jié)算試點(diǎn)工作正式啟動(dòng)。

跨境貿(mào)易人民幣結(jié)算業(yè)務(wù)開展已經(jīng)橫跨五個(gè)年度了，中國(guó)人民銀行重慶營(yíng)管部今日介紹，重慶已和香港、臺(tái)灣、馬來(lái)西亞、日本、瑞典、德國(guó)等86個(gè)國(guó)家和地區(qū)發(fā)生了跨境人民幣實(shí)際收付業(yè)務(wù)。

去年一年，重慶各銀行機(jī)構(gòu)共辦理跨境人民幣結(jié)算金額700.15億元，同比增長(zhǎng)10.91%。全市對(duì)外直接投資人民幣結(jié)算金額為10.71億元，而2012年這一數(shù)據(jù)僅為35萬(wàn)元。去年我市外商直接投資人民幣結(jié)算金額80.96億元，同比也增長(zhǎng)了72.52%。

人民銀行重慶營(yíng)管部有關(guān)人士介紹，跨境人民幣結(jié)算可以規(guī)避匯率風(fēng)險(xiǎn)，可以降低匯兌成本，有助于渝企”走出去”加快海外擴(kuò)張步伐。此外，金融服務(wù)的廣度及深度也將得到進(jìn)一步提升，不僅可以增加商業(yè)銀行的結(jié)算收入和匯兌收入，還能增加由結(jié)算業(yè)務(wù)衍生出來(lái)的中間業(yè)務(wù)收入。

重慶營(yíng)管部表示，今年重慶營(yíng)管部還將借鑒上海自貿(mào)區(qū)改革經(jīng)驗(yàn)，大力發(fā)展跨境人民幣結(jié)算業(yè)務(wù)，助推重慶內(nèi)陸開放高地的建設(shè)。

重慶成全國(guó)唯一跨境電子商務(wù)全業(yè)務(wù)試點(diǎn)城市

為了進(jìn)一步將重慶打造成“內(nèi)陸國(guó)際金融結(jié)算中心”，海關(guān)總署去年底又批準(zhǔn)我市開展跨境電子商務(wù)全業(yè)務(wù)試點(diǎn)，同意我市試點(diǎn)方案中涉及的“一般進(jìn)口”、“一般出口”、“保稅進(jìn)口”和“保稅出口”等跨境電子商務(wù)全業(yè)務(wù)，我市因此成為全國(guó)唯一全業(yè)務(wù)試點(diǎn)城市。

重慶市經(jīng)信委有關(guān)負(fù)責(zé)人解釋說(shuō)，我市提出的“一般進(jìn)口”、“保稅進(jìn)口”、“一般出口”和“保稅出口”4種業(yè)務(wù)模式，可以支持現(xiàn)行各種跨境電子商務(wù)銷售模式和物流模式下的跨境商品出入境通關(guān)服務(wù)?！胺桨傅墨@批，將全面提高我市跨境貿(mào)易電子商務(wù)的管理和服務(wù)水平，在支持跨境電商正規(guī)化運(yùn)營(yíng)的同時(shí)，保障消費(fèi)者合法權(quán)利，營(yíng)造可持續(xù)發(fā)展的產(chǎn)業(yè)環(huán)境?！?/p>

據(jù)了解，該方案的獲批還有利于我市在全國(guó)率先打造跨境電子商務(wù)全產(chǎn)業(yè)鏈條；有利于建設(shè)“內(nèi)陸國(guó)際金融結(jié)算中心”； 有利于形成西部最大的跨境電商進(jìn)出口物流港；有利于帶動(dòng)貨物貿(mào)易和服務(wù)(虛擬)貿(mào)易同步發(fā)展；有利于引進(jìn)重大項(xiàng)目落地。

重慶還擁有中西部唯一跨境支付企業(yè)

中西部地區(qū)唯一獲得跨境支付牌照的企業(yè)也在重慶——重慶易極付科技有限公司(以下簡(jiǎn)稱易極付)。國(guó)家外管局共頒發(fā)了17塊跨境支付”牌照”，其中上海8家，北京4家，深圳2家，杭州2家，整個(gè)中西部就重慶這1家。獲得牌照后的易極付很快與一家位于澳大利亞的公司發(fā)生了電子商務(wù)交易。

易極付相關(guān)人士曾介紹說(shuō)，牌照的取得有利于支付機(jī)構(gòu)跨境商戶的拓展及簡(jiǎn)化支付結(jié)算流程，支付機(jī)構(gòu)可以集中批量地為客戶辦理跨境結(jié)算，而且這一跨境互聯(lián)網(wǎng)交易的個(gè)人客戶結(jié)售匯不受年度總額限制。

中國(guó)銀行重慶分行相關(guān)負(fù)責(zé)人稱，在重慶進(jìn)行電子商務(wù)跨境收付匯和結(jié)售匯試點(diǎn)，對(duì)重慶市積極進(jìn)行前沿領(lǐng)域金融服務(wù)探索和對(duì)外開放高地建設(shè)具有重要意義。

Chongqing Doing Pilot Project of Cross-border RMB Trade Settlement

Cross-border Actual RMB Cash Business with 86 Countries and Regions

As a new municipality and economic center in the upper reaches of the Yangtze River, a large number of transnational enterprises entered in Chongqing in recent years, local companies are expected to go out of the country for foreign trade and cross-border business. In June 2010, the State Council approved Chongqing as the second cross-border RMB trade settlement business City. On July 14 of that year, Chongqing cross-border RMB trade settlement experimental work was offi cially launched.

Cross-border RMB trade settlement operation has already been spanning for five years, sales department of THE PEOPLE'S BANK OF CHINA in Chongqing introduced that Chongqing has done cross-border actual RMB cash business with such as Hong Kong, Taiwan, Malaysia, Japan, Sweden,and Germany as 86 countries and regions.

Last year, Chongqing banking institutions handled a total cross-border RMB settlement amount to 70.015 billion Yuan,an increase of 10.91%.City foreign direct investment of RMB settlement amount $ 1.071 billion Yuan, while that number wasonly 350,000 dollars in 2012.Last year Chongqing foreign direct investment settlement amount was 8.096 billion Yuan, increased by 72.52%.

Cross-border RMB settlement can avoid exchange rate risks, lower foreign exchange costs, help Chongqing enterprises "going out"and accelerate the pace of overseas expansion. In addition, the breadth and depth of fi nancial services will be further enhanced, not only can increase the bank clearing and exchange income but also increase intermediate business income derived from account settlement business.

Chongqing to be the Only Nationwide Cross-border E-commerce Business Experimental City

In order to further build Chongqing as"Inland International Financial Settlement Center",Chongqing was approved to open cross-border e-commerce pilot business by General Customs Administration at the end of last year. This agreed the city to get involved with “General imports”,“exports”, “bonded imports”, “bonded exported” and other cross-border e-commerce businesses of the pilot program, therefore, Chongqing became the only pilot city with full service nationalwide.

It is understood that the approval of the programme is conducive to facilitate the city to create cross-border e-commerce industry chain nationalwide; it contributes towards achieving"international financial settlement center of the Inland"; it is conducive to the formation of the largest cross-border business import/export logistics port in West China;driven trade in goods and services(virtual) trade development; it is conducive to the introduction of major project in Chongqing.

Chongqing Owns the only Cross-border Payment Business in the Midwest

The only enterprise that has licence access to cross-border business in the Midwest region is in Chongqing--Chongqing Yiji Pay Science and Technology Ltd. The National Administration of Foreign Exchange has issued a total of 17 pieces of cross-border payments "licence", 8 in Shanghai, 4 in Beijing, 2 in Shenzhen, 2 in Hangzhou, but only one in Chongqing throughout the Midwest. Yiji Pay Science and Technology company had e-commerce transaction business with an Australian company very soon after obtaining the license.

License obtained is favorable to payment institutions to expand cross-border businesses and simplify your payment process, paying agencies can concentrate in handling cross-border settlement for clients, and this cross-border internet trading foreign exchange annual amount for individual customers is unlimited.

Relevant person in charge at Bank of China Chongqing branch said, doing cross-border e-commerce actual RMB cash business and foreign exchange pilot work in Chongqing have great significance in exploring frontier financial services and construction of opening up heights.
