近日,濟(jì)南舉行《關(guān)于加強(qiáng)新時(shí)代高技能人才隊(duì)伍建設(shè)的若干措施》(以下簡(jiǎn)稱《若干措施》)政策新聞發(fā)布會(huì),推出了一攬子系統(tǒng)集成、針對(duì)性強(qiáng)、含金量高的22條創(chuàng)新舉措。
匠心獨(dú)“韻”,濟(jì)南有為。舉辦“技耀泉城”海右技能人才大賽、新動(dòng)能創(chuàng)新創(chuàng)業(yè)大賽,出臺(tái)《關(guān)于推行終身職業(yè)技能培訓(xùn)制度的實(shí)施意見(jiàn)》《泉城首席技師選拔管理辦法》《泉城高技能人才培養(yǎng)提升計(jì)劃實(shí)施方案》《關(guān)于深化“濟(jì)南工匠”建設(shè)工程的意見(jiàn)》,推出“金藍(lán)領(lǐng)工匠”集聚計(jì)劃,打造 “勞模和工匠人才創(chuàng)新工作室”,開(kāi)展技能展演、專(zhuān)家講座、勞模進(jìn)校園等。近年來(lái),圍繞“天下泉城聚天下英才”,濟(jì)南采取了一系列有力舉措,為技能人才成長(zhǎng)成才創(chuàng)造了良好條件,讓廣大技能人才工作有干頭、事業(yè)有奔頭、生活有甜頭,靠技能成才、以技能報(bào)國(guó),大有可為,也大有作為。
此次技能人才專(zhuān)項(xiàng)政策的出臺(tái),涵蓋了從職業(yè)教育到技能培訓(xùn),從評(píng)價(jià)創(chuàng)新到多元激勵(lì)的全方位政策支持,彰顯了濟(jì)南在高技能人才隊(duì)伍建設(shè)上的魄力和遠(yuǎn)見(jiàn),更為技能人才成長(zhǎng)暢通了道路,添足了動(dòng)力。
教育培訓(xùn)機(jī)會(huì)更多、質(zhì)效更高。千工易尋,一技難求?!度舾纱胧肪劢埂百x能聚力”,突出服務(wù)發(fā)展導(dǎo)向,強(qiáng)化政企社協(xié)同、產(chǎn)教訓(xùn)融合,支持龍頭鏈主企業(yè)聯(lián)合技工院校、培訓(xùn)機(jī)構(gòu)、評(píng)價(jià)機(jī)構(gòu)、人力資源服務(wù)機(jī)構(gòu)等,打造“五位一體”協(xié)同育人模式,為上下游企業(yè)精準(zhǔn)化、規(guī)?;嘤呒寄苋瞬牛惶剿鹘ⅰ凹脊そ逃?lián)盟”,推動(dòng)全市技工教育辦學(xué)水平整體提升;采取行業(yè)指導(dǎo)、校企牽頭、多元參與、實(shí)體化運(yùn)行的模式,組建產(chǎn)教融合共同體和市域產(chǎn)教聯(lián)合體建設(shè);在全省率先開(kāi)展市級(jí)公共實(shí)訓(xùn)基地認(rèn)定;支持企業(yè)、院校、協(xié)會(huì)等聯(lián)合開(kāi)展實(shí)習(xí)實(shí)訓(xùn)、技能提升行動(dòng),圍繞焊接、材料加工等小切口細(xì)分技術(shù)領(lǐng)域,建設(shè)高技能人才特色培訓(xùn)基地,培養(yǎng)急需緊缺人才;依托職業(yè)院校、培訓(xùn)機(jī)構(gòu)等陣地平臺(tái),開(kāi)發(fā)上線“技能培訓(xùn)地圖”,實(shí)現(xiàn)培訓(xùn)網(wǎng)絡(luò)廣覆蓋……一系列鼓勵(lì)支持技能教育培訓(xùn)的“精細(xì)動(dòng)作”意味著,在泉城,技能人才們將有機(jī)會(huì)接受更高質(zhì)量的職業(yè)教育和培訓(xùn),在能工巧匠、大國(guó)工匠的成長(zhǎng)道路上將更加信心滿滿,筑夢(mèng)前行。
職業(yè)發(fā)展路徑更清、渠道更寬。技能人才是人才隊(duì)伍的重要組成部分,是支撐濟(jì)南制造、濟(jì)南創(chuàng)造的重要力量。此次出臺(tái)的《若干措施》突出問(wèn)題導(dǎo)向,聚焦制約技能人才發(fā)展的堵點(diǎn)痛點(diǎn),提出若干創(chuàng)新舉措,讓一技之長(zhǎng)者有事業(yè)舞臺(tái)、有上升通道。比如,提出開(kāi)展“技能+學(xué)歷”技工教育改革,打造技能人才立體式發(fā)展通道;將工程師隊(duì)伍納入培養(yǎng)體系,特別是加大數(shù)字技術(shù)工程師引育力度。支持駐濟(jì)高職院校面向本校學(xué)生開(kāi)展職業(yè)技能等級(jí)認(rèn)定,加大技術(shù)技能復(fù)合型人才培養(yǎng)力度;在數(shù)字、建筑等領(lǐng)域相關(guān)龍頭企業(yè)探索開(kāi)展“一試雙證”試點(diǎn),實(shí)現(xiàn)國(guó)家標(biāo)準(zhǔn)與行業(yè)標(biāo)準(zhǔn)互通、互認(rèn)、互信。這些針對(duì)性強(qiáng)的舉措從體制機(jī)制層面破題,幫助技能人才獲得更高的學(xué)歷認(rèn)證,拓寬職業(yè)發(fā)展路徑,提供更多職業(yè)晉升的機(jī)會(huì)。所以,來(lái)泉城,技能人才們可以盡情展示才華,創(chuàng)造不凡業(yè)績(jī)、演繹出彩人生,泉城天地廣,技高任“你”飛。
評(píng)價(jià)激勵(lì)體系更全、機(jī)制更優(yōu)。水不激不躍,人不激不奮。技能人才既要育得強(qiáng),也要留得住。這次《若干措施》制定就注重聚焦一線、強(qiáng)化激勵(lì)引導(dǎo),提出了開(kāi)展技能人才療休養(yǎng)、組織技能人才典型代表宣講先進(jìn)事跡、符合條件的技能大賽成績(jī)合格者可直接晉升為高技能人才等一系列舉措。此外,《若干措施》還聚焦技能人才成長(zhǎng),拿出了真金白金予以大力支持、精心呵護(hù)。如,每年遴選20名左右“海右計(jì)劃”產(chǎn)業(yè)技能領(lǐng)軍人才,給予最高100萬(wàn)元綜合資助;對(duì)全職引進(jìn)或本土培養(yǎng)的世界技能大賽金牌獲得者、中華技能大獎(jiǎng)獲得者,給予最高200萬(wàn)元獎(jiǎng)勵(lì);對(duì)高技能人才評(píng)價(jià)標(biāo)桿企業(yè)給予10萬(wàn)元一次性補(bǔ)助資金;駐市大學(xué)生創(chuàng)業(yè)孵化中心的企業(yè)(項(xiàng)目),3年房租全免;每年培育5名“濟(jì)南大工匠”、30名“濟(jì)南工匠”,分別給予每人5萬(wàn)元、1萬(wàn)元的資助資金;每年在院校、企業(yè)一線選拔20名“海右技術(shù)技能大師”,給予每人2萬(wàn)元一次性津貼……這一組組數(shù)據(jù)彰顯出了濟(jì)南對(duì)高技能人才的真誠(chéng)愛(ài)護(hù)。所以,在濟(jì)南,技能人才們可以靠技能成才、出力也“出彩”、實(shí)干也“實(shí)惠”、有為也“有位”。

The city has also issued several key documents, including the ‘Implementation Opinions on Establishing a Lifelong Vocational Skills Training System,’ the ‘Selection Management Measures for Chief Technicians in the City of Springs,’ the ‘Implementation Plan for the High-Skilled Talent Cultivation and Improvement Program,’ and the ‘Opinions on Deepening the Jinan Craftsman Construction Project.’ Additionally, Jinan has launched the ‘Golden Blue-Collar Craftsmen’ Aggregation Plan, established ‘Model Worker and Craftsman Innovation Workshops,’ and conducted skills exhibitions, expert lectures, and campus visits by model workers.
