天下英才,聚而用之。當(dāng)下的濟南,確實有廣闊的發(fā)展舞臺。數(shù)字經(jīng)濟、生命健康、智能制造……布局未來產(chǎn)業(yè)的濟南,再一次拋出橄欖枝,向全球人才提供機會、展示誠意。
重點項目是推動高質(zhì)量發(fā)展的“強引擎”。城市綜合實力不斷攀升,為人才提供了更廣闊的平臺和更美好的前景。

2023年,濟南憑借高能級平臺和創(chuàng)新載體的不斷發(fā)展,著力構(gòu)建“1+3+N”的科技創(chuàng)新平臺,即:一個中科院濟南科創(chuàng)城;國家、省、市三級實驗室體系;眾多新型研發(fā)機構(gòu)、技術(shù)創(chuàng)新中心、院士專家工作站等創(chuàng)新載體。作為重點打造的中科院濟南科創(chuàng)城集聚了全國“最強大腦”,先后引進13家“中科系”科研院所,孵化或引進注冊企業(yè)超過100家,把周邊創(chuàng)新集聚區(qū)的科創(chuàng)資源“聚鏈成群”,助力科創(chuàng)資源精準(zhǔn)匹配、精準(zhǔn)對接、精準(zhǔn)落地,加速打通科技成果產(chǎn)業(yè)化通道。國家、省、市三級實驗室體系重點聚焦國家重大科研任務(wù),進一步整合創(chuàng)新資源,增強人才承載能力。濟南前瞻布局一批有潛力的新型研發(fā)機構(gòu),備案省級新型研發(fā)機構(gòu)總數(shù)達到75家,位居山東省首位。

僑夢苑作為國務(wù)院僑辦與地方政府合作的典范,已成為僑商產(chǎn)業(yè)和華僑華人創(chuàng)新創(chuàng)業(yè)的集聚地。截至2023年底,濟南僑夢苑成功吸引900多位海內(nèi)外高層次人才,推動創(chuàng)立160余家高新技術(shù)企業(yè),并促成總投資額高達435億元的240余個重大項目簽約落地。
同時,海歸小鎮(zhèn)作為吸引海歸人才創(chuàng)新創(chuàng)業(yè)的重要平臺,對地方經(jīng)濟社會發(fā)展起到了積極的推動作用。特別是歐美同學(xué)會海歸小鎮(zhèn)(濟南·人工智能),致力于構(gòu)建集先進計算、核心研發(fā)、場景應(yīng)用、人才培養(yǎng)、生態(tài)服務(wù)及國際交流于一體的創(chuàng)新高地,旨在成為海歸人才、新興產(chǎn)業(yè)、核心技術(shù)研發(fā)及產(chǎn)城融合的示范標(biāo)桿。
基于此,高層次人才爭相聚集、大中小企業(yè)融通發(fā)展、生態(tài)環(huán)境綠色宜居的海外人才創(chuàng)新創(chuàng)業(yè)生態(tài)圈正加速形成,助力濟南市加快培育和發(fā)展新質(zhì)生產(chǎn)力注入強勁動力,成為推動城市高質(zhì)量發(fā)展的新引擎。
高校作為科技、人才、創(chuàng)新的交匯點,在推動產(chǎn)業(yè)創(chuàng)新中發(fā)揮著舉足輕重的作用。濟南,擁有52所駐濟高校和近80萬在校師生,其高校資源豐富,位列全國主要城市第14位。濟南深知高校對省會高質(zhì)量發(fā)展的重要性,因此,依托人才政策“雙30條”構(gòu)建了一套全方位、系統(tǒng)化的市校融合發(fā)展政策體系。
城市與高校的最佳關(guān)系是相互支撐、共同成長。濟南通過實施市校融合發(fā)展戰(zhàn)略工程,在與駐濟高校的雙向賦能和互動中,探索出一條符合城市發(fā)展定位、契合城市發(fā)展方向的校地融合之路。近3年來,濟南市累計支持市校融合項目220個,校企共建實訓(xùn)基地1161個,并有多個產(chǎn)教融合項目入選教育部典型案例,多家企業(yè)被評為省級產(chǎn)教融合型企業(yè),形成校地企融合、產(chǎn)學(xué)研互促的良好循環(huán)。
不僅如此,自去年以來,濟南在推進市校融合方面連續(xù)打出“組合拳”。制定《濟南市科技副總選聘管理辦法》《濟南市產(chǎn)業(yè)教授(導(dǎo)師)選聘管理辦法》,促進校地人才雙向交流。出臺《濟南市支持新時代校友經(jīng)濟發(fā)展措施20條》,深度聚合校友資源,打造“高校+校友+資金+產(chǎn)業(yè)+城市”共贏發(fā)展新模式。聚焦全市“項目深化年”,制定《濟南市“項目深化年”人才要素保障十條措施》,提出將加大對知名高校、科研院所的支持力度,鼓勵學(xué)術(shù)界與產(chǎn)業(yè)界緊密結(jié)合,促進科技創(chuàng)新與產(chǎn)業(yè)發(fā)展的融合。
校地融合發(fā)展的這場雙向奔赴,濟南誠意滿滿,寫好城與校的大文章,濟南人才集聚效應(yīng)將加速顯現(xiàn)。
隨著《濟南市新就業(yè)形態(tài)高層次人才認(rèn)定辦法(試行)》《濟南市哲學(xué)社會科學(xué)、文化藝術(shù)和體育高層次人才認(rèn)定辦法(試行)》的出臺,在濟南,“人人皆可成才、人人皆可出彩”不再是一句空話。

In light of this, the city has put in place an all-round and systematic policy system for the integration and development of the citys colleges and universities in accordance with the "Double 30 Articles" of Talent Policy.
