Abstract: The modernization of agriculture and rural areas constitutes a critical foundation for the realization of socialist modernization with Chinese characteristics and is an inevitable requirement for the development of China’s new productive forces. Comprehensively promoting agricultural and rural modernization" constitutes" the internal foundation of building" a farming powerhouse, while" rural revitalization of ethnic areas" serves as" the premise of consolidating the foundation of an agricultural power. Since the 18th National Congress of the Communist Party of" China (CPC), General Secretary Xi Jinping" has conducted numerous inspection and research trips to" ethnic minority areas and" gave a crucial" instruction on the development of rural areas in ethnic" regions, emphasizing “Not" a single ethnic group can be left behind” in the comprehensive pursuit of a moderately prosperous society and a modern socialist country. He additionally" stressed that after poverty alleviation, rural revitalization" should remain a central focal point" and" agricultural and rural modernization" be further accelerated.
The coordinated development of" agricultural modernization and revitalization in rural ethnic areas (hereinafter “the coordinated development”)" is based on" the above" important instruction on “the modernization of agriculture and rural areas”." Its theoretical origins include" the theoretical foundation and practical characteristics of" such coordinated development." This coordinated development is" guided by Marxist theory, supported by fine traditional culture of the Chinese nation, and in line with the requirements of Chinese-style modernization. They have" evolved in a coordinated way during the generation process of General Secretary Xi Jinping’s relevant expositions." What is more, the" modernization of agriculture and rural areas has" been closely intertwined with the CPC Central Committee’s major decisions, central tasks, and work agendas for revitalizing ethnic areas." Moreover, this modernization overlaps with rural ethnic revitalization efforts.
The leadership of the Communist Party of China is the fundamental" guarantee for their practical" interplay. Besides," they share the same overall" goal and have a similar frequency in promoting, aiming to safeguard the interests of the Chinese national community," highlighting" the forging of a strong sense of community for the Chinese nation," coordinating all stakeholders, achieving resource integration, and manifesting the synergistic effect of pluralistic integration" in the development of agriculture and rural areas between ethnic regions and other" parts of the country. This" follows" the general development law of China as a major agricultural" nation, possessing the dual particularities of governance advantages and special national conditions.
In closing, this article asserts that this coordinated development has a threefold value: Theoretical, practical," and global." Theoretically, it bolsters the confidence in theory, history, and culture" with Chinese characteristics by developing" the “three rural issues” theory (agriculture, rural areas," and farmers)." Practically, it jointly promotes" Chinese-style modernization," advances" the Chinese nation’s civilization" as well as" agricultural and rural development," and" consolidates" the foundation of a strong agricultural country. Globally, it conveysnbsp; to the world the" crucial concepts of balanced development between economic construction and ecological civilization as well as between historical-cultural inheritance and modernization, and it summarizes China’s rich experience in co-construction, co-governance, and shared benefits and rural governance in ethnic areas, setting an example for other countries" in agricultural development and rural governance.
