CSSC released the overall plan of blue marine economy complex at the 2023 China Marine Equipment Expo on October 13, proposing a new model and new business format of the integration of primary, secondary and tertiary industries, the integration of superior resources, and the alliance of central and local enterprises in building a maritime power, and opening up a new path to work energetically in the maritime industry.

Realize the integration of offshore wind power, fishing,cultural tourism

The plan puts forward the integrated development of “marine cultural tourism + deepsea aquaculture+ offshore wind power + marine information” , aimed at the problems of industry engaging at will, extensive resource development, underinvestment of high-end marine equipment, low resource utilization for the traditional marine economy development model, and based on the rules and characteristics of robust marine economy demand, strong driving force, high regional integration,gives full play to the core lead of shipbuilding and offshore engineering technology and unique advantages of equipment manufacturing.

Relying on coastal cities, the plan focuses on building four element units of ＂marine cultural tourism + deepsea aquaculture + offshore wind power+ marine information network＂ with strong demand, good foundation and quick results, to release the coupling effect of tourism, aquaculture and green energy.

The complex adopts modular design and regional coordinated deployment, radiates in banding from coastal to deep and high sea,and lay out to build cruise ship and yacht cluster, aquaculture and cultural tourism platforms, deepsea aquaculture industrial park,distributed offshore wind farm,smart micro-grid, deep-sea mobile aquaculture factories and marine information networks among other combined projects of offshore wind power, fishing and cultural tourism.Cruises and yachts are used to connect offshore facilities, building maritime tourism and entertainment transportation network, realize series connection between coastal city complexes with small and mediumsized cruise routes, build maritime tourist and sighseeing belts for coastal cities.Meanwhile, the plan proposes cultivating cruise and health leisure shore-sea interactive integration mode, capturing, driving,meeting the diversified potential consumer demand, building a new business format of the integration of primary, secondary and tertiary industries including offshore wind power, fishing and cultural tourism,shaping the coastal blue ocean economy belt.

From near sea to deep blue

By building the blue marine economy complex, CSSC will fully integrate and utilize advanced equipment technology resources in marine cultural tourism, deep sea aquaculture, marine renewable energy of large cruises, acquaculture factory ships, cultural tourism and acquaculture platforms, large floating offshore wind power, guiding the way for marine resources development to move from single and extensive to comprehensive efficient, from offshore to deep and high sea.

Shandong Yantai large marine ranch complex “Genghai No 1”kicked off the operation of Phase II in May, and the platform integrating CSSC deep sea aquaculture equipment,offshore engineering platform and large cruise integrated innovation technology application successfully created the new business format of the first ＂blue granary＂ + ＂blue cultural tourism＂.

On this basis, relying on its domestic large cruise ship, China's first self-propelled intelligent yacht,the world's first 100,000-ton large intelligent aquaculture factory ship＂Guoxin 1＂ and the world's leading 18 MW offshore wind turbine generator and other advanced technology and equipment resources, by building the marine economy complex ＂distributed offshore wind farm＂, ＂deep sea mobile aquaculture factory＂, ＂deep sea aquaculture industrial park＂ and other target units, CSSC built a distributed smart energy microgrid.The move was aimed at providing green energy and fresh water for maritime activities such as aquaculture, tourism and vessels, achieving self-sufficiency in freshwater at offshore facilities within the complex, and building a full coverage, high reliability, low cost new marine communication network and offshore ship traffic management systemin in the complex to support the digital and intelligent development of maritime economic activities and build an Internet enabling system for marine industries.Moreover, CSSC will accelerate the transfer of nearshore aquaculture and cultural tourism and marine science and technology industries to high and deep sea, and significantly increase the output intensity per unit of sea area.

Central and local businesses make joint efforts

Combining resource characteristics, industrial base and regional advantages of different sea areas, the construction of blue marine economy complex is actively integrated into the strategy of strong marine provinces, they selected a coastal city precision supporting construction resource each in the South China Sea, East China Sea, Yellow Sea and Bohai Sea to build a demonstration project of the blue marine economy complex, and through central and local coordination,prior to carry and try, summed up experience, and opened up the complex construction path.It is expected that by around 2028, more than 50 regional blue marine economy complexes will have been built from south to north in coastal China, and according to the fish fry transport radius, large fry propagation bases will have been deployed and built in Dalian, Yantai,Qingdao, Nantong, Zhoushan, Ningde,Zhanjiang, Lingshui and Lingao cities.

Through the construction and promotion of blue marine economy complexes, marine cultural tourism will change from sunny beaches to high and deep sea experience, and marine aquaculture will shift from near shore to high and deep sea largescale leap-frog development.The development and utilization of marine renewable energy and the new marine information space industry will be further systematically integrated and efficiently promoted.
