建設(shè)青年發(fā)展友好型城市，是深入貫徹落實(shí)習(xí)近平總書記關(guān)于青年工作重要思想的具體舉措，也是培養(yǎng)社會(huì)主義建設(shè)者和接班人的重大戰(zhàn)略任務(wù)。

建設(shè)青年發(fā)展友好型城市，是一場(chǎng)城市與青年的“雙向奔赴”。一方面，要營造良好環(huán)境，滿足青年需求，提高城市對(duì)青年發(fā)展的吸引力、承載力和凝聚力；另一方面，匯聚青年力量，增強(qiáng)青年對(duì)城市發(fā)展的創(chuàng)造力、推動(dòng)力和貢獻(xiàn)力，實(shí)現(xiàn)青年與城市共同成長。

泉城濟(jì)南的青春大劇正精彩上演——

濟(jì)南高度重視青年工作，用最大誠意、最好政策、最優(yōu)服務(wù)，吸引和凝聚青年人才來濟(jì)南創(chuàng)業(yè)發(fā)展，舉全市之力積極推動(dòng)青年發(fā)展友好型城市建設(shè)，把服務(wù)青年發(fā)展的重點(diǎn)事項(xiàng)納入政府工作落實(shí)清單，先后制定出臺(tái)的《濟(jì)南市國民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃綱要和二〇三五年遠(yuǎn)景目標(biāo)》《濟(jì)南市黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展規(guī)劃》等重大規(guī)劃均明確提出建設(shè)“青年發(fā)展友好型城市”，并將“青年發(fā)展友好型城市”建設(shè)納入市第十二次黨代會(huì)報(bào)告，把青年優(yōu)先發(fā)展理念融入城市發(fā)展全局，在城市規(guī)劃、建設(shè)、管理全過程廣泛體現(xiàn)青春元素、照顧青年特點(diǎn)。

今年4月，國務(wù)院新聞辦公室舉行《新時(shí)代的中國青年》白皮書新聞發(fā)布會(huì)，專門提到濟(jì)南建設(shè)青年發(fā)展型城市的探索和實(shí)踐，為全國層面部署這項(xiàng)工作奠定了基礎(chǔ)。

當(dāng)月，中宣部、國家發(fā)展改革委、共青團(tuán)中央等17部門聯(lián)合印發(fā)了《關(guān)于開展青年發(fā)展型城市建設(shè)試點(diǎn)的意見》（以下簡稱《意見》），明確了青年發(fā)展型城市的理念內(nèi)涵，提出了青年發(fā)展型城市建設(shè)的指導(dǎo)思想、基本原則、適用范圍和目標(biāo)任務(wù)。按照《意見》部署，中長期青年發(fā)展規(guī)劃實(shí)施工作部際聯(lián)席會(huì)議辦公室對(duì)外公布全國青年發(fā)展型城市建設(shè)試點(diǎn)和青年發(fā)展型縣域試點(diǎn)名單，濟(jì)南市成功上榜。

5月5日，山東省青年工作聯(lián)席會(huì)議全體會(huì)議審議通過并正式發(fā)布濟(jì)南、青島、淄博等8市《青年發(fā)展友好型城市建設(shè)實(shí)施方案》，標(biāo)志著山東省繼2021年10月在全國率先啟動(dòng)全省域青年發(fā)展友好型城市建設(shè)以來，建設(shè)工作進(jìn)入“縱深實(shí)施”階段。濟(jì)南入選山東省首批青年發(fā)展友好型城市建設(shè)城市，創(chuàng)建期兩年。

青年是一座城市發(fā)展的希望和未來。打造青年發(fā)展友好型城市，不僅是集聚科技、人才等要素的現(xiàn)實(shí)考慮，更是為推動(dòng)產(chǎn)業(yè)提質(zhì)升級(jí)、搶占未來機(jī)遇打下基底。濟(jì)南將打造黃河流域青年人才集聚高地，形成最優(yōu)青年人才生態(tài)圈，為加速向國家中心城市邁進(jìn)釋放更多青年人才紅利，集聚更多的青春智慧，注入更多的青春動(dòng)能；將通過積極踐行青年優(yōu)先發(fā)展理念，更好滿足青年多樣化、多層次發(fā)展需求，讓政策環(huán)境和社會(huì)環(huán)境不斷優(yōu)化，讓青年創(chuàng)新創(chuàng)造活力與城市創(chuàng)新創(chuàng)造活力相互激蕩，讓青年高質(zhì)量發(fā)展和城市高質(zhì)量發(fā)展相互促進(jìn)。建設(shè)“青年發(fā)展友好型城市”對(duì)于濟(jì)南可謂時(shí)代之選、大勢(shì)所趨！

Developing youth-friendly cities is a move to implement General Secretary Xi Jinping’s thoughts on the work for the youth， and a major strategic task to foster the socialist builders and successors.

Developing youth-friendly cities will benefit the youth and the cities with a win-win outcome. It will make cities better places for young people to live and work， offer a variety of programming to give young people the space to collaborate， innovate， and build a brighter future. In return， young people will deliver positive change and power of youthfulness that activate and inspire city’s growth.

Investing the energy of the whole city， Jinan has listed key issues of youth development into government work， made clear it will build a youth-friend city in the “14th Five-Year Plan （2021-2025） for National Economic and Social Development and Vision 2035 of Jinan” and “Jinan’s Plan for Ecological Protection and High-Quality Development in the Yellow River Basin”. It has also included the construction of a youth-friendly city in the report of the 12th Party Congress of Jinan， which recognized the concept of youth-first development as part of the city’s overall plan， and proposed to highlight the elements and characteristics of youth in urban planning.

Young people hold the key to create a better future. Besides gathering technologies， talent and resources， developing youth-friendly cities helps seize the opportunities of the future by promoting industrial quality upgrade. Jinan will build clusters of young talents in the Yellow River basin， and create a dedicate talent ecosystem， so as to leverage the collective vigor and wisdom of the youth for speeding up the construction of a national center city. Jinan is committed to giving priority to youth development， taking into account the full diversity of the youth， rationalizing policy making and creating a better social environment， which makes the youth a wellspring of innovation and creativity， and a driver of high-quality development for the city.
