醫(yī)療事關(guān)百姓利益，醫(yī)院采購是醫(yī)療活動得以進行的基礎(chǔ)。為規(guī)范公立醫(yī)院政府采購活動，優(yōu)化政府采購營商環(huán)境，近日，濰坊市財政局印發(fā)《關(guān)于進一步規(guī)范和加強公立醫(yī)院政府采購監(jiān)督管理工作的通知》，將公立醫(yī)院政府采購活動全部納入政府采購監(jiān)管范疇。

范圍確定，公立醫(yī)院政府采購納入監(jiān)管。根據(jù)《中華人民共和國預(yù)算法》《中華人民共和國政府采購法》等有關(guān)規(guī)定，公立醫(yī)院的財政補助收入以及事業(yè)收入、經(jīng)營性收入和其他收入等資金，均應(yīng)納入本單位預(yù)算管理。公立醫(yī)院使用納入本單位預(yù)算管理的資金采購集中采購目錄以內(nèi)或采購限額標準以上的貨物、工程和服務(wù)，均屬于政府采購范疇。

要求明確，公立醫(yī)院落實采購主體責任。要求公立醫(yī)院強化政府采購主體責任，建立政府采購內(nèi)控制度，依法編制政府采購預(yù)算，嚴格落實政府采購政策，科學確定政府采購需求，擇優(yōu)選擇政府采購代理機構(gòu)，嚴格執(zhí)行法定程序，嚴把合同履約關(guān)口，認真處理質(zhì)疑事項，積極配合有關(guān)部門監(jiān)督檢查。

責任具體，主管預(yù)算單位加強管理指導。公立醫(yī)院的主管預(yù)算單位除依法履行本單位的政府采購法定職責外，還要對所屬公立醫(yī)院的政府采購活動進行管理和指導，并做好公立醫(yī)院采購進口產(chǎn)品和公開招標限額標準以上采用單一來源方式的審查和報批工作。

The public hospitals should include its financial subsidy， busi- ness income， operational income and other incomes into its budget management. The purchase of any goods， projects and services within the catalogue of centralized procurement or above the procurement quota with the funds included in the budget management of public hospitals belongs to the category of government procurement.
