Abstract:The value demand of human beings for future civilization drives the rise of metaverse technology, and the achievements of meta verse technology show the human’s hidden value ideal for future civilization. The value guidance of metaverse technology for the leap of civilization is reflected in the cosmology from the physical universe to the spiritual universe, the outlook on life from real life to the ideal on the other side, the labor view from labor as a means to labor as the purpose, the ecology view from resource competition to resource sharing, and the social outlook from hierarchical governance to united self-governance. The metaverse presents the attribute changes of the internalization and return of the value dimension of human civilization, the pluralistic reconstruction of value content and the reconstruction of value identity. The metaverse metaphors the humanistic value based on the ontology reconstruction, the free value enabled by multiple virtual avatars, the shared value based on the new topological interconnection structure, the equal value based on the core principle of decentralization, and the ecological value based on the infinite regeneration of digital resources. While the value ideal of the metaverse lights up the value change of the real world, it must also break the four value paradoxes and traps, namely, the rupture and deviation of the virtual world from the real world, the manipulation and harvest of the few people by the majority, the blocking and sinking of the degenerate world over the evolution, and the self-indulgence and barbarism of the chaos over the good governance.

Abstract:The practice resources of digital government are rich in forms, and the research resources are extensive, involving many research fields such as computer science, public utilities, commercial economy, public management, government law, engineering, information science, etc. Its construction and development are based on constantly meeting the people’s growing needs for a better life and breaking all kinds of difficulties and obstacles in reality. Based on 214 valid research samples from 2017 to 2022 obtained by searching Chinese core journals, Chinese Social Science Citation Index, China Science and Technology Papers Statistical Source Journals and other databases, this paper focuses on the conceptual framework, technology, legalization and government reform of digital government, demonstrate the theoretical framework and knowledge map of digital government, and evaluate the value and shortcomings of the core issues, in the hope of providing guidance and reference for constructing digital government and even the healthy ecosystem of digital China.

Abstract:To apply the holistic approach to national security and build an all-dimensional and efficient national security system is the fundamental way to maintain the security of modern cities. Modern cities are faced with systematic risks from nature, physical facilities and social fields, and the transmission and transformation of risks aggravate the complexity of urban security. To realize the vision of urban safety, it is necessary not only to prevent systemic risks but also to enhance people’s sense of security and shape a positive urban safety culture. At present, the business division of city government departments causes the fragmentation of risk management, the Tiao-Kuai segmentation leads to the decentralization of urban security, and the separation of security maintenance and shaping restricts the formation of consensus on urban security. Based on the comprehensive and systematic requirements of the holistic approach to national security, we should turn to the holistic approach to governance of urban security, carry out urban risk management in a more systematic and comprehensive way, and solve the problem of fragmented governance; integrate the realization of urban security into the process of urban governance and development, and ultimately serve the interests of the people; cultivate and shape urban security culture and lay a foundation for the formation of urban safety community.

Abstract:How does the collaboration in local government emergency prevention fail? Based on the existed research in related fields and through the analysis of the case of urban gas regulation special action with the framework provided by SOR theory, this paper found that the pressure of “workload” and “accountability” caused by multiple environmental factors resulted in the individual behavior of “selective relief” and the group action of “competitive avoidance of responsibility” , which further led to the failed collaboration in local government emergency prevention. The “window of opportunity” opened by “risk perception” and “action consensus” in the same direction, and the “opportunity space” formed by the joint disorder of “role-supervision-measurement” create the possibility and provide conditions for the failed collaboration in local government emergency prevention. The coupling of the two is the direct switch that triggers the failed collaboration in local government emergency prevention. The model constructed in this paper tries to provide a new perspective for understanding the generative mechanism of collaborative failure in the inter-departmental cooperative actions of local governments in the context of China.

Abstract:With the innovation and development of information technology, the interactive and participative nature of cyberspace is increasing. The digital information flow space in the sense of technology has evolved into the social communication space in the sense of concept transmission, and gradually has the basic elements as a new space for public participation. However, the coexistence of publicness and anti-publicness, which is characterized by multiple paradoxes such as decentralization and re-centralization, blending of ideas and assimilation of ideas, diversity and narrowing of information, deep interconnection and shallow communication, massive issues and limited attention, has created a complicated situation of public participation in cyberspace. As a result, public participation in cyberspace can not only expand the field of public space, nurture the critical public and strengthen the spread of public issues, but also may encounter difficulties such as the erosion of public space by capital forces, uneven discourse power and manipulation of issues. Therefore, to promote the benign operation of public participation in cyberspace, it is necessary to focus on following the logic of public participation to optimize cyberspace, cultivating the subjective spiritual quality required by public participation, enhancing the deep breaking ability of important public issues and strengthening the order governance of public participation in cyberspace.
