重點(diǎn)項(xiàng)目是高質(zhì)量發(fā)展的主抓手、主引擎，是撬動經(jīng)濟(jì)發(fā)展的總開關(guān)。

11月19日，煙臺舉行重點(diǎn)項(xiàng)目集中開工和重點(diǎn)項(xiàng)目集中簽約暨中國（山東）自由貿(mào)易試驗(yàn)區(qū)煙臺片區(qū)兩周年推介活動。這是貫徹落實(shí)黨的十九屆六中全會精神、加快新舊動能轉(zhuǎn)換、推動高質(zhì)量發(fā)展的重要舉措，這既是對全市項(xiàng)目建設(shè)新成果的集中展示，更是對決勝全年任務(wù)目標(biāo)、謀劃明年項(xiàng)目建設(shè)的再動員。

全市各級各部門切實(shí)把思想和行動統(tǒng)一到市委、市政府各項(xiàng)安排上來，緊盯項(xiàng)目生命線、全力奮戰(zhàn)四十天，提振精神、鼓足干勁，推動全年工作圓滿收官、明年工作強(qiáng)勢開局。

初冬的煙臺，再次吹響向項(xiàng)目要效益、向項(xiàng)目要發(fā)展的沖鋒號。

11月19日上午，煙臺在經(jīng)濟(jì)技術(shù)開發(fā)區(qū)接續(xù)舉行了全市重點(diǎn)項(xiàng)目集中開工、全市重點(diǎn)項(xiàng)目集中簽約暨中國（山東）自由貿(mào)易試驗(yàn)區(qū)煙臺片區(qū)兩周年推介兩場以“項(xiàng)目”為主題的重要活動。

總投資344億元的74個(gè)項(xiàng)目集中開工，總投資620億元的45個(gè)項(xiàng)目集中簽約。這些項(xiàng)目規(guī)模大、帶動強(qiáng)、前景好，將為煙臺決勝四季度、實(shí)現(xiàn)“十四五”良好開局注入強(qiáng)勁動力。

“我宣布，全市重點(diǎn)項(xiàng)目集中開工！”9時(shí)30分左右，隨著一聲令下，此次重點(diǎn)項(xiàng)目開工活動的主會場——環(huán)磁山國際科研走廊創(chuàng)新園圃項(xiàng)目現(xiàn)場一片沸騰，工人們精神抖擻，各種工程車輛整裝待發(fā)。

環(huán)磁山國際科研走廊創(chuàng)新園圃項(xiàng)目總投資18億元，重點(diǎn)培育工業(yè)互聯(lián)網(wǎng)、5G、人工智能、大數(shù)據(jù)等科創(chuàng)孵化項(xiàng)目，將于2023年建成投用。

當(dāng)日，在煙臺開發(fā)區(qū)主會場，共有總投資84.91億元的12個(gè)重點(diǎn)項(xiàng)目集中開工，包括省重點(diǎn)項(xiàng)目2個(gè)、市重點(diǎn)項(xiàng)目3個(gè)，涵蓋先進(jìn)制造、高端研發(fā)、金融服務(wù)、新能源、基礎(chǔ)設(shè)施等多個(gè)領(lǐng)域。

項(xiàng)目為王，只爭朝夕。與主會場同步，煙臺各縣市區(qū)重點(diǎn)項(xiàng)目開工活動也緊鑼密鼓地推進(jìn)——

在高新區(qū)分會場，煙臺東源產(chǎn)業(yè)園項(xiàng)目、山東長城圣非凡項(xiàng)目、艾多美健康食品產(chǎn)業(yè)項(xiàng)目等在內(nèi)的10個(gè)項(xiàng)目集中開工。

在牟平分會場，豐金醫(yī)美項(xiàng)目開工建設(shè)，項(xiàng)目計(jì)劃總投資6億元，主要以醫(yī)美、美妝產(chǎn)品及生物原料為發(fā)展方向，建設(shè)年產(chǎn)醫(yī)美產(chǎn)品2000萬支生產(chǎn)線一條，年產(chǎn)化妝品2億支生產(chǎn)車間一座，以及年產(chǎn)50噸透明質(zhì)酸、年產(chǎn)15噸醫(yī)藥級透明質(zhì)酸、年產(chǎn)40噸聚谷氨酸等化妝品原料及產(chǎn)品的生產(chǎn)線。

在海陽山東長江職業(yè)技術(shù)學(xué)院項(xiàng)目分會場，彩旗飄揚(yáng)，工人集結(jié)，挖掘機(jī)破土開挖。學(xué)院建設(shè)將圍繞現(xiàn)代制造、智能制造和現(xiàn)代服務(wù)業(yè)，通過產(chǎn)教融合的“雙元制”辦學(xué)模式，培養(yǎng)高端專業(yè)技術(shù)應(yīng)用型人才。此次活動，海陽共有6個(gè)項(xiàng)目集中開工，總投資65.9億元……

開工儀式上，共集中開工74個(gè)項(xiàng)目，總投資344億元，計(jì)劃年內(nèi)完成投資53億元。

經(jīng)濟(jì)發(fā)展，項(xiàng)目為要。一組數(shù)據(jù)，足以佐證煙臺緊抓項(xiàng)目建設(shè)的鏗鏘步伐：今年以來，煙臺把項(xiàng)目建設(shè)作為“六穩(wěn)”“六?！钡膲号撌?，提振精神、鼓足干勁、集中攻堅(jiān)。截至10月底，全市115個(gè)省級重點(diǎn)建設(shè)類項(xiàng)目開復(fù)工率達(dá)到100%，當(dāng)年累計(jì)完成投資742.6億元，投資完成率超過100%，開復(fù)工率和完成投資均居全省首位；394個(gè)市級重點(diǎn)建設(shè)類項(xiàng)目開復(fù)工率98%，當(dāng)年累計(jì)完成投資1532.8億元，投資完成率超過100%。

全市重點(diǎn)項(xiàng)目集中開工儀式后，在煙臺經(jīng)濟(jì)技術(shù)開發(fā)區(qū)，另一場關(guān)于項(xiàng)目的大會——全市重點(diǎn)項(xiàng)目集中簽約暨中國（山東）自由貿(mào)易試驗(yàn)區(qū)煙臺片區(qū)兩周年推介活動接續(xù)舉行。

在更大范圍共享自貿(mào)機(jī)遇、推進(jìn)合作發(fā)展，再掀開放發(fā)展新熱潮。活動上，一場以《攜手自貿(mào)煙臺 擁抱無限未來》為主題的推介活動，吸引了與會者的目光。

這是一份頗為亮眼的成績單。

兩年多來，山東自貿(mào)試驗(yàn)區(qū)煙臺片區(qū)緊盯“為國家試制度、為地方謀發(fā)展”，全面深化制度創(chuàng)新，平均每5天推出1項(xiàng)制度創(chuàng)新成果、累計(jì)達(dá)到147項(xiàng)，平均每天落戶3個(gè)外資外貿(mào)企業(yè)、累計(jì)新增企業(yè)1萬多家，在全市千分之二的土地上創(chuàng)造了1/3的實(shí)際外資和近1/2的外貿(mào)進(jìn)出口，自貿(mào)區(qū)既當(dāng)“試驗(yàn)田”又當(dāng)“高產(chǎn)田”、既是“測試場”又是“加速場”，賦能效應(yīng)持續(xù)釋放。

優(yōu)質(zhì)的環(huán)境也贏得了城市合伙人的高度贊譽(yù)。2000年，日本厚木株式會社來到煙臺開發(fā)區(qū)，從成立第一家合資公司開始，至今已經(jīng)投資設(shè)立了3家企業(yè)，累計(jì)投資額超過7000萬美元，員工總?cè)藬?shù)超過1100人。煙臺經(jīng)濟(jì)技術(shù)開發(fā)區(qū)是厚木公司在海外投資額最大、產(chǎn)值最高的區(qū)域。更深度的合作，已經(jīng)敲定。今年，厚木公司總部將在煙臺開發(fā)區(qū)再投資5000萬美元的新項(xiàng)目，將日本青森工廠的高端產(chǎn)品線和科技含量更高的新材料導(dǎo)入新工廠，繼續(xù)擴(kuò)大產(chǎn)能。

與日本厚木株式會社一樣，對自貿(mào)煙臺青睞有加的投資者正愈來愈多?；顒由?，煙臺開發(fā)區(qū)沖刺四季度共簽約20個(gè)重點(diǎn)項(xiàng)目、5個(gè)科創(chuàng)平臺。20個(gè)項(xiàng)目總投資約133億元。其中，產(chǎn)業(yè)項(xiàng)目15個(gè)，總投資112億元；總部項(xiàng)目5個(gè)，總投資21億元。

當(dāng)前，煙臺正處在轉(zhuǎn)型發(fā)展的關(guān)鍵時(shí)期。加快構(gòu)建“1+233”工作體系和“12335”中心城區(qū)建設(shè)格局，必須把項(xiàng)目作為經(jīng)濟(jì)發(fā)展主抓手，以此擴(kuò)大有效投資、促進(jìn)穩(wěn)定增長。昨天的活動上，共有總投資620億元的45個(gè)項(xiàng)目集中簽約，涉及產(chǎn)業(yè)、園區(qū)、總部等不同項(xiàng)目類型，涵蓋了高端化工、裝備制造、新一代信息技術(shù)等多個(gè)投資領(lǐng)域，必將對振興縣域經(jīng)濟(jì)、推動全市發(fā)展產(chǎn)生重要作用。

一粒粒重大項(xiàng)目的“種子”已經(jīng)播下，需要用實(shí)干的汗水來澆灌，用奮斗的精神來呵護(hù)。煙臺全市將聚焦目標(biāo)再沖刺，以戰(zhàn)斗者、奮斗者的姿態(tài)干在前、走在先，當(dāng)好金牌“店小二”，營造一流營商環(huán)境，全力攻堅(jiān)四季度。

促項(xiàng)目，重在強(qiáng)化保障。下一步，煙臺將全面落實(shí)“要素跟著項(xiàng)目走”機(jī)制，集中優(yōu)勢資源向重點(diǎn)項(xiàng)目傾斜，逐個(gè)項(xiàng)目破解制約瓶頸，解決好用地、能耗、資金等方面問題。特別是將進(jìn)一步完善容缺受理、并聯(lián)審批、綠色通道等制度，深入開展“聽企業(yè)訴求、幫企業(yè)解憂、促企業(yè)發(fā)展”活動，撲下身子到一線，幫企業(yè)破困局解難題。

戰(zhàn)鼓催征，使命必達(dá)。煙臺全市上下正以昂揚(yáng)的精神、高效的執(zhí)行，加壓奮進(jìn)、全力挖潛，奮力按下項(xiàng)目建設(shè)“快進(jìn)鍵”，比謀劃看儲備、比招引看投資、比開工看進(jìn)度、比服務(wù)看實(shí)效，確保圓滿完成全年目標(biāo)任務(wù)，順勢謀劃好明年開局工作。

On the morning of November 19， at Yantai Economic and Technological Development Zone， Yantai successively held two events concerning the central operation start of key projects and central contract signing of key projects & the second anniversary of the China （Shandong） Pilot Free Trade Zone Yantai District Two Anniversary， both of which aims to promote investment.

74 projects with a total investment of 34.4 billion yuan were started， and 45 projects with a total investment of 62 billion yuan were signed. These projects are of large scale， strong driving force and good prospects， which will inject strong impetus into Yantai’s decisive victory in the fourth quarter and a good start to the “14th Five-Year Plan”.

“I announce that the city’s key projects will be started！” At about 9：30， with an order， the main venue of the key project’s start-up activity—Huancishan International Scientific Research Corridor Innovation Park Project site was full of joy. The workers and all kinds of construction vehicles are ready to go to the construction sites.

Huancishan International Scientific Research Corridor Innovation Park Project has a total investment of 1.8 billion yuan， focusing on cultivating industrial Internet， 5G， artificial intelligence， big data and other science and technology incubation projects， which will be completed and put into use in 2023.

On the same day， in the main venue of Yantai Development Zone， a total of 12 key projects with a total investment of 8.491 billion yuan were intensively started， including 2 provincial key projects and 3 municipal key projects， covering advanced manufacturing， high-end R&D， financial services， new energy， and infrastructure.

Synchronously with the main venue， the start-up activities of key projects in various counties and cities in Yantai are also proceeding in full swing.

At the venue of the High-tech Zone， 10 projects including the Yantai Dongyuan Industrial Park project， the Shandong Great Wall Shengfei project， and the Atomy health food industry project were started in a concentrated manner.

In the Muping branch venue， the Fengjin Medical Beauty Project started construction. The total planned investment of the project is 600 million yuan. The development direction of the project is mainly based on medical beauty， beauty products and biological raw materials. There is a 200 million cosmetics production workshop， and a production line with an annual output of 50 tons of hyaluronic acid， an annual output of 15 tons of pharmaceutical grade hyaluronic acid， an annual output of 40 tons of polyglutamic acid and other cosmetic raw materials and products.
