Abstract:After the Afghanistan War,the Taliban reorganized and established a flat organizational structure with a more diverse composition and a pragmatic ideology.The Taliban cater to the political culture and demands of the vast rural and tribal society of Afghanistan,provide them with necessary public goods,meet the safety needs of local people,and achieve social mobilization.In contrast,Afghan government’s centralization reform and construction of the countryside have failed.The construction of political system results in the gamble among different ethnic groups.The Taliban has filled the power vacuum in the countryside,eroded and dismantled the local power in Afghanistan,and seized power.Taliban has faced difficulties and problems.
