摘要 研究廣西涉農(nóng)高校產(chǎn)業(yè)服務(wù)隊(duì)開展鄉(xiāng)村產(chǎn)業(yè)幫扶情況,有助于更好地發(fā)揮涉農(nóng)高校現(xiàn)代農(nóng)業(yè)科技和人才支撐作用。運(yùn)用文獻(xiàn)分析法、訪談法,就廣西大學(xué)、廣西農(nóng)業(yè)職業(yè)技術(shù)學(xué)院、廣西職業(yè)技術(shù)學(xué)院、廣西生態(tài)工程職業(yè)技術(shù)學(xué)院4所涉農(nóng)高校產(chǎn)業(yè)服務(wù)隊(duì)助推鄉(xiāng)村產(chǎn)業(yè)發(fā)展的實(shí)踐,提出優(yōu)化人員構(gòu)成,加強(qiáng)人員培訓(xùn)以及團(tuán)隊(duì)之間的合作交流,提升團(tuán)隊(duì)科技服務(wù)能力;以校對接縣(市、區(qū))政府、企業(yè)和鄉(xiāng)村產(chǎn)業(yè)示范基地,強(qiáng)化校地、校企合作等措施,進(jìn)一步改進(jìn)服務(wù)成效,推動(dòng)鄉(xiāng)村產(chǎn)業(yè)高質(zhì)量發(fā)展,帶動(dòng)一方百姓富裕。

The Exploration of the Industrial Service Teams of Agriculture-related Universities in Guangxi to Build Rural Areas with Thriving Businesses

Abstract Research on the rural industry support of Guangxi agriculture-related university industrial service teams will help to better play the supporting role of modern agricultural science and technology and talents in agriculture-related universities. We use the methods of literature analysis and interview base on Guangxi University, Guangxi Agricultural Vocational College,Guangxi Vocational and Technical College,Guangxi Eco-Engineering Vocational and Technical Colleges practice of supporting rural industries, proposing measures such as optimize the team members, further education and training, exchanges and cooperation to enhance the teams ability of scientific and technological service,connect schools with county, enterprise and rural industry demonstration base, strengthen cooperation between schools and local governments,schools and enterprises to further improve service effectiveness, so as to promote the quality development of rural industry, improve the livelihoods and well-being of rural residents.

習(xí)近平在2020年中央農(nóng)村工作會(huì)議上強(qiáng)調(diào),推進(jìn)鄉(xiāng)村振興,守住脫貧攻堅(jiān)成果,做好鞏固拓展脫貧攻堅(jiān)成果同鄉(xiāng)村振興有效銜接,對脫貧地區(qū)產(chǎn)業(yè)幫扶還要繼續(xù)[1]。黨的十八大以來,廣西落實(shí)黨中央和自治區(qū)脫貧攻堅(jiān)戰(zhàn)決策部署,實(shí)施鄉(xiāng)村振興戰(zhàn)略,鄉(xiāng)村產(chǎn)業(yè)發(fā)展取得了積極成效[2],實(shí)現(xiàn)從無到有、從小到大、從弱到強(qiáng)的轉(zhuǎn)變。但存在產(chǎn)業(yè)同質(zhì)化,產(chǎn)業(yè)鏈條較短,高投入、低產(chǎn)出,農(nóng)產(chǎn)品銷售難、農(nóng)民自主發(fā)展能力不足等問題,僅靠鄉(xiāng)村一線的干部群眾很難維持產(chǎn)業(yè)項(xiàng)目的健康、可持續(xù)發(fā)展,仍需要長期培育和支持。涉農(nóng)高校是我國農(nóng)業(yè)科技研究、成果轉(zhuǎn)化、技術(shù)推廣和農(nóng)業(yè)服務(wù)的重要力量,與普通高校產(chǎn)業(yè)幫扶相比[3],在產(chǎn)業(yè)幫扶技術(shù)指導(dǎo)方面具有無可比擬的顯著優(yōu)勢。與農(nóng)業(yè)科研院所產(chǎn)業(yè)幫扶不同,涉農(nóng)高校產(chǎn)業(yè)幫扶專家從事管理和教學(xué)工作,投入產(chǎn)業(yè)幫扶的時(shí)間和精力有限。因此,研究涉農(nóng)高校產(chǎn)業(yè)服務(wù)團(tuán)隊(duì)如何開展科技服務(wù),幫扶成效及其存在的問題和面臨的挑戰(zhàn),有助于提高涉農(nóng)高校產(chǎn)業(yè)幫扶的針對性、實(shí)效性,更好地發(fā)揮涉農(nóng)高校現(xiàn)代農(nóng)業(yè)科技和人才支撐作用。
1 廣西涉農(nóng)高校產(chǎn)業(yè)服務(wù)隊(duì)的歷史緣由與發(fā)展現(xiàn)狀
1.1 廣西涉農(nóng)高校產(chǎn)業(yè)服務(wù)隊(duì)的歷史緣由
廣西涉農(nóng)高校產(chǎn)業(yè)服務(wù)隊(duì)泛指廣西涉農(nóng)高校組建的服務(wù)地方政府和企業(yè)產(chǎn)業(yè)發(fā)展的專家團(tuán)隊(duì)。近年來,為助推脫貧攻堅(jiān)和地方農(nóng)業(yè)發(fā)展提供強(qiáng)大的科技和人才支撐,廣西涉農(nóng)高校根據(jù)自身實(shí)際組建產(chǎn)業(yè)服務(wù)專家團(tuán)隊(duì)。各團(tuán)隊(duì)的組建緣由各不相同,廣西大學(xué)產(chǎn)業(yè)服務(wù)團(tuán)隊(duì)的組建主要致力于農(nóng)業(yè)技術(shù)推廣,其他涉農(nóng)高校產(chǎn)業(yè)服務(wù)團(tuán)隊(duì)的組建主要是為解決自身定點(diǎn)幫扶的鄉(xiāng)村產(chǎn)業(yè)發(fā)展存在的突出問題,切實(shí)加大技術(shù)服務(wù)力度,推動(dòng)定點(diǎn)幫扶鄉(xiāng)村產(chǎn)業(yè)發(fā)展,帶動(dòng)群眾脫貧致富。
