With the aforementioned questions, we conducted a deep discussion with 17 top economists.

關(guān)于地方振興，第一個(gè)是要掌握“雙循環(huán)”的核心。這個(gè)核心就是推動(dòng)形成以國(guó)內(nèi)大循環(huán)為主體，國(guó)內(nèi)國(guó)際“雙循環(huán)”相互促進(jìn)的新發(fā)展格局。地方振興非常重要的一點(diǎn)是，要充分發(fā)揮中國(guó)國(guó)內(nèi)超大市場(chǎng)的優(yōu)勢(shì)。

同時(shí)要注意到以下三點(diǎn)：一是發(fā)揮各城市的優(yōu)勢(shì)，根據(jù)國(guó)內(nèi)超大市場(chǎng)優(yōu)勢(shì)，看一看省市里面有哪些可以發(fā)揮的，把地方特色跟優(yōu)勢(shì)加入中國(guó)國(guó)內(nèi)超大市場(chǎng)優(yōu)勢(shì)中，形成中國(guó)超大市場(chǎng)新能量。這個(gè)是中國(guó)的一個(gè)正能量，一個(gè)大的增量。因?yàn)橹袊?guó)在以國(guó)內(nèi)大循環(huán)為主體的時(shí)候，各省市是主力軍，是中國(guó)核心的力量。二是要看到有哪些不足的地方。各省市在打造以形成國(guó)內(nèi)大循環(huán)為主體的過(guò)程中，發(fā)揮國(guó)內(nèi)超大市場(chǎng)優(yōu)勢(shì)的過(guò)程中，特別是在國(guó)內(nèi)國(guó)際“雙循環(huán)”相互促進(jìn)的新發(fā)展格局下，要善于補(bǔ)齊短板。三是在打造國(guó)內(nèi)大循環(huán)為主體的時(shí)候，不是閉門(mén)造車，關(guān)起門(mén)來(lái)自己搞，而是更加主動(dòng)地對(duì)外開(kāi)放。

各省市應(yīng)該看到，在這個(gè)“雙循環(huán)”中，中國(guó)是越來(lái)越開(kāi)放的、包容的，要把全球生產(chǎn)的要素，跟各省生產(chǎn)要素配置起來(lái)。同時(shí)對(duì)國(guó)內(nèi)的超大市場(chǎng)有哪些幫助，要一一地做分析。籠統(tǒng)地認(rèn)為各省市自己封閉地搞，是一種錯(cuò)誤的觀點(diǎn)。一定要全力利用好中國(guó)國(guó)內(nèi)的超大市場(chǎng)優(yōu)勢(shì)，把這個(gè)優(yōu)勢(shì)做大、做強(qiáng)，把這樣的潛力、正能量更好地發(fā)揮出來(lái)。

The key to local revitalization lies in the core of the “dual circulation”.That is to create a new development pattern whereby domestic and foreign markets can boost each other, with the domestic market as the mainstay.It is also very important to fully leverage the super large Chinese market.

Besides, attention should be paid to the following three points:First, China should give full play to the characteristics of different cities based on the advantages of its super large market.The integration of local features into the super large Chinese market will provide the market with new energy, which is an increment in China’s positive development.In the domestic market, which is the mainstay in the dual circulation, Chinese provinces, autonomous regions, and municipalities directly under the Central Government serve as the main force.Second, China needs to identify and overcome its weaknesses.It is necessary for the country to make up for the shortcomings when developing the domestic market as the mainstay, leveraging the super large market and establishing the new development pattern where domestic and international markets reinforce each other.Last, to make the domestic market play a leading role, China must be more proactive to open wider to the outside world instead of developing behind closed doors.

It’s obvious that the dual circulation will make China open wider and become more inclusive, and what China needs to do is to match production factors across the world to that of Chinese provinces, autonomous regions, and municipalities directly under the Central Government.In addition, the role of these factors in boosting the domestic super large market should be analyzed one by one.It is not advisable to divorce the development of China from the world.Therefore, China should make every effort to build its domestic market and better leverage its advantages and potential.
