為進(jìn)一步推動(dòng)外交青年增強(qiáng)“四個(gè)意識(shí)”，堅(jiān)定“四個(gè)自信”，堅(jiān)決做到“兩個(gè)維護(hù)”，加強(qiáng)對(duì)國(guó)情、社情、民情了解，增強(qiáng)統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局的意識(shí)。8月18日至21日，外交部團(tuán)委組織“根在基層”青年干部調(diào)研團(tuán)一行29人到重慶學(xué)習(xí)調(diào)研，深入基層，全面了解黨中央出臺(tái)的有關(guān)政策在基層的貫徹落實(shí)情況。

8月19日上午，“根在基層”青年干部調(diào)研座談會(huì)在重慶外事大樓舉行。市政府外辦黨組成員、副巡視員王廣成對(duì)調(diào)研團(tuán)一行表示歡迎，并向調(diào)研團(tuán)介紹了重慶市貫徹落實(shí)習(xí)近平總書記今年上半年來渝調(diào)研時(shí)的重要講話精神及近年來全市對(duì)外開放發(fā)展情況。外交部團(tuán)委副書記王燁萌向市政府外辦對(duì)于此次調(diào)研活動(dòng)的支持和幫助表示感謝，并介紹了“根在基層”中央國(guó)家機(jī)關(guān)青年干部調(diào)研實(shí)踐活動(dòng)的基本情況和重要意義。她說，希望外交青年們?cè)诖诵兄姓J(rèn)真聆聽、感悟和思考，在今后的工作中積極發(fā)揮影響，助力重慶對(duì)外開放。

據(jù)介紹，從2008年開始，中央和國(guó)家機(jī)關(guān)工委每年開展以“根在基層”為主題的青年基層調(diào)研實(shí)踐活動(dòng)，由中央和國(guó)家機(jī)關(guān)各部門根據(jù)職責(zé)分工和調(diào)研課題需要，牽頭有關(guān)部門、國(guó)企等單位組成青年聯(lián)合調(diào)研團(tuán)，赴地方開展調(diào)研實(shí)踐活動(dòng)，取得良好成效。

在渝期間，調(diào)研團(tuán)參觀了重慶中國(guó)三峽博物館和重慶市規(guī)劃展覽館，了解我市歷史文化及城市建設(shè)規(guī)劃發(fā)展情況;考察了兩江數(shù)字經(jīng)濟(jì)產(chǎn)業(yè)園招商中心、重慶豬八戒網(wǎng)絡(luò)有限公司、重慶中科云從科技有限公司，了解兩江新區(qū)重點(diǎn)產(chǎn)業(yè)布局情況，以及大數(shù)據(jù)智能化創(chuàng)新成果;前往重慶國(guó)際物流樞紐園區(qū)，聽取園區(qū)建設(shè)及中歐班列（重慶）運(yùn)營(yíng)情況，車覽鐵路集裝箱中心站等;赴渣滓洞、白公館、紅巖革命紀(jì)念館和八路軍辦事處舊址等革命傳統(tǒng)和愛國(guó)主義教育基地，學(xué)習(xí)英烈精神，弘揚(yáng)革命傳統(tǒng)。

調(diào)研團(tuán)中的外交青年紛紛表示，重慶是具有光榮革命傳統(tǒng)的歷史文化名城和紅巖精神發(fā)源地，在國(guó)家區(qū)域發(fā)展和對(duì)外開放格局中發(fā)揮重要作用。當(dāng)前，重慶各級(jí)黨組織深入貫徹習(xí)近平總書記關(guān)于重慶發(fā)展“兩點(diǎn)”定位、“兩地”“兩高”目標(biāo)、發(fā)揮“三個(gè)作用”和營(yíng)造良好政治生態(tài)的重要指示要求，勇?lián)姑?、開拓創(chuàng)新，推動(dòng)各項(xiàng)工作不斷取得新成績(jī)。本次調(diào)研實(shí)踐活動(dòng)緊密結(jié)合“不忘初心、牢記使命”主題教育，通過深入基層了解國(guó)情社情民情，重溫黨的歷史和優(yōu)良傳統(tǒng)，幫助青年同志接受思想洗禮，進(jìn)一步深入學(xué)習(xí)貫徹習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想和習(xí)近平外交思想，牢固樹立“外交為民”理念，不斷提高對(duì)外講好中國(guó)故事的能力，以更加昂揚(yáng)的斗志，譜寫中國(guó)特色大國(guó)外交事業(yè)的青春樂章。

In order to further promote young diplomats to enhance the “Four Consciousness”， strengthen the “Four Self-confidence”， resolutely achieve “Two Safeguards”， promote understanding of conditions of our nation， society and people， and enhance the awareness of coordinating domestic and international overall situations， the Youth League Committee of the Ministry of Foreign Affairs organized a delegation of 29 young cadres of “Keep the Grass-Roots” from August 18 to 21. In the process， we conducted research in Chongqing and engaged in deep exchanges with grass roots to fully understand the implementation of the relevant policies issued by the Party Central Committee at the grass-roots level.

On the morning of August 19， a symposium on the investigation of young cadres for “Keep the Grass-Roots” was held in Chongqing Foreign Affairs Building. Wang Guangcheng， the member and deputy inspector of Foreign Affairs Office of Chongqing Municipal People’s Government， welcomed the delegation and introduced to the delegation the spirit of the important speeches made by General Secretary Xi Jinping in the first half of this year in Chongqing and the development of the city’s opening up in recent years. Wang Yemeng， Deputy Secretary of the Youth League Committee of the Ministry of Foreign Affairs， thanked the Foreign Affairs Office of the municipal government for its support and assistance in the investigation， and introduced the basic situation and important significance of the investigation and practice of “Keep the Grass-Roots” young cadres of state organs. She said she hoped that the young diplomats would listen， understand and think carefully during the trip， and play an active role in the future work to help Chongqing open up wider to the outside world.

According to reports， since 2008， the central and state organs’ work committees have carried out annual grass-roots youth research and practice activities with the theme of “Keep the Grass-Roots”. Departments of the central and state organs， in accordance with the division of responsibilities and the needs of research topics， led relevant departments， state-owned enterprises and other units to form youth joint research delegations for local researches， which have achieved good results.

The investigation group visited Chongqing Three Gorges Museum and Chongqing Planning Exhibition Hall to understand the history and culture of the city and its development of urban construction planning. They also inspected the Investment Promotion Center of Liangjiang Digital Economic Industrial Park， Chongqing Zhubajie Network Co.， Ltd. and Chongqing CloudWalk Science and Technology Co.， Ltd.， to understand the distribution of key industries and the smart innovative achievements of big data in Liangjiang New Area. They visited Chongqing International Logistics Hub Park to know about the construction of the park and the operation of the China-Europe Express （Chongqing） and to see the railway container of center station. After that， they went to the revolutionary traditions and patriotism education bases such as Prison Zhazi， Bai’s Residence， Hongyan Revolution Memorial Hall and the old site of the Eighth Route Army Office to learn the spirit of heroism and carry forward the revolutionary tradition.

The young diplomats in the delegation said that Chongqing is a famous historical and cultural city with glorious revolutionary traditions and the birthplace of Hongyan Spirit， which plays an important role in the national and regional development and the pattern of opening to the outside world. At present， the Party organizations at all levels in Chongqing carry out the important instructions of General Secretary Xi Jinping on Chongqing’s “two points” positioning， the “two places” and “two high” objectives， the “three roles” to play and the creation of a sound political ecology. They should take on the mission bravely， pioneer and innovate， and promote new achievements in all aspects of work. This research and practice activity closely combines the education theme of “remain true to our original aspiration and keep our mission firmly in mind”. Through grass-roots understanding of the national conditions， social conditions and people’s conditions， revisiting the Party’s history and fine traditions， young comrades benefited in accepting the ideological baptism and further study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on Diplomacy. It is a must to firmly establish the concept of “diplomacy for the people” and constantly improve our ability to tell Chinese stories to the outside world， so as to compose the youthful movement of the diplomatic cause of major country diplomacy with Chinese characteristics with a more vigorous spirit of struggle.
