為進(jìn)一步深化重慶與明斯克州及白俄羅斯友好合作，3月21日至25日，白俄羅斯明斯克州州長(zhǎng)伊薩琴科率明斯克州代表團(tuán)成功訪問(wèn)重慶，白俄羅斯駐華大使魯?shù)?、明斯克州副州長(zhǎng)羅戈舒克隨同來(lái)訪。22日，市委副書(shū)記、市長(zhǎng)唐良智會(huì)見(jiàn)了伊薩琴科一行。白俄羅斯駐華大使魯?shù)?，白俄羅斯明斯克州副州長(zhǎng)羅戈舒克，副市長(zhǎng)潘毅琴參加會(huì)見(jiàn)。

From March 21st to 25th, 2019, Anatoly Isachenko,Governor of the Minsk Region, accompanied by Kirly Rudy, Belarusian Ambassador to China, Rahashchuk,Deputy Governor of the Minsk Region, led a delegation to visit Chongqing, in order to further deepen the friendly mutual cooperation. On March 22nd, Tang Liangzhi, Deputy Secretary of Chongqing Municipal Party Committee and Mayor, met with Isachenko and his delegation, as well as Kirly Rudy, and Rahashchuk.

唐良智說(shuō)，重慶與白俄羅斯友好交往和經(jīng)貿(mào)合作歷史源遠(yuǎn)流長(zhǎng)，中歐班列重慶—白俄羅斯直達(dá)往返班列常態(tài)化開(kāi)行，重慶市與明斯克州建立了友好市州關(guān)系，雙方互設(shè)了重慶文化旅游明斯克推廣中心和白俄羅斯旅游文化商品中心。希望雙方共同促進(jìn)機(jī)械制造、新能源、農(nóng)產(chǎn)品加工等產(chǎn)業(yè)領(lǐng)域合作，繼續(xù)深化中歐班列（重慶）的宣傳推廣、貨源組織、倉(cāng)儲(chǔ)物流、進(jìn)出口貿(mào)易等方面合作，進(jìn)一步加強(qiáng)文化旅游和教育醫(yī)療領(lǐng)域合作。

Tang Liangzhi said that Chongqing and Belarus have a long history of friendly exchanges and economic and trade cooperation; the China Express Railway from Belarus to Chongqing are in regular operation;Chongqing and Minsk have established sister city relationship; they have set up cultural tourism promotion center for each other. Tang hopes that the two sides will jointly promote cooperation in such fields as machinery manufacturing,new energy and agricultural product processing, in the promotion of the China (Chongqing) Express Railway, supply organization, warehousing and logistics, import and export trade, and in cultural tourism and education.

伊薩琴科表示，重慶是一座美麗的城市，人文底蘊(yùn)深厚，營(yíng)商環(huán)境優(yōu)良，經(jīng)濟(jì)充滿活力。我們?cè)概c重慶在經(jīng)貿(mào)、人文、旅游、宣傳推廣等領(lǐng)域進(jìn)一步加強(qiáng)交流合作，增進(jìn)相互了解，加深彼此友誼，拓展合作領(lǐng)域，提升合作水平。

在渝期間，代表團(tuán)參訪四川外國(guó)語(yǔ)大學(xué)，為白俄羅斯研究中心及白俄羅斯詩(shī)人雅庫(kù)布·科拉斯紀(jì)念銘文揭牌；訪問(wèn)渝北區(qū)、九龍坡區(qū)、江津區(qū)、大足區(qū)等多個(gè)區(qū)縣；考察渝北區(qū)農(nóng)業(yè)示范區(qū)、江津綜合保稅區(qū)等十余家企業(yè)和機(jī)構(gòu)。推動(dòng)兩地優(yōu)勢(shì)資源對(duì)接，深入洽談各領(lǐng)域項(xiàng)目合作，展示了雙方未來(lái)合作的廣闊前景。

Isachenko said that Chongqing is a charming city with profound cultural heritage, sound business environment and a vibrant economy. The Minsk region stands ready to further strengthen exchanges and cooperation with Chongqing in such fields as economy, trade, humanities, tourism, publicity and promotion, thus contributing to enhanced mutual understanding,deepened mutual friendship, expanded cooperation areas and quality cooperation.

During the stay in Chongqing, the delegation visited Sichuan Foreign Studies University and unveiled the Belarusian Research Center and the inscription of the Belarusian poet Якyб Кoлac. They visited Yubei District,Jiulongpo District, Jiangjin District and Dazu District, investigated more than ten enterprises and institutions such as the Agricultural Demonstration Zone in the Yubei District and the Jiangjin Comprehensive Bonded Zone. These efforts are aimed to create a bridge for superior resources between the two places, conduct in-depth negotiations on project cooperation in various fields, which represents the bright prospects ahead for future cooperation between the two sides.

Chongqing-Minsk State Business Forum Deepens Pragmatic Cooperation

3月22日，中國(guó)重慶市—白俄羅斯明斯克州商務(wù)論壇在重慶外事大樓舉行。雙方共簽署8項(xiàng)合作協(xié)議，推動(dòng)重慶市與白俄羅斯及明斯克州在經(jīng)貿(mào)、文化、教育、旅游等各個(gè)領(lǐng)域的務(wù)實(shí)合作。

On March 22nd, 2019, China (Chongqing)-Belarus (Minsk) State Business Forum was held in Chongqing Municipal Foreign Affairs Building.The two sides signed eight cooperation agreements to promote mutual pragmatic cooperation in various such fields as economy, trade, culture, education and tourism.

市人大常委會(huì)副主任杜黎明，明斯克州州長(zhǎng)伊薩琴科、白俄羅斯駐華大使魯?shù)隆⒚魉箍酥莨ど虝?huì)會(huì)長(zhǎng)菲達(dá)爾楚克，市政府外辦主任李謙、市教委主任舒立春，以及來(lái)自重慶與明斯克州相關(guān)部門(mén)和企業(yè)近200名代表出席論壇。會(huì)議由市政府外辦副主任王雯主持。

白俄羅斯是東歐地區(qū)重要國(guó)家，“一帶一路”沿線和中歐班列（重慶）的重要戰(zhàn)略合作伙伴。明斯克州是白俄羅斯6個(gè)行政區(qū)劃中面積最大的州，也是白俄羅斯工業(yè)和農(nóng)業(yè)經(jīng)濟(jì)最發(fā)達(dá)的地區(qū)。重慶與明斯克州自2017年3月建立友好市州關(guān)系以來(lái)，開(kāi)展全方位交流，取得了眾多成果。

代表團(tuán)參訪四川外國(guó)語(yǔ)大學(xué)，為白俄羅斯研究中心及白俄羅斯詩(shī)人雅庫(kù)布·科拉斯紀(jì)念銘文揭牌。

The attendees include Du Liming, Deputy Director of the Standing Committee of the Municipal People’s Congress, Issachenko, Governor of Minsk Region, Rudy, Belarusian Ambassador to China,Fedarchuk, President of the Minsk Chamber of Commerce and Industry, Li Qian, Director of the Foreign Affairs Office of Chongqing Municipal People’s Government, and Shu Lichun, Director of Chongqing Municipal Education Commission and nearly 200 representatives from relevant departments and enterprises in Chongqing and Minsk. The meeting was presided over by Wang Wen, Deputy Director of the Foreign Affairs Office of Chongqing Municipal People’s Government.

As an important country in Eastern Europe,Belarus is a strategic partner along the Belt and Road, and of China Express Railway. Minsk is the largest of the six administrative divisions of Belarus and the most developed industrial and agricultural economy in Belarus. Since the establishment of sister city relationship between Chongqing and Minsk in March, 2017, they have carried out all-round exchanges and achieved fruitful outcomes.

8項(xiàng)合作協(xié)議簽約總金額超4000萬(wàn)美元

“2018年，重慶與白俄羅斯進(jìn)出口總額近1億元人民幣，達(dá)到歷史最好水平?！笔腥舜蟪Ｎ瘯?huì)副主任杜黎明說(shuō)，雙方在交通物流、電子信息、農(nóng)業(yè)、農(nóng)機(jī)、林業(yè)、食品加工等方面的相互投資和技術(shù)合作規(guī)模日趨擴(kuò)大。重慶至明斯克直達(dá)往返班列的開(kāi)通，成為提升兩地經(jīng)貿(mào)人文合作水平的堅(jiān)實(shí)紐帶，顯示出了強(qiáng)大的增長(zhǎng)動(dòng)能。

In 2018, the import and export volume of Chongqing and Belarus reached a record high, totaling 100 million yuan. Du Liming said that the two sides have seen growing mutual investment and technical cooperation in transportation and logistics, electronic information,agriculture, agricultural machinery, forestry, food processing, The opening of the direct flight from Chongqing to Minsk has laid a solid foundation for enhanced economic and trade cooperation, showing robust growth momentum.

“去年是重慶與明斯克州交流合作越來(lái)越深入的一年。此次率明斯克州政府相關(guān)部門(mén)及藝術(shù)代表團(tuán)赴渝訪問(wèn)，包含文化、衛(wèi)生、體育、旅游、商務(wù)等領(lǐng)域，是歷史上明斯克州訪問(wèn)友好城市最大規(guī)模的代表團(tuán)?！泵魉箍酥葜蓍L(zhǎng)伊薩琴科表示，明斯克州有許多有價(jià)值的合作項(xiàng)目，白俄羅斯與中國(guó)合作建立的“巨石”工業(yè)園就位于明斯克州。明斯克州愿意與重慶繼續(xù)深化發(fā)展經(jīng)貿(mào)合作，同時(shí)開(kāi)展文化、教育、旅游等領(lǐng)域的合作。

白俄羅斯駐華大使魯?shù)路Q(chēng)，我們是中白關(guān)系發(fā)展的見(jiàn)證者。2018年，白俄羅斯對(duì)中國(guó)出口額增長(zhǎng)30%。其中，農(nóng)產(chǎn)品出口額增長(zhǎng)3.5倍，乳品出口額增長(zhǎng)9倍。中國(guó)直接投資白俄羅斯金額增加3倍，中白“巨石”工業(yè)園入駐企業(yè)增加2倍。前往白俄羅斯的中國(guó)人增加了40%。重慶是中國(guó)發(fā)展速度較快的城市之一，兩地往來(lái)緊密頻繁。希望更多重慶企業(yè)赴明斯克州投資興業(yè)。同時(shí)，也希望更多的重慶市民到明斯克州旅游。

商務(wù)論壇上，重慶市與明斯克州簽署了交往合作計(jì)劃書(shū)，重慶市教委與明斯克州教育總局簽署了教育交流合作協(xié)議，中國(guó)國(guó)際商會(huì)重慶商會(huì)與白俄羅斯工商會(huì)明斯克分會(huì)簽署了合作協(xié)議。此外，兩地還簽署了5個(gè)企業(yè)間經(jīng)貿(mào)合作協(xié)議，簽約總金額超4000萬(wàn)美元。

Isachenko said, “Last year marks an increasingly deeper cooperation and exchanges between Chongqing and Minsk.” “This time, I led relevant departments of Minsk Government and art delegations to visit Chongqing.It is an unprecedentedly large delegation of Minsk to its sister city, covering culture, health, sports, tourism, business. He noted that Minsk has many valuable cooperation projects, and that China-Belarus Great Stone Industrial Park is located in Minsk. Minsk stands ready to deepen economic and trade cooperation with Chongqing and to carry out cooperation in such fields as culture, education and tourism.

Rudy said that we are witnesses to the development of China-Belarus relations. In 2018, Belarus’s exports to China increased by 30%. Among them, the export volume of agricultural products increased by 3.5 times, and that of dairy products by 10 times. China’s direct investment in Belarus has tripled, and the number of enterprises in China-Belarus Great Stone Industrial Park has doubled. The number of Chinese visitors to Belarus has increased by 40%. As one of China’s fastest-growing cities, Chongqing has made close and frequent exchanges with Minsk. Rudy hopes that more enterprises in Chongqing will make investments in Minsk. At the same time, more Chongqing citizens will travel to Minsk.

In the business forum, Chongqing and Minsk signed a communication plan for cooperation. The Chongqing Municipal Education Commission and the Minsk Education Administration signed an educational exchange and cooperation agreement. The Chongqing Chamber of Commerce of China International Chamber of Commerce and the Belarusian Chamber of Commerce and Industry Minsk Branch signed a cooperation agreement. In addition, they also signed five inter-firm economic and trade cooperation agreements, with a total contract value of over USD 40 million.
