        Abstract: China is now speeding up the construction of ecological civilization. The eco-hydraulic engineering is an important part of the ecological civilization and also the key measure for strengthening weak areas in water conservancy projects. The basic concept of the eco-hydraulic engineering is emphatically studied, and the basic principles to be followed in the planning and design are fully discussed. The typical case of Dujiangyan large-scale ecological water conservancy project is systematically analyzed. Some suggestions on how to accelerate the construction of eco-hydraulic engineering are put forward in order to provide reference for planning, design, construction and management of the ecological water conservancy projects.

        Abstract: The situation of water resources and environment of watersheds in China is severe with the rapid development of urbanization and industrialization. It is urgent to designate watershed eco-red line for comprehensive management. The watershed eco-red line management system is suggested in order to solve the predicament. The following approaches are proposed: completing the laws and regulations on watershed eco-red line, establishing the management mechanism of watershed eco-red line in different regions at different levels, intensifying the target evaluation for watershed eco-function, implementing the watershed eco-compensation at all reaches, and completing the monitoring network of watershed eco-environment.

        Abstract: The current security status of the ecological flow in China is analyzed. Based on the orientation of solving the ecological problems and meeting the requirements of water resource management, aiming to maintain the integrity of river water system and coordinating the relationship among water resources, ecological environment and economic society, the security countermeasure system for the ecological flow in China is put forward from the aspects of legislation, management operation, monitoring and evaluation and technical support combined with the current situation of the ecological civilization construction, and it may provide suggestions and countermeasures for the relevant departments to formulate protection measures for ecological flow.

        Abstract: The allocation of irrigation water right to farmers is the key and difficult issues of asset management of water resources, and it involves the rights and interests of hundreds of millions of farmers, however, the relevant work is still at the early stage of exploration. Based on the numerous investigations, the important issues including the necessity and feasibility of the allocation of irrigation water right to farmers and the reliability of management capabilities are discussed. The research results show that from the national development strategy, policy orientation, technical process and water supply management, the irrigation water right should be confirmed to farmers as soon as possible. It is technically feasible, and the service management can be basically guaranteed. It is suggested that the allocation of irrigation water right to farmers should be taken as an important part of the reform of water conservancy in the new era. The work can be organically combined with the comprehensive reform of agricultural water price and the regulation of water withdraw permit, and needs to be actively and orderly promoted.

By summarizing the current development status of contract water-saving mode, the feasibility of involving the saved water quantity by different fields and water users in the process of water right transaction is analyzed, and the difficulty and institutional requirements of involving the saved water quantity under contract water-saving management mode in the process of water right transaction are investigated.         Abstract: In order to clarify the paths and methods for involving the contract water-saving quantity in the water right transaction, the feasibility analysis of water right transaction is carried out from the institution basis and transaction mode according to the characteristics of direct and indirect water users. The direct water users can conduct various transactions of regional water right, water withdraw right and irrigation water right. The indirect water users will also have great transaction potential if their water-disposing right and storage right of contract water-saving quantity for professional water-saving companies are determined. Based on the stakeholder analysis, it is put forward that the establishment of water right system and the financial support are the design priorities for the relevant water policies. The water right system should include registration, empowerment and circulation of water right. The financial support policies should be developed from the government funds, participation of social capital and reduction of tax loads on enterprises.

        Abstract: The mechanism of science and technology supporting water environment governance is systematically analyzed from the aspects of demand, condition and path. The results show that the support demand of science and technology in water environment governance is mainly focused on the demand of basic theory and cognition, key technical methods and system solutions. The prerequisite for the supporting role is the development of ecological science and technology. Moreover, the element of playing the supporting role includes the internal conditions like the scale, knowledge, system and corporate culture of the relevant suppliers, and the external conditions such as market, social culture, science and technology, finance, policies and laws. The science and technology play the supporting role in the water environment governance through improving water security guarantee technology and monitoring technology at the level of hard power, and strengthening the institutional foundation, promoting the governance work, and enhancing the public awareness and education at the level of soft power.

        Abstract: The behaviors of the relevant benefit bodies of water sources, cities and water users under different decision modes are discussed based on the game theory. Four allocation modes of water resources are analyzed, that is, individual decision-making by water users, city government-led allocation, market transaction and market allocation under government regulation. It is regarded that the market allocation under government regulation is the relatively optimal mode. On this basis, some related policy issues are discussed, such as implementation and protection mechanism of water rights in the trans-regional water sources, allocation of water resources under the total water consumption control, and water right transaction and ecological compensation in water source areas. Finally, some policy suggestions are put forward.

        Abstract: The set of strategic choices between the government supervision authorities and the market entities of construction of water conservancy project is first clarified based on the government supervision modes for the market entities of construction of water conservancy projects. Secondly, the replication dynamic equations for different government supervision modes are established based on the two sides of the game. Then the evolution path of the two strategies in different situations is deeply analyzed. Finally, through the evaluation of the game payment matrix, the strategic selection in different situations is simulated, which provides a theoretical basis for the strategic decision of the government supervision departments, and it is beneficial to the scientific decision-making of the market entities of construction of water conservancy projects.
