Abstract To carefully implement the rural revitalization strategy,further promote the structural reform of the agricultural supply front,implement the "155 Development Strategy",speed up the cultivation of the modern agricultural industrial clusters with output of 100 billion yuan,and constantly consolidate the industrial foundation of the "Second City in Chengdu-Chongqing Line",the Municipal Party Committee and the Municipal Government of Nanchong City decided to implement the "300 Demonstration Projects" of modern agriculture.It firmly grasps the "bull nose" (key part) of the project,energetically implements the construction of 100 modern circular agricultural demonstration parks,100 agricultural leading enterprises with output value of 100 billion yuan,and 100 agricultural new business model demonstration projects (hereinafter referred to as 300 Demonstration Projects),to realize the goal of the output value of the modern agriculture industrial clusters of Nanchong City exceeds 100 billion yuan in 2020.

1 Introduction

In 2015,the Central Rural Work Conference first proposed strengthening the structural reform of the agricultural supply front[1].In 2017,the No.1 Document of central government issuedSeveralOpinionsonDeepeningtheStructuralReformofAgriculturalSupplyFrontandAcceleratingtheCultivationofNewMomentumofAgriculturalandRuralDevelopment[2].Some domestic experts and scholars have studied the structural reform of China’s agricultural supply front,such as Wang Yang[3],Kong Xiangzhi[4],Jiang Weiguo[5],Zhang Haipeng[6],Yang Jianli[7],He Long[8],Zeng Jianmin[9],Cheng Bo[10],Liu Ming[11],Wang Sibo[12]and so on.They mainly studied the promotion of structural regulation,green development,technological innovation,rural reform,stabilizing food production,and acceleration of modern agricultural development[13].Besides,many areas have carried out extensive studies,such as Sichuan[14],Shandong[15],Yunnan[16],Tianjin[17],Nanyang[18],and Suining[19].As an organizational form,an industrial cluste is closely related to industrial restructuring,technological innovation,and national and local economic relations.In recent years,economists and entrepreneurs have paid more and more attention to the economic benefits and social efficiency brought by industrial clusters,and governments also have taken constantly developing industrial clusters as an industrial development road[20-24].

In the past two years,Nanchong City carefully implemented the decision-making arrangement for the work of "three rural issues" at the level of the central government,province,and city.Rural economy realized continuous development,farmers’ income rapidly increased,and rural reform made great breakthrough.It won the first battle in the poverty alleviation project,rural society becomes stable and harmonious.All of these lay a solid foundation for the realization of the goral of "13th Five-Year Plan".At present and in the future,the development of agricultural and rural areas in Nanchong City faces many challenges such as prominent structural contradictions,weak comprehensive competitiveness,and weak increase of farmers’ income.However,Nanchong City has favorable opportunities such as increased national support for agriculture,increased capital investment,and increased development factors.All departments at all levels of Nanchong City must take advantage of these opportunities,firmly establish and implement new development concepts,promote the structural reform of agricultural supply front,accelerate the development of new momentum for agricultural and rural development,and continuously improve the agricultural supply efficiency and competitiveness.

With reference to the development experience of industrial clusters both at home and abroad,especially in coastal areas and Shandong agricultural industrial clusters,Nanchong Municipal Committee clearly proposed "creating a new future of Nanchong,and building the Second City in Chengdu-Chongqing Line",and energetically implementing the "155 Development Strategy"[25-26].

In view of these,to ensure the implementation of the rural revitalization strategy,implementation of the "155 Development Strategy",we proposed firmly grasping the "bull nose" (key part) of the project,energetically implementing the construction of 100 modern circular agricultural demonstration parks,100 agricultural leading enterprises with output value of 10 billion yuan,and 100 agricultural new business model demonstration projects (hereinafter referred to as 300 Demonstration Projects),to realize the goal of the output value of the modern agricultural industrial clusters of Nanchong City exceeds 100 billion yuan in 2020.It is intended to provide certain references for promoting the structural reform of agricultural supply front and implementation of similar projects in Nanchong City and less developed areas.

2 Implementing 300 Demonstration Projects to raise the development level of agricultural clusters

It is required to take the 300 Demonstration Projects as the key of the development of agricultural clusters,make overall planning and distribution,optimize the industrial structure,give prominence to the demonstration effect,realize large volume,high quality,great brand,and build new growth pole for rural economic development.

2.1BuildingmoderncircularagriculturaldemonstrationparksTaking the construction of the National Modern Agriculture Demonstration Area,the National Agricultural Science and Technology Park,Sino-French Agricultural Science and Technology Park,and National Agricultural Sustainable Development Pilot Demonstration Area as the guide,Nanchong City may accelerate the construction of 1 000 km modern circular agricultural demonstration park relying on the key counties of modern agriculture,forestry,and animal husbandry,and construction of demonstration parks with output value of 100 million yuan.Nanchong City should make scientific planning,implement projects by phases,carry out classified guidance,provide support for key projects,and promote the implementation step by step,vigorously develop the modern circular agriculutral development mode integrating at least two industries such as planting and breeding,under-forest economy,and waste recycling use.Besides,Nanchong City should support construction of characteristic superior industrial belts and industrial counties,promote the concentration of superior industries,build modern planting industrial parks focusing on citrus,modern animal husbandry industrial parks focusing on herbivorous livestock such as cattle and sheep,and modern forestry industrial parks focusing on woody oil crops.The whole city plans to build 667 ha core area and more than 70 modern circular agricultural demonstration parks radiating 2 000-3 333 ha,including 15 new parks.

2.2Culativatingagriculturalleadingenterpriseswithoutputvalueof100millionyuanNanchong City should strengthen agricultural leading enterprises relying on agricultural machinery production,primary processing,intensive processing and sales of agricultural products.Based on the advantages of agricultural products,Nanchong City should actively package agricultural industrialization projects,continue to implement special agricultural investment activities,to attract many leading domestic and national famous leading enterprises in agricultural industrialization.In addition,Nanchong City should support farmers’ professional cooperatives,specialized households,and family farms to carry out agricultural product storage and fresh-keeping processing,to cultivate a number of local agricultural products primary processing enterprises.Also,it is recommended to encourage existing enterprises to merge and reorganize,group development,technological transformation and expansion,and listing financing,guide agricultural enterprises to gather and develop in industrial parks,and cultivate and develop a number of national and provincial agricultural leading enterprises,to cultivate more than 60 leading agricultural enterprises with an output value of over 100 million yuan (including 15 new).

2.3Buildingagriculturalnewbusinessdemonstrationmodel

Nanchong City should explore the popularize the industrial development mode of "chief expert" leading team and agricultural industrial technology alliance,actively cultivate modern agricultural consulting,certification,intermediary and other service agencies to carry out agricultural machinery operations,agent cultivation and harvesting,unified prevention and control,and drying and storage services,to build many modern new agricultural service demonstration bases.

Besides,Nanchong City should actively promote "Internet + modern agriculture",accelerate the construction of rural e-commerce demonstration counties,promote the construction of Nanchong project of "Dangdang Youxian Rural E-Commerce Headquarters",and develop a number of smart agriculture,big data agriculture,and modern agricultural logistics demonstration bases.In addition,Nanchong City should further promote the construction of "scenic spot" of industrial bases,and vigorously develop agricultural leisure scenic spots such as resort farms,agricultural theme parks,tourism and sightseeing parks,agricultural science parks,agricultural experience parks,agricultural culture and creative parks,and forest health gardens,and build Gaoping Sino-French Science and Technology National Agricultural Park,and Xichong Western China Modern Agricultural Park,build a good many modern agriculture integrated development parks.Nanchong City also may vigorously cultivate rural tourist resorts,promote rural tourist scenic spots to create A-level tourist scenic spots,build a fine line of leisure agriculture and rural tourism in Nanchong City,striving to create a national demonstration county for leisure agriculture and rural tourism,and create a group of rural tourism strong counties,characteristic townships,and fine and the beautiful villages.It is expected to build more than 55 new demonstration models of agricultural socialization services,forest health,smart agriculture and leisure and sightseeing agriculture,including 15 new models.

2.4Developinghigh-qualityfunctionalagriculturalproducts

Nanchong City should make effort to adjust varieties and improve the quality in response to changes of the supply side,actively develop diversified agricultural and forestry livestock and poultry products,effectively supply agricultural products that have distinctive characteristics,high-quality special use and can lead the consumption front,so as to meet the people’s new demands for agricultural products.Focusing on the "organic Nanchong" and giving full play to the advantages of "fruit city","silk capital",and unique resource environment of Jialingjiang river basin,Nanchong City may develop organic agricultural products,specialty citrus,mulberry tea,black goats and other characteristic agricultural products.Relying on leading agricultural industrialization enterprises such as Beijing Yanjing Brewery Co.,Ltd.,Zhangfei Beef,Hage Rabbit Industry,EAG-SK,and Jilin Forest Industry,Nanchong City may develop high-quality special agricultural products such as special grain for brewing,forage grass,mulberry,and bamboo raw materials.For example,Nanchong City can introduce biological nutrition fortification technology,promote the interactive development of functional agricultural product innovation chain and industrial chain,consolidate and improve the production technology level of functional products such as selenium-enriched pork and selenium-enriched rice,and actively develop edible fungi,potato,lemon,walnut and oil peony.,to support the construction of functional agricultural product demonstration parks.

2.5Strengtheningregionalbrandofagriculturalproductssuchas"NanchongJiazuo" Nanchong City should concentrate on improving the public trust of local agricultural products,improve the standards,local standards and industry standards for agricultural products,especially organic agricultural products,improve the quality and safety supervision and traceability system of agricultural products from farm to dinning table,to build a national safe city for agricultural products.Besides,Nanchong City should make innovation in marketing methods,strengthen the brand exhibition by means of modern media,exhibition platforms and other channels,to promote Nanchong Jiazuo agricultural product regional brand.Nanchong City should support the application for registration of agricultural products trademarks and certification of "three kinds of and one standard of agricultural products",to establish a cluster of Nanchong "regional public brands + enterprise own brands + regional characteristics brands".It is expected to form 33.33 million ha of new agricultural product bases in 2018,and making Nanchong Jiazuo regional public brand become one of national top 100 brands with premium capacity greater than 30% by 2020.

2.6Ensuringthequalityandsafetyofagriculturalproducts

Nanchong City should implement the "four most stringent" requirements,adhere to the "production" and "management",and ensure that there are no major food safety and agricultural product quality safety incidents,regional major animal and plant epidemics.It is required to further promote national and provincial agricultural standardization demonstrations,and build a number of agricultural standardization production bases such as crop standard gardens,livestock and poultry standardization demonstration farms,and aquatic aquaculture demonstration farms,and comprehensively promote the standardization of production facilities,processes and products.Besides,Nanchong City should accelerate the establishment of a quality and safety traceability system for major agricultural products,carry out pilot projects for county (city,district),township inspection and supervision information platform and agricultural product sales information monitoring platform,and comprehensively incorporate the "three kinds of and one standard of agricultural products" production enterprises into the traceable scope and promote the approved release and market access of agricultural products,consolidate the achievements of Sichuan Province’s agricultural product quality and safety supervision and demonstration market.In addition,Nanchong City should formulate and improve local standards for the production and processing of organic agricultural products in Nanchong,actively apply the certification of organic agricultural product bases,and promote the construction of organic agriculture in a solid and steady manner and strengthen the market competitiveness of agricultural products.It is expected to realize the more than 3 333.3 ha of newly certified agricultural products bases and more than 220 kinds of organic agricultural products.

3 Constantly deepening the rural reform to stimulate the development vitality of agricultural clusters

Nanchong City should take the relaxation of land management right as the main direction of deepening rural reform,balance the allocation of talents,land,capital and other factors,stimulate the market and elements,entities,to increase the new drivers for agricultural and rural development.

3.1DeepeningthereformofruralpropertysystemNanchong City should implement the "three powers separation" method for rural land,clarify the ownership,stabilize contracting rights,and release the operating rights.It is recommended to support the development of land share cooperatives,implement the industrial and commercial registration of Nanchong Land Cooperatives,and promote the land share cooperatives to become the mainstream mode of land scale operation.For example,Xichong County may set up land-share cooperatives in more than 2/3 of administrative villages,while other counties may set up land-share cooperatives in more than 1/4 administrative villages.Besides,Nanchong City should implement the confirmation,registration,and certificate issue of rural "seven rights",and establish an interconnected rural property rights management information system.In addition,Nanchong City should improve the functions of county (city,district) rural property rights transfer trading centers,strengthen the construction of supporting measures,working mechanisms and trading systems,and guide the transfer of rural property rights.Also,Nanchong City should promote the reform of the rural collective assets shareholding system,Langzhong City should expand the scope of reform pilots,and the remaining counties (districts) should select more than one township to carry out pilot projects.Finally,it is recommended to support the development of village-level collective economy,rural service industry,property economy,and cooperative operation,and eliminate "empty shell villages" to ensure that the per capita income of the collective economy of poor villages meets the standards.

3.2TakingmultipleformstopromotemoderatescaleoperationNanchong City should actively adopt multiple forms such as land acquisition,land lease,and land custody to develop moderate scale operation of agriculture.It is recommended to implement various policies and measures to support the new agricultural business entities,realize the goal of 30 new agricultural leading enterprises,300 farmers’ professional cooperatives,200 family farms,500 farmer professional managers,and more than 1 500 new professional farmers.Specifically,it is recommended to bring into play the role of agricultural technology promotion institutions,supply and marketing cooperatives,agricultural machinery professional cooperatives and other service organizations,support and foster specialized business service entities,promote service models such as custody services,agent farming and sowing,and joint farming and sowing,to form a production service system suitable for appropriate scale operation of land.

3.3MakinginnovationinmethodsoffinancialinvestmentinagricultureNanchong City should establish a stable growth mechanism for financial support for agriculture,support non-coordinated integration pilot counties to establish an integration mechanism,explore the transformation of financial investment funds into share-form investment,change the financial reward funds to loan interest subsidies,and guide more social capital to agricultural field and rural area.Besides,it is recommended to make good use of the agricultural industry development investment guiding funds,poverty-stricken industrial support funds,and poverty alleviation small amount credit risk fund.Also,Nanchong City should promote the equity quantitative reform pilot of financial support funds for agriculture.

3.4EstablishingaruralfinancialservicesystemNanchong City should bring into full play the dual guidance role of monetary policy tools such as supporting agricultural relending,poverty alleviation relending,rediscounting,and pledged supplementary lending (PSL),etc.,to strengthen the function of financial support services.Besides,Nanchong City should strengthen the preferential demonstration projects and rural credit system construction,to deeply promote the development rural inclusive finance.Also,it is recommended to expand the pilot program of rural mutual fund organizations and develop rural cooperative finance.In addition,it is recommended to improve the agricultural financing guarantee system,do a good job in increasing capitals and shares of Nanchong Agricultural Guarantee Company,set up branch companies to conduct agricultural credit guarantee business,support the rest six counties (cities) to establish agricultural investment and financing platforms and policy guarantee organizations.Finally,Nanchong City should continue promoting the pilot project of the national rural land contractual management right,further raise the security level of policy agricultural insurance,expand the local characteristic agricultural insurance types and agricultural product target price insurance coverage,explore the pilot of rural land circulation income security insurance,small amount credit security insurance,and insurance fund direct loan.

3.5PromotingcomprehensivereformpilotdemonstrationNanchong City should continue implementing the national modern agricultural reform and construction pilot demonstration zone in "three districts and one county" (Shunqing District,Gaoping District,Jialing District,Xichong County),construction of provincial rural reform comprehensive experimental zone in Xichong County,and the city level rural reform and development in Peng’an County (namely,the construction of precision poverty alleviation pilot demonstration zone),and other counties (cities) should make breakthrough in the construction of the county-level rural reform comprehensive experimental zone.Besides,Nanchong City should explore and innovate upon the agricultural land management policies,implement a certain proportion of construction land for main and auxiliary facilities for new agricultural operation entities,and include the agricultural product cold chain drying facilities and agricultural product primary processing facilities into the scope of agricultural auxiliary facilities.In addition,Nanchong City should comprehensively promote the comprehensive reform of supply and marketing cooperatives,support the development of agricultural socialization services,agricultural product circulation services,rural cooperative financial services,rural e-commerce,land custody and rural comprehensive services,and establish city-level and county-level supply and marketing cooperative council and border of supervisors,and build a new force and comprehensive platform serving the agriculture,farmers and rural areas.Nanchong City should promote innovation and entrepreneurship of agricultural science and technology personnel,establish a mechanism for transforming scientific and technological achievements,decentralize the use,disposal and income rights of scientific and technological achievements,encourage scientific and technological personnel and extension personnel of public institutions to set up agricultural science and technology extension and intermediary institutions,and bring into play the leading role of agricultural research institutes and universities as the knowledge and technology source in the technological innovation.Furthermore,Nanchong City should comprehensively promote comprehensive reform of agricultural water prices,and establish and improve accurate subsidies for agricultural water use and water conservation incentive mechanism,set up the river and lake management system with the river head as the core,and deeply promote the reform and development of farms and forest farms.

4 Improving the infrastructure support and strengthening the support for development of agricultural clusters

It is recommended to take the construction of agricultural and rural infrastructure as the main points of works of agriculture,farmers and rural areas,speed up the construction of rural infrastructure network,raise the level of agricultural material technology and equipment,protect the rural ecological environment,improve rural living conditions,and provide material support for the development of agricultural clusters.

4.1VigorouslybuildinganetworkforwaterconservancyfacilitiesIn line with the requirements of "taking water saving in the first place,balancing the space,systematic management,and making efforts with two hands" put forward by the central government,Nanchong City should accelerate the key projects such as Shengzhong Reservoir Phase II,Wuyin southern irrigation area,Pengchuan Xichong irrigation area,and Jinjigou Reservoir,start the project of Shuangchahe Reservoir,and make adequate preparation for Tingzigou irrigation area and Yongfeng Reservoir.Besides,it is required to speed up the water-saving society construction,implement the projects such as Shengzhong Reservoir Phase I and Side Reservoir,to realize the goal of increasing (restoring and improving) the irrigation area up to 20 000 ha,and developing 13 300 ha water-saving irrigation area.Nanchong City should implement small farmland water conservancy key counties and farmland water conservancy maintenance and conservation projects,promote the large scale management of small reservoirs in the whole villages,and start the construction of "five small water conservancy projects" including the "last one kilometer" channel unblocking work,to realize the match of irrigation with drainage,connection of counties (cities and districts) into a centralized,unified and well-functional 666.7 ha high standard farmland and water conservancy capital construction comprehensive demonstration area.In addition,Nanchong City should energetically promote the ecological civilization construction,promote the construction of Jialing River dike,control of medium and small rivers,reinforcement of poor quality reservoirs,prevention and control of mountain floods,and construction of drought resistance emergency water source projects,to comprehensively raise the capability of resisting floods and droughts.

4.2AcceleratingbuildingthehighstandardfarmlandNanchong City should fully implement the division of permanent capital farmland,implement the works of "determining the land parcels,making clear the responsibilities,setting the marks,building manuals,and recording in the picture library",to realize the special protection with specified quality,quantity,location,and responsibilities,accordingly to promote economical and intensive land use,and guarantee the national grain security.Besides,Nanchong City should continue to conduct the construction of high standard farmland,speed up the projects such as increase of new grain production capacity,consolidation of "golden land project",and agricultural comprehensive development land management project,to realize the increase of high standard farmland up to 33 300 ha,and simultaneous improvement of farmland irrigation and drainage capacity and agricultural machinery operating capacity,and farmland production capacity.In addition,Nanchong City should comprehensively promote the agricultural mechanization in the hilly areas,optimize the total amount of agricultural machinery and equipment,accelerate the renovation of rural electromechanical irrigation facilities and the construction of roads for tractor-ploughing operation,and expand the scope and area of agricultural machinery operation,to realize the increase of 1 400 sets of water-controlled irrigation equipment,total installed capacity of 12 000 kw or higher,and 65% comprehensive level of agricultural machinery for major crops.

4.3StrengtheningtheagriculturalscienceandtechnologysupportFirst,Nanchong City should encourage new business entities to establish agricultural industrial technology alliances on the principle of "self-organizing,self-management,independent management,and self-taking responsibilities of profits and losses",to jointly promote the technological breakthrough and industrialization demonstration,and unblock the path for obtaining the support of science and technology,and market information.Second,Nanchong City should deepen the cooperation with universities and research institutions such as China Agricultural University,Zhejiang University,Southwest University,Sichuan Agricultural University,and Sichuan Academy of Agricultural Sciences,and energetically introduce advanced agricultural and practical technologies at home and abroad,and build many fine seed breeding,scientific and technological demonstration,and achievement transformation bases.Third,Nanchong City should encourage leading enterprises to carry out agricultural information technology demonstration and strengthen the application of agricultural remote sensing meteorology and Internet of Things (IOT) technology,improve the agricultural science and technology service system,increase rural science and technology training and practical guidance,cultivate new professional farmers with high quality modern agricultural production and operation ability,to increase the agricultural science and technology contribution rate by more than 5%.

4.4PromotingtheruralecologicalcivilizationFirst,Nanchong City should implement the large scale green project,implement the whole-city afforestation,improve the ecological restoration system in ecological vulnerable areas,strengthen the construction of public welfare forests and closure of mountains for planting trees,and complete the afforestation up to 18 000 ha.Second,it is recommended to implement the responsibility system for forest resource management objectives,well implement the forest resource protection project,carry out special campaigns to combat illegal occupation of forest land,comprehensively prohibit commercial forest harvesting,strengthen the management and protection of 194 700 ha natural public welfare forests,promptly fulfill the ecological compensation,properly manage the 4 300 ha state-owned forests,consolidate the achievements in returning 55 900 ha of farmland to forests,and steadily promote the construction of new round of project of returning farmland to forest.The total area of forest land in Nanchong city should be stable at 500 000 ha and the forest coverage rate should be up to 40%.Second,Nanchong City should fully protect wetland resources,accelerate the construction of green ecological corridors in Jialing River (Nanchong Section),coordinate the river regulation,landscape restoration and development of characteristic forestry and fruit industries on both sides of Jialing River (Nanchong Section),actively build coastal ecological protection barriers,continue to promote the building of national level forest parks,speed up the construction of national level wetland parks (pilot parks) in southern Shengzhong Lake,Xichong Qinglong Lake,Yingshan Qingshui Lake and Peng’an Xiangru Lake,to ensure the wetland reserve in the whole Nanchong City is greater than 86 700 ha.Third,Nanchong City should implement the most stringent water resources and water environment supervision system and water pollution prevention and control actions,promote water and soil loss control of slope farmland and national key soil and water conservation projects,carry out clean small river basin construction,and control the soil erosion up to 140 km2.Fourth,Nanchong City should promote the agricultural green and sustainable development,and extend the technology of testing soil for formulated fertilization in 633 300 ha,and apply the formulated fertilizer up to 306 700 ha,implement 95 field experiments with reduced chemical fertilizer but increased efficiency,ensure zero growth of chemical fertilizer and pesticide,to realize the comprehensive utilization efficiency of straws higher than 85%.

4.5ImprovingrurallivingconditionsNanchong City should implement the rural road renovation project,all county roads and township roads should reach the grade four standard,the counties and towns should improve 360 km roads and villages improve 840 km roads.Nanchong City should accelerate the construction rural bridges for areas surrounded by rivers,build six bridges for ferries and foot bridges separately.Besides,Nanchong City should consolidate and improve the rural drinking water safety,complete the preparation of the "13th Five-Year Plan" rural drinking water safety consolidation plan,and consolidate and strengthen the drinking water safety of 200 000 rural residents,teachers and students.In addition,it is recommended to strengthen the electrical network transformation,solve the problems of voltage failure to meet the standard and no electricity,promote the coverage of natural gas in rural areas,and gradually replace the coal and fuels,and accelerate realizing the clean agricultural fuel,and raise the rural electrical level.Also,Nanchong City should speed up the rural informatization construction and promote the implementation of the "Broadband China" strategy in rural areas to meet the needs of rural residents for high-quality audio-visual life and information services.

5 Building new beautiful villages and expanding the development carriers for agricultural clusters

Nanchong City should take the "village of four good features" (good house,good life,good habit,and good atmosphere) as the main points of construction of new beautiful villages,promote renovation of rural landscape,improvement of rural environment,improvement of farmers’ quality,to realize integrated urban and rural development,and optimize the development platform for agricultural clusters.

5.1Implementingtheconstructionof"villagesoffourgoodfeatures" In line with the criteria of "village of four good features",Nanchong City should take the new beautiful and happy villages and poverty alleviation villages as carriers to promote the construction of provincial level,city level,and county level "villages of four good features".Specifically,it is required to implement the system of the first responsible person of the party committee and main responsible person of the government,establish a system for promoting the efficient work of agriculture-related department,publicity,finance,civil affairs,housing construction,transportation,and statistic departments.Nanchong City should put into place the special funds for the project of construction of "villages of four good features",work out specific incentive and punishment methods,and make clear the incentive and compensation standards,and provide one-time compensation award and compensation for "villages of four good features".It is recommended to include the construction of "villages of four good features" into the annual performance assessment of party committee and government,implement the regular notification system,make summary of experience,and promote high quality and high level advance of "villages of four good features",to realize the goal of more than 1 100 villages of four good features at the county level.

5.2BuildingnewhappyandbeautifulvillagesAccording to the requirements of five actions "poverty alleviation,industrial upgrading,renovation of old villages,environmental remediation,and cultural inheritance",Nanchong City should follow the principle of "putting the renovation first and combining the construction and renovation",comprehensively promote the construction of new happy and beautiful villages,and consolidate the foundation for construction of "villages of four good features".Besides,Nanchong City should integrate forces of all departments,make overall plans,conduct implementation in separate lines,accelerate the construction of poverty alleviation villages,and solve the living difficulty of poor residents,to ensure not missing any poor resident.In addition,it is recommended to efficiently promote the construction of the third round of happy and beautiful village demonstration county construction.Each demonstration county (district) should build more than two happy and beautiful village demonstration areas.Nanchong City should implement the project of "five renovations and three constructions",and promote the construction of ecological towns and ecological villages,promote the functional division of rural houses,renovate rural courtyards,continue to promote rural beautification and purification,focus on comprehensive environmental sanitation management,make innovation in village cleaning mechanism,consolidate the rural garbage management model of "households collecting,village gathering,town transporting,and county disposing",steadily implement the classification and recycling use demonstration of rural domestic rubbish,and create fresh and unique style of new villages.It is expected to build more than 550 new happy and beautiful villages,including more than 300 poverty-stricken villages.

5.3Allocatingruralpublicservicesinascientificmanner(i) Nanchong City should promote the construction of the "1+6" village-level public service activity center,and arrange public service facilities such as village-level organization activities and convenience services,farmers training,culture and sports,health and family planning,comprehensive mediation and farmer shopping,supporting sports and fitness,logistics and distribution,and commercial outlets,to meet the daily needs of villagers.(ii) Nanchong City should energetically develop compulsory education and fully implement the "two exemptions and one subsidy" policy to ensure 100% enrollment rate of school-age students.(iii) It is recommended to promote the establishment of a unified basic medical system for urban and rural residents,effectively implement the grading diagnosis and treatment system,and actively improve the medical insurance and medical assistance system for serious diseases,to realize 100% participation rate of new rural cooperative medical insurance.(iv) It is recommended to strictly implement the policies of rural minimum living security and assistance for residents living in difficulty,to realize the goal that low income and five-guarantee households are looked after properly.(v) it is necessary to strengthen the protection of the rights and interests of left-behind children,women,and elderly people in rural areas,and make innovation in and develop rural social early childhood education services and elderly care services such as day care and child care.(vi) It is recommended to provide culture,science and technology,health,and law knowledge for rural areas,organize and carry out various forms of cultural activities in the new village,and promote the construction of cultural courtyard and rural cultural and sports teams,to enrich spiritual and cultural life of farmers.

6 Fighting against the poverty and making up for the shortboard of the development of agricultural clusters

It is recommended to take the project of fighting against the poverty as the priority work of agriculture,farmers and rural areas,concentrate on the goal of "two no worries","three guarantees",and "four good points",implement the precision poverty alleviation,and make up for the shortboard of the development of agricultural clusters.

6.1FocusingontheworkoffightingagainstthepovertyThe exit criteria for poverty-stricken counties are "one lower and having three facilities",namely,lower than 3% incidence rate of poverty,having standard central school in township,standard clinic,and convenience service center; the exit criteria for poor-stricken villages are "one lower and having five facilities",namely,lower than 3% incidence rate of poverty,having collective income,hardened roads,clinic,cultural room,and communication network.In line with these two criteria and the poverty alleviation criteria of "one higher,two no worries,three guarantees,and having three facilities",Nanchong City should implement the "six precisions" requirement and "3+10" deployment,ensure successful poverty alleviation in Jialing,Gaoping,and Yilong counties,and 468 poverty-stricken villages,and 78 000 poor people,basically realizing the "3+1" poverty alleviation target.It is required to promote the "five batches" plan: (i) a batch of industrial and employment development,implementation of the "300 demonstration projects",establishment of 496 "poverty alleviation industrial parks",improving quality and efficiency of existing industrial parks,and driving the poor to increase their income; exploring the establishment of an industrial development compensation fund to focus on improving the ability of poor people to resist market risks; vigorously providing employment training for poor families,stimulating the development momentum of the poor people,to ensure that at least one poor household with working ability is employed.(ii) A batch of immigrants are relocated and resettled,and 11 000 poor households are registered,and their dilapidated houses are renovated,and 34 800 people are relocated and resettled.(iii) A batch of poor people are secured by the minimum living security policy.It is recommended to integrate the rural resident minimum living security standard and the poor people alleviation standard,so as to further increase the coverage of the minimum living security policy.(iv) A batch of poor people are helped by the medical insurance policy.It is recommended to fully implement the medical care mode of "treatment first and settlement followed",ensure that the poor people pay the medical expenses for the whole year within 10% of the total cost,and gradually realize the "zero payment" for the hospitalization expenses of the people in poverty-stricken counties.(v) A batch of poor people are helped after disasters.It is recommended to strengthen the disaster monitoring,prevention and control,and provide timely assistance for disaster-induced poor people,to guarantee their normal living and early restoration of production.

6.2Improvingthemeasuresforfightingagainstthepoverty

Nanchong City should work out and improve special work plans and specific implementation schemes,take industry cultivation as the main means to solve poverty alleviation and realize sustainable income increase,and deepen and improve the five-party linkage mechanism of "government as guider,farmers as main body,leading enterprise as driver,and cooperatives as organizers",to further strengthen the blood making function of poverty-stricken households.Besides,Nanchong City should provide inclined policies of education,culture,and medical care for poor areas,to make effort to raise the social security level of rural poor residents.Specifically,Nanchong City should provide education for poor residents,hold night schools for farmers,carefully implement the work of school place,facilities and teaching forces,formulate syllabus,determine the teaching contents,gradually over all administrative villages,build the rural areas into main areas for publicizing policies of the party,popularizing the rich-getting skills,spreading the new civilization style,and promoting social harmony.Besides,it is recommended to implement the measures for assisting those poverty-stricken counties,villages and households that have been removed from the poverty list,and strengthen their ability of continuous increasing income and preventing returning to poverty.Apart from main poverty-stricken areas,it is required to attach importance to scattered poverty-stricken areas.In addition,Nanchong City should continue to increase investment in poverty alleviation funds,improve the financial poverty alleviation system,increase the integration of agriculture-related funds for poverty alleviation and development,improve the management of poverty alleviation funds,and ensure the increase of general public budget investment of special poverty alleviation funds at the city,county (city,district) level not lower than 30% of the increase in the general public budget revenue at the same finance level.

6.3MakinginnovationinthemechanismoffightingagainstthepovertyNanchong City should stick to and improve the "five ones" assistance mechanism (each poor village has a contact leader,a support unit,a resident work group,a "first secretary",and an agricultural technician) and "three ones" scheduling mechanism (monthly scheduling of key projects,outside investment inviting,and economic operation),energetically carry out fixed-point assistance and partner assistance,actively create the poverty alleviation pattern with the party and government as the leader,the masses relying on themselves,and wide participation of the society,improve the poverty alleviation mechanism through industries,attract and cultivate new business entities,and raise the organization level of poverty-stricken people through the modes such as "parks + farmers","cooperatives + farmers","leading enterprises + farmers","experts + farmers",and "e-commerce platforms + farmers",solve the market and technology difficulties,and ensure stable poverty alleviation.Besides,Nanchong City should make innovation in the supervision and assessment accountability mechanism,combine the secrete investigation and self-examination and self-correction,improve "9+5" secrete supervision mechanism,further divide the operation procedure,and strictly investigate responsibilities of people who fail to implement the mechanism and are not responsible.The county (city,district) should monthly organize a site meeting,quarterly hold the site training,and carry out site visiting of poverty alleviation,to promote mutual learning of poverty-stricken areas.

7 Conclusions

As a large agricultural city,Nanchong City should carefully implement the rural revitalization strategy,promote the structural reform of the agricultural supply front,implement the "155 Development Strategy",and drive the construction of the modern agricultural industrial clusters with output of 100 billion yuan.This is a top priority of works of agriculture,farmers,and rural areas.The party committees and governments at all levels should always adhere to this top priority,improve the unified leadership of the party committee,establish the leadership system and working mechanism of overall coordination of departments,and each department responsible for its own responsibilities.Besides,party committees and governments at all levels should incline towards agricultural and rural work in leader work division,institution setting,and cadre allocation.In addition,Nanchong City should continue to promote the "300 Demonstration Projects",effectively promote the development of modern agricultural industrial clusters with output of 100 billion yuan and the implementation of rural revitalization strategies,and actively consolidate the comprehensive and material foundation for the moderately prosperous society.It is required to adhere to the leadership position of the rural grassroots party organizations,and strictly implement the "four discussions and two openness" and the joint committee for village affairs,the villagers committee should report to the village party organizations on a regular basis.Nanchong City should reinforce the construction of the party organization group at the village and township levels,implement the construction of village affairs supervision committee,and constantly rectify the slack party organizations at the village level.Also,it is necessary to promote the construction of party organization in agricultural parks and give play to the role of party members and cadres in organizing and promoting activities.Nanchong City should reinforce the cadre style construction,prevent and solve the problem of negative or careless action.Further,Nanchong City should encourage party cadres to go to grassroots,carry out in-depth investigation and research,and visit poverty-stricken areas.Moreover,Nanchong City should reinforce the supervision of the implementation of preferential policies formulated by the central government,provincial committee and city committee,to safeguard interests and rights of farmers and ensure stable growth of farmers’ income.Finally,Nanchong City should improve the "three rural issues" work performance assessment and incentive mechanism,increase the weight of "three rural issues" in the performance assessment,combine the routine monitoring and the year-end assessment,and take assessment results as basis of cadre appointment,advanced worker selection,project support,and bonus,to ensure smooth completion of agricultural and rural works in the whole city.
