這是我們已經(jīng)很熟悉的稱謂：四好農(nóng)村路。2017年12月，習(xí)近平總書記對“四好農(nóng)村路”建設(shè)作出重要指示。他強(qiáng)調(diào)，近年來，“四好農(nóng)村路”建設(shè)取得了實(shí)實(shí)在在的成效，為農(nóng)村特別是貧困地區(qū)帶去了人氣、財(cái)氣，也為黨在基層凝聚了民心。

此前的2014年3月4日，習(xí)近平總書記指出，農(nóng)村公路建設(shè)要因地制宜、以人為本，與優(yōu)化村鎮(zhèn)布局、農(nóng)村經(jīng)濟(jì)發(fā)展和廣大農(nóng)民安全便捷出行相適應(yīng)，要進(jìn)一步把農(nóng)村公路建好、管好、護(hù)好、運(yùn)營好，逐步消除制約農(nóng)村發(fā)展的交通瓶頸，為廣大農(nóng)民脫貧致富奔小康提供更好的保障。

建好、管好、護(hù)好、運(yùn)營好，這“四好”，即是農(nóng)村公路的總目標(biāo)。

自此，“四好農(nóng)村路”進(jìn)入我們的視野。隨后，“四好農(nóng)村路”建設(shè)扎扎實(shí)實(shí)地走在路上。

根據(jù)制定的目標(biāo)，到2020年，將確保實(shí)現(xiàn)鄉(xiāng)鎮(zhèn)和建制村通硬化路率達(dá)到100%，縣、鄉(xiāng)道安全隱患治理率基本達(dá)到100%，縣、鄉(xiāng)級農(nóng)村公路管理機(jī)構(gòu)設(shè)置率達(dá)到100%，具備條件的建制村通客車比例達(dá)到100%。

這即是“四好農(nóng)村路”的四個(gè)“百分之百”建設(shè)目標(biāo)。

在重慶，“四好農(nóng)村路”建設(shè)也扎扎實(shí)實(shí)行進(jìn)在路上。

2018年6月20日，重慶又在萬盛經(jīng)開區(qū)召開“四好農(nóng)村路”建設(shè)現(xiàn)場推進(jìn)會，在明確目標(biāo)的前提下，進(jìn)一步加大“四好農(nóng)村路”建設(shè)的力度，將“四好農(nóng)村路”的建設(shè)抓好、抓實(shí)、抓出成效。

此前的“四好農(nóng)村路”建設(shè)，已有成果和可資借鑒的經(jīng)驗(yàn)顯現(xiàn)。呈現(xiàn)在我們面前的一些個(gè)案，為我們提供了解讀重慶“四好農(nóng)村路”建設(shè)的樣本。

This is the title we are already familiar with – “Rural Roads Good in Four Ways”, on which General Secretary Xi Jinping gave important instructions in December 2017. He emphasized that in recent years,the construction of these roads has achieved tangible results, brought popularity and fi nancial resources to the rural areas, especially the poor areas, and helped our Party to unite the people at the community level.

On March 4, 2014, General Secretary Xi Jinping pointed out that the construction of rural roads should be people-oriented. Meanwhile, it also should be adapted to local conditions and compatible with optimizing the layout of villages and towns, the development of rural economy and the requirement of safe and convenient transportation. We must build rural roads with good construction, management, maintenance and operation, so as to gradually eliminate the bottleneck that restricts rural development and to better secure farmer’s opportunity to shake off poverty and move toward prosperity.

To build rural roads good in construction, management,maintenance and operation – that is the overall goal.

Since then, “Rural Roads Good in Four Ways” has been in our attention. Subsequently, the construction of these roads are under way.

According to the established goals, by 2020, the paved roads rate in towns, townships and incorporated villages will reach 100%; the safety risk management rate of county and township roads will generally reach 100%; the founding rate of rural road management institutions at county and township level will reach 100% and; the percentage of incorporated villages that provide bus services will reach 100%.

That are the four "100%" construction goals of the “Rural Roads Good in Four Ways”.

In Chongqing, the construction work of these roads is also fi rmly carried out.

On June 20, 2018, Chongqing held another promotion meeting on the construction of “Rural Roads Good in Four Ways” in Wansheng Economic Development Zone. With specific objectives, it further stimulates the construction of these roads and assures that the construction work is well-organized and effective.

There have been productive results and practices from previous work that can be used for reference, which provide us with samples for the interpretation of constructing “Rural Roads Good in Four Ways” in Chongqing.
