Guangdong has officially opened filing management for first-imported non-special use cosmetics.

The success of the Pudong imported, non-special use cosmetic filing system has prompted government to expand the system to another 10 FTZs. The Guangdong pilot program officially began on 28 March.

From 8 Mar, 2018 to 21 Dec, 2018,nonspecial use cosmetics can be eligible for filing management instead of registration if they are imported through the Guangdong Free Trade Zone Nansha area for the first time and the domestic res-ponsible person is registered in the Guangdong free trade zone Nansha area. Non-special use cosmetics importers within the scope of the pilot program and the domestic responsible person shall obtain a filing certificate prior to import.

For the convenience of importers,an acceptance office is set up in the Market and Quality Supervision Bureau of Guangdong free trade zone Nansha area to accept filing documents and handle other related matters.

Once the filing is approved, the domestic responsible person can go to the relevant government departments with the printed certificate generated by the filing system. Then products can be imported through the Guangdong free trade zone Nansha area. If the products that have been filed need to be imported from ports outside the Nansha Area of the Guangdong FTZ, in accordance with “Regulations concerning the Hygiene Supervision over Cosmetics” , the product infor-mation shall be cancelled and importers need to apply for first-imported cosmetics administrative licensing, or reapply for filing certificate in other FTZs.

The domestic responsible persons shall fulfill their commitments, establish a quality and safety management system for imported non-special use cosmetics, strengthen product traceability and quality control, shoulder responsibilities for product quality and safety to ensure that the import and operation of cosmetics meet the requirements of regulations and standards. Once a product quality and safety problem occurs, the responsible person shall proactively disclose relevant information and recall the products immediately.
