誰可以申請外國人才簽證（即R字簽證）？

中國經(jīng)濟社會發(fā)展需要的外國高層次人才和急需緊缺人才，符合“高精尖缺”和市場需求導向的科學家、科技領(lǐng)軍人才、國際企業(yè)家、專門人才、高技能人才等。

R字簽證申請標準

符合《外國人來華工作分類標準（試行）》中外國高端人才標準條件之一：

1） 入選國內(nèi)人才引進計劃

2）符合國際公認的專業(yè)成就認定標準

3）符合市場導向的鼓勵類崗位需求的外國人才

4）創(chuàng)新創(chuàng)業(yè)人才

5）優(yōu)秀青年人才

6）計點積分在85分以上

申請R字簽證所需材料：

1. 簽證申請表

2. 本人護照（有效期為6個月以上）以及符合規(guī)定的照片

3. 《外國高端人才確認函》打印件

4. 駐外使館、領(lǐng)館或者外交部委托的其他駐外機構(gòu)要求的其他材料

辦理R字簽證如何收費？

免除申請費用，外國人才及其家屬免交簽證費和急件費，“零費用”辦理。

更長有效期

1. 符合條件的R字簽證申請人可獲簽有效期5至10年、多次入境、每次停留180天的簽證；

2. 符合條件的R字簽證申請人的配偶及未成年子女可獲簽有效期相同、多次入境的相應種類簽證。

申請更方便

With validity period up to 10 years, talent visa (Rvisa)makes it easier for foreign talent to visit China.

In order to implement a more active, open, and effective talent policy, the State Administration of Foreign Experts Affairs (SAFEA), the Ministry of Foreign Affairs, and the Ministry of Public Security jointly issued measures for the implementation of Rvisa system.

Who can apply for Rvisa?

High-level and urgently needed foreign talent can apply for Rvisa, including scientists, leading talent in science and technology, international entrepreneurs, professional talent, and talent with specific high-level skills.

Standards for Rvisa application

High-end foreign talent who meet one of the requirements of the Pilot Implementation Scheme of Foreigners' Work Permit in China:

(a) Selected candidates for China’s talent introduction programs

(b) Individuals who meet internationally recognized standards of professional achievements

(c) Foreign professionals who meet the demand for market-oriented jobs encouraged by China

(d) Innovative entrepreneurial talent

(e) Excellent youth talent

(f) Professional talent with accumulated scores over 85

Materials needed for application

1. Visa application form

2. Passport and the applicant's photo taken within the last six months

3. Confirmation Letter for High Level Foreign Talents

4. Other materials required by the Chinese embassy,consulate, or institutes entrusted by the Ministry of Foreign Affairs in foreign countries

Application Fees

There are no fees required for the application of a Rvisa for foreign talent and relevant visas for their families.

Longer valid time

1. Qualified applicants will be allowed to stay in China for up to 180 days at a time, with multiple entries on a visa valid from 5 to 10 years.

2. The policies also apply to the foreign talent’s spouse and minor children for their relevant visas.

Convenient application

Application can be made online, and Confirmation Letter for High Level Foreign Talents will be issued within 5 working days. High-end talent with their spouses and children can apply foRvisas in embassies and consulates.Visas can be obtained in as fast as the next day after application submission.
