新中國(guó)建立了民族區(qū)域自治制度。在少數(shù)民族聚居地區(qū)設(shè)立自治機(jī)關(guān)，由當(dāng)?shù)孛褡遄约汗芾肀久褡宓膬?nèi)部事務(wù)。目前，全國(guó)共有156個(gè)民族區(qū)域自治地方，其中自治區(qū)5個(gè)，自治州30個(gè)，自治縣和自治旗121個(gè)。民族區(qū)域自治地方根據(jù)《中華人民共和國(guó)民族區(qū)域自治法》行使各種自治權(quán)利，有權(quán)依照當(dāng)?shù)孛褡宓恼?、?jīng)濟(jì)和文化的特點(diǎn)，制定自治條例和單行條例；在不違背憲法和法律的原則下，有權(quán)采取特殊政策和靈活措施；上級(jí)國(guó)家機(jī)關(guān)的決議、決定、命令、指示，如有不適合民族區(qū)域自治地方實(shí)際情況的，自治機(jī)關(guān)可以報(bào)請(qǐng)批準(zhǔn)變通執(zhí)行或停止執(zhí)行；自治機(jī)關(guān)有自主地管理本地方財(cái)政、經(jīng)濟(jì)、文化、教育事業(yè)的自治權(quán)利。在民族雜居散居地區(qū)，還建立了1500多個(gè)民族鄉(xiāng)，使雜居散居的少數(shù)民族能更好地享受平等的權(quán)利。

New China has in place a system of regional autonomy for ethnic minorities. Self-governance is exercised1這里需要考慮的一個(gè)問題是時(shí)態(tài)。有的譯者在這里用一般過去時(shí)，也許是認(rèn)為自治機(jī)關(guān)是過去設(shè)立的，因此應(yīng)屬于過去發(fā)生的動(dòng)作。但是用過去時(shí)態(tài)顯示的過去的特定動(dòng)作與今天的狀況就不一定有必然的關(guān)系：過去成立的機(jī)關(guān)在現(xiàn)今的作用沒有得到交代。其實(shí)，原文的重點(diǎn)并不是在于“設(shè)立”的動(dòng)作何時(shí)發(fā)生，而是在于“自治”這一事實(shí)。自治的情況從過去（即從自治機(jī)關(guān)設(shè)立之日起）延續(xù)到現(xiàn)在。從這個(gè)角度來考慮，翻譯時(shí)比較合理的選擇是把重點(diǎn)放在“自治”（self-governance），而不必考慮相關(guān)機(jī)關(guān)是什么時(shí)候設(shè)立的。至于時(shí)態(tài)，筆者認(rèn)為，用現(xiàn)在完成時(shí)應(yīng)該是可以的，表示一種延續(xù)的動(dòng)作（如“Self-governance has been exercised in regions with large ethnic minority populations.”）。筆者在參考譯文里用了一般現(xiàn)在時(shí)（Selfgovernance is exercised in regions with large ethnic minority populations.），以此來表示一種常態(tài)，因?yàn)檫@篇文章主要是介紹目前的情況。in regions with large ethnic minority populations22“少數(shù)民族聚居地區(qū)”的一種常見譯法是regions where people of national minorities live in compact communities。不知道什么人如此翻譯后，經(jīng)網(wǎng)絡(luò)傳播被大肆仿用，似乎變成了某種“標(biāo)準(zhǔn)譯法”。必須指出的是，這個(gè)譯法是完全不對(duì)的，其中compact一詞的用法很不恰當(dāng)。compact一般意為smaller than other things of the same kind或using little space and having parts that are close together，如：a compact car（小型轎車）、a compact kitchen（小型廚房）、a compact shopping center（店鋪排列緊湊、面積較小的購(gòu)物中心）等。compact communities只能說明相關(guān)社區(qū)面積小，而不表示“聚居”的情況。根據(jù)該詞語的內(nèi)在含義，似可譯成regions with large ethnic minority populations。, where local affairs are administered locally. There are at present 156 ethnic autonomous areas in China,including five autonomous regions,30 autonomous prefectures, and 121 autonomous counties or banners. In exercising their right to self-government in accordance with the Regional Ethnic Autonomy Law of the People’s Republic of China, local authorities in the autonomous areas3對(duì)于“民族區(qū)域自治地方……行使各種自治權(quán)利”，不少譯者可能會(huì)沿用中文表達(dá)方式，直接將“地方”（areas）作為主語使用。應(yīng)該指出的是，中英文用法在這方面有差別。中文里地點(diǎn)經(jīng)常可以直接作為動(dòng)作的主體使用，英文里通常不這樣用，除非某地方實(shí)際上是用來表示作為法人的實(shí)體，如：The town will not appeal the judge’s decision. 其中The town就是具有法人身份的實(shí)體，不是純粹作為一個(gè)地理概念。當(dāng)然，有人也許會(huì)爭(zhēng)辯說，National autonomous areas也可以被視為法人，但從表述方式來看，這種解釋有點(diǎn)牽強(qiáng)（極少會(huì)有法人實(shí)體稱為areas）。筆者認(rèn)為，此處用local authorities in the autonomous areas要恰當(dāng)?shù)枚唷re authorized to develop regulations on autonomy and their own specific rules that reflect the unique political,economic and cultural characteristics of the local ethnic communities; develop special policies and flexible measures that are not contrary to the principles of the Constitution and national law; and apply for permission to implement in a flexible manner or bypass state resolutions,decisions, orders and instructions, which are deemed unfit for their areas4對(duì)于“不適合民族區(qū)域自治地方實(shí)際情況”中“實(shí)際情況”里的“情況”，許多譯者首先想到的是situation（整個(gè)短語被譯成not in accordance with the situation in autonomous regions），但在這里用situation很有問題。situation一般指“all of the facts, conditions, and events that affect someone or something at a particular time and in a particular place” 或“an important or sudden problem”，也就是說，situation一般是暫時(shí)性的，而“實(shí)際情況”是長(zhǎng)期存在的。筆者在參考譯文里把整個(gè)短語譯成deemed unfit for their areas，沒有直接譯出“實(shí)際情況”四個(gè)字，這是因?yàn)楣P者認(rèn)為“實(shí)際情況”的意思已經(jīng)暗含其中。另外，在此語境里，把“符合”譯成in accordance with也不合適。我們可以說in accordance with the provisions、in accordance with the customs、in accordance with the plan等。但用not in accordance with the situation in autonomous regions來表示“不適合民族區(qū)域自治地方實(shí)際情況”，總是不太對(duì)味，因?yàn)檫@里的“符合”實(shí)際上是“適合”的意思。. They are responsible for local financial management and for local economic,cultural and educational undertakings. In areas where members of ethnic minority groups are relatively scattered5這里需要注意的是“散居”，有人用in scattered communities來表示“散居”，但顯然沒有達(dá)到目的。scattered communities只能表示各個(gè)社區(qū)很分散，不是連成一片的。而“散居”的意思與前面的“雜居”一樣，是指少數(shù)民族的居住情況不是高度集中的，即在一片地區(qū)可能有兩個(gè)以上民族居住。, there are more than 1,500 ethnic townships to accommodate the needs of those ethnic groups to better enjoy equal rights.
