山里邂逅笑臉

公元733年，唐玄宗置黔中道，彭水為黔中道、黔州、彭水縣三級治所駐地，曾為今渝、黔、湘、鄂、桂結(jié)合部的政治、經(jīng)濟、文化中心。

時過境遷，2015年，彭水被列為新一輪國家扶貧開發(fā)重點縣，也是全市貧困面最廣、貧困人口最多、貧困程度最深的4個縣之一。目前為止，40個貧困村已實現(xiàn)整村脫貧，46479名貧困人口實現(xiàn)了“兩不愁三保障”。

和重慶不少區(qū)縣類似，彭水依山靠水。此行至彭水，山的烙印竟格外動人。

孟郊詩云：“舊說天下山，半在黔中青。”初到彭水，眼光仍無法從連綿舒緩的山巒線上移開——沉浸在一眼望不到頭的清朗之中。更讓人動容的，是人們?yōu)榱吮忌钍钩龅哪枪蓜艃海偸秋@露在他們恬淡的笑中，見過就不會忘。

Pengshui County, although a political, economic and cultural center in the Xuanzong Period of Tang Dynasty(called Qian that time), is now one of the four poorest counties in Chongqing, and has been listed as one of the major counties to carry out state poverty alleviation.

Up to now, forty villages have already shaken off poverty, while 46479 poverty-stricken people have solved their problems of not having enough to eat and wear, with their housing, basic education and health care ensured.

Like quite a few counties in Chongqing, Pengshui is located in a place with streams and mountains nearby.On the trip to Pengshui, impressed by the intriguing mountains there, I recalled a line from Meng Jiao, a famous poet of Tang Dynasty, “It is long been said, of allthe beautiful mountains, half are in Qian.”

Immediately after I arrived there, my eyes were caught by the gentle mountain range, and all in my vision were so clear and pleasant. But what touched me even more was people’s enthusiasm in pursuing better livelihood, noticeable in their pure and unforgettable smiles.

輕裝上陣擴大生產(chǎn)Burdens Lifted, Farmland Expanded

5月的一天下午，日正當(dāng)頭，彭水潤溪鄉(xiāng)白果鎮(zhèn)左家院。見到煙農(nóng)秦治明時，他剛從地里回來，安排完栽種工作，站在自家陽臺上。他身上的坎肩很別致，是一件裁掉了兩袖的灰色舊西服。老秦的兩個孩子還在念書，妻子沒工作。他從溫州打工回來，一心撲在煙草地上，想著再擴大點種植面積。

種植煙草需要耗費大量人力物力，擴大規(guī)模就等于增加成本。手頭沒有閑錢，需要貸款。以往在信用社貸款需要抵押物，審批程序復(fù)雜?！叭ツ辏业谝粋€享受了農(nóng)行給煙農(nóng)發(fā)放的‘快農(nóng)貸’，一點都不麻煩，用了個身份證就貸了款。本來給我5萬的額度，我只借了3萬?！闭f起這種新型的貸款方式，老秦很是滿意，利息也比以往省了近一半，基本上沒有壓力。這筆貸款讓他更有底氣，他樂觀估計，今年收入可達十二三萬元，能比往年翻上一番。

在他的臉上，笑是因為心里有桿秤，沉穩(wěn)而大氣。

On a May afternoon when the sun was blazing, I met tobacco grower Qin Zhiming who had just come back from the planting work in his farmland and stood on the balcony. He was wearing a frayed, gray suit with its sleeves cut off. I heard from him that his two kids were still at their school years and his wife had been unemployed. On returning from Wenzhou where he worked, he devoted himself to the tobacco field, in a wish to expand the area.

It entails great efforts and resources to plant tobacco, besides, broader area means more cost. With no extra money, he had to get a loan. In the past, the procedures for loan approval at credit cooperatives were complicated, and one had to submit collateral.But it became simpler after the new loan pattern came into effect. Qin was one who benefited from it. Talking about it, he said in content, “Last year I was the first one who got the loan offered to tobacco farmers by agricultural bank. It was not at all complicated, and I got it with only an ID Card. The bank gave me a loan limit of 50,000 yuan but I only borrowed 30,000. And the interest had been almost halved, relieving us of the pressure in paying it off.”The loan made him more confident. As he estimated,the income this year will double compared with that of last year, reaching 12 thousand yuan or so.

Thinking of this, his face broke into a wide grin,composedly and optimistically.

貧困戶們用精準扶貧貸入股合辦的果園

借來了錢好好干Better Life with the Help of Loan

潤溪鄉(xiāng)櫻桃村一組的晏幺毛，40歲。2013年打工時受傷，他的五口之家因傷病致貧，一家人一個月收入只有2000多元，只有種些玉米、白菜為生。

“現(xiàn)在我在搞蔬菜基地了。”晏幺毛個頭不高，中氣十足。他和妻子站在自家菜地里，妻子一直笑得合不攏嘴，老想搶話說。

“鄉(xiāng)里派來的幫扶人幫了很大的忙?！苯衲辏嚏勖闪伺硭h的建卡貧困戶，通過“精準扶貧貸”貸款5萬元，和妻子一起開始務(wù)農(nóng)，打算種100多畝蔬菜，已經(jīng)種上了60畝包包菜，還養(yǎng)了30幾箱蜜蜂?！拔业陌撕茉鷳B(tài)，我還打算在摩圍山那邊再種些……”他手指向不遠處碧空下的青山，很爺們兒地說著，希望和信心從話里溢了出來。

幫扶人李增彬說，晏幺毛一開始沒打算種那么多地，“后來我們給他算了賬，也給他鼓了把勁?，F(xiàn)在，他每天吃完晚飯也不閑著，總要到菜地里去多看幾眼。”晏幺毛心里有數(shù)，只要拿出莊稼人的樣子，全年多季種植的上百噸蔬菜以及自家的蜜蜂采集的蜂蜜，年收入10萬元應(yīng)該不成問題。

阿依河社區(qū)的劉合平一家和晏幺毛境況相似，有了“精準扶貧貸”，劉合平終于買到了仔豬，加上他多年精心照料的種豬，向往已久的養(yǎng)豬致富路總算有了眉目。

在他們的臉上，笑是因為加了一把外力，再灑點汗水，日子就不會苦。

Yan Yaomao is a forty-year-old man in Yingtao Village,Runxi Town. He got wounded from work in 2013. After that, his family of five members became worse off, earning about only 2000 yuan by planting corns and cabbage.

“Now I’m busy with vegetable base,” Yan said in resonant voice. His wife, standing in the farmland with Yan, kept smiling from ear to ear and cut in now and then when we talked.

As she said, assistant sent by the town govern-ment was a great help to them. This year, Yan’s family has been listed as a poverty-stricken family,and offered a loan of 50,000 yuan under the policy of targeted poverty-alleviation. Then they started to work on their land, where they planned to cultivate vegetables of more than a hundred acres and have already planted 60 acres of cabbage. Besides, they are also feeding bees of 30 boxes or so. “My vegetables are all planted without harmful chemicals. I plan to cultivate more there on the mountain,” he said with a masculine tone, pointing at the beautiful mountain not far away, with hope and confidence.

Li Zengbin the assistant told me that Yan had not intended to work on so much farmland until we did accounts for him and gave him encouragement. Now,every day when he finishes his supper he will go to see his farmland. Yan knows well that as long as he works hard, the vegetables and honey will bring them at least 100,000 yuan a year.

Like Yan’s family, Liu Heping of the Ayihe Community finally bought piglets with the help of the policy of targeted poverty-alleviation loan. Together with the pigs he took precious good care of for years, his pursuit of growing rich through feeding pigs finally got on the right track.

They smiled, because they knew, with the help of government, their lives can only become better,as long as they keep working hard.

一定要實現(xiàn)的夢Dreams That Must Be realized

傍晚時分，來到坐落在海拔約800米之上的彭水第二中學(xué)。這是一所全日制寄宿學(xué)校，占地面積超過10萬平方米。夕陽染紅了天幕，寬闊嶄新的操場盡頭，又是那片醉人的山景，上百號學(xué)生或在跳操，或在打球。學(xué)校的前身保家中學(xué)，原址只有1.8萬平方米，生均活動面積僅1.7平方米。

校舍更大更漂亮了，師生們的體驗和生活也起了變化。有更多優(yōu)秀的老師愿意來這里教書，學(xué)歷最高的是北大的研究生。學(xué)生們的學(xué)費、住宿費全免，每個貧困生每學(xué)期還能獲得625元的生活補助。僅2016年，就有1058名學(xué)生受益。

初三（2）班的楊七星將這筆錢交給母親支配，“能給家里減輕一些負擔(dān)?！彼切V播臺的播音員，落落大方，有著主持人標(biāo)準的笑容，也保持著一份年少的活潑。她的母親在家務(wù)農(nóng)，為了還債，父親在縣城打工，哥哥被迫大學(xué)輟學(xué)，如今在保家鎮(zhèn)污水廠求了份職。

“我要努力考上彭水中學(xué)，媽媽答應(yīng)我那時會放下一切去她完全陌生的縣城找工作，守著我念書?！痹跅钇咝茄劾?，這個近在咫尺的未來意味著壓力與幸福，她想要得到。雖然成績還需要沖刺，但環(huán)顧眼前明亮的校舍、寬敞的教室和優(yōu)秀的老師，她說她要做的就是“挑燈夜讀”了。更遠一點的未來是做主持人，“工作地嘛，不要離家太遠了，要在父母身邊，才安心?！?/p>

坐在她旁邊的小姐妹何埸（音yì）也接受了學(xué)校的資助，她沒有了媽媽，爸爸在福建打工，姐姐初中畢業(yè)就去溫州打工了，“我要好生學(xué)習(xí)，好好念護士學(xué)校，當(dāng)護士?！闭f這些話的時候，她笑瞇瞇地看著前方，臉蛋兒紅撲撲的。

在她們的臉上，笑是對生活的感恩，和理想生活的憧憬。

At dusk, I came to the elevation of about 800 meters, where situated the Second Middle School of Pengshui. It is a full-time boarding school, covering an area of more than 100,000 square meters. The sky was reddened by the setting sun. On the new,vast playground, hundreds of students were taking exercises or playing ball games. And at the end of the ground, again, I saw the intoxicating mountain view. The school was previously named Baojia Middle School. Before expanded, it covered an area of only 18,000 square meters, each student having an area of 1.7 square meters to move around.

But now, experience and lives for teachers and students have changed a lot. More excellent teachers become willing to come here, including a graduate student from Peking University. Tuition and boarding fee were removed, and each poverty-stricken student can get allowances of 625 yuan every semester.1058 students benefited from this only in 2016.

Ninth-grade students Yang Qixing is one of them. She gave this sum of money to her mother as a way to lift the financial burden on her family. She is a broadcaster of the broadcasting station of the school.She has the smile just like a professional presenter,and full of vitality. In order to pay their debt, her mother works on the farmland, his father works in the town, and her elder brother dropped out of university and got employed at a sewage plant in Baojia Town.

“I will try my best to enter into the Pengshui Middle School, because my mom promised to look for a job in the town to stay with me while I’m studying there,” she told me with expectation. The near future means both pressure and happiness for her. Although she has an all-out effort to make in improving her school performance, she is quite confident in realizing it, especially when the school had been renewed and teachers are all excellent. As for her further dream—a presenter, she wants to work in somewhere not far from her parents.

The girl sitting next to Yang was He Yi, who also received allowances. Her mother had passed away, her father works in Fu Jian Province, and her elder sister went to Wenzhou to work after junior high school. “I will study hard and become a nurse in the future,” said she, looking ahead with smile,and her cheeks getting ruddy.

They smiled, because they are grateful for life,and wishful in expecting their future.
