專訪法國駐成都總領(lǐng)事館總領(lǐng)事滿碧滟：持續(xù)推進中法合作，歡迎重慶人民赴法旅游

2月21日，法國駐成都總領(lǐng)事館總領(lǐng)事滿碧滟女士第三次來渝訪問，并首次接受本刊記者專訪。她表示，期待法國與重慶進一步深化經(jīng)貿(mào)合作，推進雙方的文化交流。法國政府非常重視中國游客，更歡迎重慶人民赴法旅游。

法國與重慶關(guān)系密切，雙方合作值得期待

重慶與法國的淵源要追溯到1982年，那時法國圖盧茲市成為重慶的第一個友好城市，而雙方的關(guān)系從那時開始健康發(fā)展到了今天。采訪當日，滿碧滟女士特別提到，“今天，法國總理貝爾納?卡澤納夫剛好抵達北京，將于2月21日至23日對中國進行正式訪問?！贝舜蜗悼杉{夫總理首次訪華，也是今年來華訪問的首位歐洲國家領(lǐng)導人。

此次滿碧滟女士來渝，主要就重慶與法國在經(jīng)濟、商貿(mào)方面的合作，以及文化交流進行訪問。據(jù)她介紹，接下來在渝的法國企業(yè)將會有一系列的“大動作”，其中包括法國紅酒廠商培訓、法國奢侈品品牌開業(yè)等等。另外，法國駐成都總領(lǐng)事館與四川外國語大學的法語聯(lián)盟也有深入的合作，為今后的文化交流奠定了堅實的基礎(chǔ)。“法國和重慶有很多合作項目，特別是在院校合作方面聯(lián)系非常緊密，有很多重慶學生在法國留學?！睗M碧滟說。

在科技、學術(shù)方面，滿碧滟表示，重慶醫(yī)科大學和重慶醫(yī)科大學附屬第一醫(yī)院與法國的相關(guān)機構(gòu)一直保持良好合作關(guān)系，雙方每年都會圍繞醫(yī)療衛(wèi)生選定主題，在醫(yī)學教育、人才培養(yǎng)、科學研究等方面開展合作交流，今后也會繼續(xù)在科研、醫(yī)藥衛(wèi)生領(lǐng)域深入雙方的合作。

在文化方面，去年首次來渝的“中法文化之春”系列活動在中國舉辦已經(jīng)超過10年，是一年一度的文化盛事。滿碧滟表示，重慶如此大的城市應(yīng)該有更多的文化盛會，并且期待更多法國藝術(shù)家?guī)е麄兊淖髌穪淼街貞c，進行展覽和表演。今年的“中法文化之春”也十分值得期待，3月，四川外國語大學的法語聯(lián)盟會在法國駐成都總領(lǐng)事館文化處的支持下舉辦“法語節(jié)”，這個節(jié)日會圍繞法國文化、藝術(shù)等方面開展一系列的活動。

48小時簽發(fā)簽證，歡迎中國游客赴法

“在法國，中國游客十分受歡迎，為了吸引中國游客，法國商家和地方政府各出奇招?！睗M碧滟介紹，她印象最深的是巴黎的博物館和巴黎市政府開通了微信公眾號、新浪微博等一系列社交賬號，為中國游客提供中文資訊和服務(wù)。作為法國駐成都總領(lǐng)事館的總領(lǐng)事，滿碧滟認為這一系列的宣傳非常細心，對增進中法友誼和交流也有重要的意義?！霸诎屠?，幾乎所有的大商場和專柜都配有中文導購。法國機場也有中文標識以及中文指引來幫助中國游客，另外在游客到訪較多的博物館和地方的機構(gòu)都配備了中文解說員和翻譯，足以體現(xiàn)法國政府對中國游客的重視?！睗M碧滟介紹道。

對廣大市民關(guān)心的簽證問題，滿碧滟表示，從2014年開始，法國旅游簽證簽發(fā)只需48小時，并且從2016年開始，法國駐成都總領(lǐng)事館在簽證方面作出了更多努力，讓法國簽證受理中心滲入到中國的二線城市。據(jù)悉，法國駐華大使館在現(xiàn)有的6個簽證中心（廣州、成都、北京、上海、沈陽和武漢）基礎(chǔ)上新增了9個簽證中心，重慶也包括在內(nèi)，也就是說，重慶市民申請法國簽證不需要再去成都遞交材料，只要將資料交到重慶的法國簽證受理中心即可。

最后，滿碧滟還表示，重慶在國家“一帶一路”政策下占有重要的地理位置，也是長江經(jīng)濟帶上正在騰飛的城市，重慶到德國杜伊斯堡的專列是連接中國和歐洲的大通道，這個鐵路的開通表達了中央政府和地方政府對外開放的決心，法國政府非常關(guān)注這些開放的政策，也在商貿(mào)投資方面作好了合作的準備。

On February 21,2017,Mrs.Fabienne Mansencal,the consul general of Consulate General of the Republic of France in Chengdu,made her third visit to Chongqing and frstly accepted an exclusive interview with print journalist.She expected the in-depth economic cooperation between France and Chongqing to promote the cultural exchanges of both sides.Government of France attaches great importance to Chinese tourists and further welcomes Chongqing people to have a trip in France.

Under such close relationship,the cooperation between France and Chongqing is worth expecting

The historical origin between Chongqing and France can be traced back to 1982 and Toulouse in France is the frst sister city to Chongqing.Of course,both sides have been making a sound relationship from then to now.On interviewing,Mrs.Fabienne Mansencal specially mentioned that Bernard Cazeneuve,Prime Minister of France just arrived in Beijing today and would make an off cial visit to China during February 21 to 23.This is the frst time for Prime Misnister Bernard Gazeneuve to visit China and also the frst time for a head of European countries to visit China.

This trip to Chongqing,Mrs.Fabienne Mansencal mainly aimed to pay a visit to the cooperation of economy and commerce as well as the culture exchanges between Chongqing and France.According to her introduction,French enterprises in Chongqing would have a series of big actions including the training of French wine makers and the opening of French luxury brands.In addition,the in-depth cooperation between Alliance Francaise in Sichuan International Studies Universityand Consulate General of the Republic of France in Chengdu would lay a solid foundation for future culture exchanges.“There are many Chongqing-France cooperative projects,especially the closer connection in the cooperation with universities and colleges,so that many Chongqing students would like to study in France,”Mrs.Fabienne Mansencal said.

In aspects of sci-tech and scholarism,Mrs.Fabienne Mansencal considered that,Medical University of Chongqing and its First Affiliated Hospital always carry out good cooperation with the related institutions in France in recent years.Under such condition,both sides will select topics around health to conduct cooperation and exchanges in areas like medical education,personnel training,scienti fcresearch.And the cooperation in areas like scienti fcresearch,medicine and health will be deepened in the future.

In cultural aspects,as an annual culture event with decade history,it is the first time for“China-French Cultural Spring”to be held in Chongqing.Mrs.Fabienne Mansencal expressed that,as a metropolis,Chongqing should undertake more culture events.She also expected that more French artists would hold exhibitions and shows in Chongqing with their works.And this year’s“China-French Cultural Spring”also is worth expecting.Under the support of the Cultural Off ce of Consulate General of the Republic of France in Chengdu,Alliance Francaise in Sichuan International Studies University held the“French Festival”which will carry out a series of activities around French culture and art.

Visa is issued within 48 hours,Chinese tourists are welcome to France

“In France,Chinese tourists are so popular that many French sellers and local governments try every means to attract the tourists.”Among which,what impressed her the most were the Paris Museum and Paris Municipal Government have opened a series of social accounts like W eChat Subscriptions and Sina Weibo to provide Chinese information and services for Chinese tourists,introduced by Mrs.Fabienne Mansencal.As the consul general of Consulate General of the Republic of France in Chengdu,Mrs.Fabienne Mansencal considered that the scrupulous publicity had great signi f cance for the friendship and communication between China and France.In Paris,almost all shopping malls and counters have equipped with Chinese shopping guides and there are Chinese signs and guides in French Airport to help Chinese tourists.In addition,museums and local institutions closely connected with tourists also have deployed with Chinese narrators and translators.All those measures are enough to reflect the importance of Chinese tourists attached by government of France.

As for the visa concerned by citizens,Mrs.Fabienne Mansencal said,since 2014,the sign and issue of French tourist visa has been shortened to 48 hours and the Consulate General of the Republic of France in Chengdu made more efforts on visa to enable more reception centers of French visa to settle in second-tier cities in China in 2016.It is reported that on the basis of 6 Visa Centers (Guangzhou,Chengdu,Beijing,Shanghai,Shenyang and Wuhan),French Embassy has newly increased 9 centers including a center in Chongqing which means when Chongqing people apply for a French visa,they only need to send the materials to the visa center in Chongqing instead of Chengdu.

At last,Mrs.Fabienne Mansencal said,Chongqing holds an important geographical position in the Belt and Road Initiative and is an economically taking-off city in the Yangtze River economic zone.Special train connected Chongqing and Duisburg in Germany is a channel to link China and Europe.The open of this train also expresses the determination from central and local government to open to the outside world.In return,government of France is also very concerned about these open policies and ready to cooperate with China in the areas of business investment.
