新簽10大項(xiàng)目總金額超14億美元 重慶2017年吸引外資項(xiàng)目實(shí)現(xiàn)開門紅中新示范項(xiàng)目對(duì)重慶開放經(jīng)濟(jì)的拉動(dòng)作用日益明顯

一年之計(jì)在于春。春寒料峭之時(shí)，落戶在重慶的中國新加坡第三個(gè)政府間合作項(xiàng)目（以下簡稱中新示范項(xiàng)目），又傳喜訊：2月26日下午，在重慶市市長張國清、副市長劉桂平，新加坡總理公署部長陳振聲、新加坡總理公署兼外交部兼交通部高級(jí)政務(wù)部長楊莉明見證下，中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目合作項(xiàng)目集中簽定了10大項(xiàng)目，當(dāng)天簽約總金額約為14.4億美元。重慶2017年吸引外資實(shí)現(xiàn)開門紅。

2月27日，中共中央政治局常委、國務(wù)院副總理張高麗在北京會(huì)見新加坡副總理張志賢，并共同主持中新雙邊合作聯(lián)委會(huì)第十三次會(huì)議、蘇州工業(yè)園區(qū)聯(lián)合協(xié)調(diào)理事會(huì)第十八次會(huì)議、天津生態(tài)城聯(lián)合協(xié)調(diào)理事會(huì)第九次會(huì)議和中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目聯(lián)合協(xié)調(diào)理事會(huì)第一次會(huì)議。重慶向中新兩國高層，匯報(bào)中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目啟動(dòng)實(shí)施一年多以來取得的成績。據(jù)報(bào)道：在中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目聯(lián)合協(xié)調(diào)理事會(huì)第一次會(huì)議上，重慶市市長張國清對(duì)中新雙方共同起草的《中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目聯(lián)合進(jìn)展報(bào)告》作簡要說明。他并表示重慶將堅(jiān)決按照兩國領(lǐng)導(dǎo)人的戰(zhàn)略引領(lǐng)，認(rèn)真落實(shí)兩國政府間協(xié)議和本次會(huì)議達(dá)成的重要共識(shí)，更加突出創(chuàng)新和務(wù)實(shí)理念，以政策創(chuàng)新為靈魂，以項(xiàng)目落地為關(guān)鍵，提升現(xiàn)代互聯(lián)互通中心樞紐功能，提升現(xiàn)代服務(wù)經(jīng)濟(jì)品質(zhì)，提升區(qū)域競爭力和輻射影響力，努力實(shí)現(xiàn)中新雙方互利共贏。

另據(jù)了解，中新雙方當(dāng)天簽定的10大項(xiàng)目，簽約項(xiàng)目涵蓋了金融、物流、醫(yī)療、互聯(lián)網(wǎng)+、人才培養(yǎng)、信息通信等多個(gè)領(lǐng)域，簽約總金額約為14.4億美元。至此，經(jīng)過2016年1月、2016年5月、2016年7月、2017年2月4次集中簽約，中新雙方集中簽約合作重點(diǎn)項(xiàng)目4批，累積項(xiàng)目總數(shù)已超過70個(gè)，累積簽約金額達(dá)到164.4億美元。

數(shù)字或許抽象而空洞，但如果回顧中新項(xiàng)目成立之前的相關(guān)數(shù)據(jù)，中新示范項(xiàng)目落戶重慶以來對(duì)重慶對(duì)外經(jīng)濟(jì)起到的帶動(dòng)作用就會(huì)顯得異常清晰：2014年重慶全年實(shí)際利用外資106.29億美元，2015年為107.65億美元，2016年為113.4億美元。中新示范項(xiàng)目至今簽訂的合約金額大致是重慶此前3年每年實(shí)際利用外資的1.5倍。

重慶中新示范項(xiàng)目管理局局長韓寶昌在北京表示，中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目下一步將圍繞六個(gè)重點(diǎn)方面全力開展工作：一是完善項(xiàng)目發(fā)展戰(zhàn)略規(guī)劃并有序?qū)嵤?，二是要用?xiàng)目激發(fā)政策創(chuàng)新，三需要推進(jìn)一批功能性標(biāo)志項(xiàng)目，四要推進(jìn)四大領(lǐng)域?qū)嶓w展示區(qū)建設(shè)促進(jìn)項(xiàng)目聚集

（四大領(lǐng)域8個(gè)實(shí)體展示區(qū)包括江北嘴中央商務(wù)區(qū)、朝天門來福士廣場、江北國際機(jī)場、航空產(chǎn)業(yè)園、重慶公路物流基地、果園港多式聯(lián)運(yùn)示范基地、仙桃數(shù)據(jù)谷和兩江新區(qū)云計(jì)算產(chǎn)業(yè)園），五是要助推重慶五大功能區(qū)域協(xié)同發(fā)展、實(shí)現(xiàn)重慶全覆蓋，最后一點(diǎn)是要深化中新合作的平臺(tái)、通道和生態(tài)建設(shè)。韓寶昌強(qiáng)調(diào)，中新示范項(xiàng)目的關(guān)鍵點(diǎn)是項(xiàng)目落地，政策是“靈魂”，項(xiàng)目是“軀體”。

金融服務(wù)領(lǐng)域

項(xiàng)目名稱：出口雙保通貿(mào)易融資創(chuàng)新合作項(xiàng)目

簽約單位：中國進(jìn)出口銀行重慶分行、星展銀行（中國）股份有限公司

項(xiàng)目解讀：中新兩國銀行機(jī)構(gòu)為進(jìn)出口商提供融資服務(wù)創(chuàng)新產(chǎn)品合作?！俺隹陔p保通”業(yè)務(wù)是將再保理業(yè)務(wù)與出口雙保理業(yè)務(wù)結(jié)合而成，也就是說，中國進(jìn)出口銀行、星展銀行將共同合作，開展出口雙保理業(yè)務(wù)，提供應(yīng)收賬款催收、應(yīng)收賬款管理、壞賬擔(dān)保以及保理綜合融資服務(wù)，為進(jìn)出口商提供全面、綜合融資服務(wù)，提高進(jìn)出口商資金流動(dòng)性，促進(jìn)貿(mào)易融資發(fā)展，助力中新金融互聯(lián)互通。

項(xiàng)目名稱：跨境資產(chǎn)轉(zhuǎn)讓創(chuàng)新業(yè)務(wù)項(xiàng)目

簽約單位：中國建設(shè)銀行股份有限公司重慶分行、重慶銀行股份有限公司、星展銀行、中國建設(shè)銀行股份有限公司新加坡分行

項(xiàng)目解讀：跨境金融創(chuàng)新業(yè)務(wù)去年已有39個(gè)項(xiàng)目、折合32.2億美元落地，主要集中在國際商業(yè)貸款、境外發(fā)債、融資租賃等。今年的跨境金融創(chuàng)新業(yè)務(wù)擴(kuò)大到跨境資產(chǎn)轉(zhuǎn)讓、跨境房地產(chǎn)信托等領(lǐng)域。該項(xiàng)目由中國建設(shè)銀行重慶分行、重慶銀行股份有限公司與新加坡星展銀行、建設(shè)銀行新加坡分行聯(lián)合打造，將拓寬重慶企業(yè)的融資渠道，降低融資成本，增強(qiáng)應(yīng)對(duì)匯率波動(dòng)風(fēng)險(xiǎn)的能力。

交通物流領(lǐng)域

項(xiàng)目名稱：中新（重慶）多式聯(lián)運(yùn)示范基地項(xiàng)目

簽約單位：重慶兩江新區(qū)開發(fā)投資集團(tuán)有限公司、重慶交通運(yùn)輸控股（集團(tuán)）有限公司、重慶港務(wù)物流集團(tuán)有限公司、新加坡太平船務(wù)（私人）有限公司、新加坡國際港務(wù)集團(tuán)、嘉里物流、新中聯(lián)工業(yè)物流地產(chǎn)公司、葉水福集團(tuán)

項(xiàng)目解讀：該項(xiàng)目側(cè)重于重資產(chǎn)投入為主。項(xiàng)目選址在重慶兩江新區(qū)魚復(fù)工業(yè)開發(fā)區(qū)內(nèi)、果園港碼頭西側(cè)。項(xiàng)目通過市場化運(yùn)作，整合水運(yùn)、鐵運(yùn)、空運(yùn)、汽運(yùn)等運(yùn)輸方式，建設(shè)多式聯(lián)運(yùn)標(biāo)準(zhǔn)化體系，提升物流效率，降低物流成本，集聚市外國外貨物，打造成為長江上游最大的多式聯(lián)運(yùn)綜合交通樞紐和物流貿(mào)易集散中心。中新（重慶）多式聯(lián)運(yùn)示范基地第一期規(guī)劃面積500畝，依托魚嘴鐵路站場和果園港碼頭，發(fā)展鐵路場站作業(yè)區(qū)到發(fā)分撥業(yè)務(wù)、多式聯(lián)運(yùn)中轉(zhuǎn)物流、中轉(zhuǎn)綜合物流與區(qū)域分撥中心功能，建設(shè)多式聯(lián)運(yùn)監(jiān)管中心和信息平臺(tái)等。

項(xiàng)目解讀：渝新歐（重慶）供應(yīng)鏈管理有限公司是重慶交通運(yùn)輸控股（集團(tuán)）有限公司和民生輪船股份有限公司合資成立的一家公司，主要經(jīng)營國際貨運(yùn)代理、倉儲(chǔ)服務(wù)、包裝服務(wù)、裝卸及搬運(yùn)服務(wù)、供應(yīng)鏈管理等業(yè)務(wù)。新加坡環(huán)通物流集團(tuán)，主要經(jīng)營國際空海運(yùn)代理、清關(guān)、倉儲(chǔ)、國內(nèi)運(yùn)輸、油氣供給基地及系列增值服務(wù)，是一家業(yè)務(wù)遍布新加坡、中國、馬來西亞、柬埔寨、泰國等國家地區(qū)的跨國企業(yè)。雙方擬成立新公司，共同開發(fā)和運(yùn)營渝新歐鐵空多式聯(lián)運(yùn)和集裝箱集拼業(yè)務(wù)，打造重慶國際物流分撥中心，并開發(fā)供應(yīng)鏈管理信息平臺(tái)、供應(yīng)鏈金融服務(wù)等新興業(yè)務(wù)。

簽約單位：重慶豬八戒網(wǎng)絡(luò)有限公司、新加坡報(bào)業(yè)控股集團(tuán)

項(xiàng)目解讀：該項(xiàng)目擬通過與新加坡報(bào)業(yè)控股集團(tuán)合作，共同建設(shè)豬八戒海外（新加坡）服務(wù)眾包平臺(tái)建設(shè)項(xiàng)目，開發(fā)連接兩地線上線下結(jié)合的服務(wù)眾包平臺(tái)，依托大數(shù)據(jù)、云計(jì)算等多項(xiàng)技術(shù)，為全球創(chuàng)業(yè)者提供平臺(tái)。

項(xiàng)目名稱：譽(yù)存科技中新企業(yè)大數(shù)據(jù)服務(wù)平臺(tái)項(xiàng)目

項(xiàng)目解讀：由重慶譽(yù)存大數(shù)據(jù)科技有限公司與新加坡Intel Wise公司在跨境企業(yè)信息數(shù)據(jù)互聯(lián)互通領(lǐng)域開展研究，通過跨境企業(yè)大數(shù)據(jù)服務(wù)平臺(tái)的運(yùn)營和技術(shù)服務(wù)，為雙邊貿(mào)易企業(yè)提供產(chǎn)業(yè)資訊、金融服務(wù)以及人才對(duì)接。

項(xiàng)目解讀：萊佛士醫(yī)療集團(tuán)與兩江新區(qū)在醫(yī)療相關(guān)項(xiàng)目領(lǐng)域開展戰(zhàn)略合作，在兩江新區(qū)設(shè)立綜合性醫(yī)療機(jī)構(gòu)，利用萊佛士醫(yī)療集團(tuán)成熟的管理理念、先進(jìn)的醫(yī)療技術(shù)開展特色醫(yī)療服務(wù)。

The the old saying goes that the whole year’s work depends on a good start in spring; there is a chill in the air in early spring.The third China-Singapore intergovernmental joint project has been settled in Chongqing.On the afternoon of February 26,2017,Zhang Guoqing,Mayor of Chongqing,Liu Guiping,deputy mayor of Chongqing,Chan Chun Sing,minister of Singapore Prime Minister’s Off ce,Yang Lei Ming,senior minister of Singapore Prime Minister’s Office,ministry of Foreign Affairs and ministry of Communications,saw the centralized signing of the China-Singapore (Chongqing) strategic interconnection and intercommunication demonstration projects.The total values of the 10 deals are worth about $1.44 billion,which declares an auspicious start for Chongqing in attracting foreign investment in 2017.

On February 27,2017,Zhang Gaoli,vice premier of the State Council and Politburo Standing Committee,met with Teo Chee Hean,vice-premier of Singapore.They also had jointly chaired the 13th meeting of China-Singapore Joint Council for Bilateral Cooperation (JCBC),the 18th meeting of Joint Coordinating Council of Suzhou Industrial Park,the 9th meeting of Coordinating Council for Tianjing Ecopolis and the first meeting of China-Singapore (Chongqing) Joint Steering Council for Strategic Interconnection and intercommunication Demonstration.During the meetings,Chongqing reported to senior leaders from both sides about the achievements after one-year China-Singapore (Chongqing) strategic interconnection and intercommunication demonstration projects.As report goes,at the first meeting of China (Chongqing)-Singapore Joint Steering Council for Strategic Interconnection and intercommunication Demonstration,Zhang Guoqing gave a brief description of Progress report on China-Singapore (Chongqing) strategic interconnection and intercommunication demonstration projects drafted by China and Singapore.Zhang said,f rmly guided by the strategic leadership of the two-side leaders,Chongqing will earnestly implement the important consensus reached by the two governments in this meeting,and focus more on innovative and pragmatic ideas.It is necessary for Chongqing to enhance the central hub of modern interoperability functions and quality of modern service economy,improve regional competitiveness and radiant influence,and strive to achieve win-win situation in China and Singapore with the soul of policy innovation and the key of project implementation.

In addition,10 deals signed by both sides which include areas like f nance,logistics,medical treatment,Internet plus,personnel training and information communication.The total values of the 10 deals are worth about $1.44 billion.So far,after the four united signings in January,May and July,2016 and February,2017,the total number of items has reached more than 70 and the total contracted amount of money $16.44 billion.

Probably numbers are too abstract and hollow while the driving effect of China-Singapore demonstration projects on foreign economy of Chongqing will beclearly explained by the reviewing of related data before.As the data shows,$10.629 billion of foreign capital was actually utilized in 2014,$ 10.765 billion in 2015 and $ 1 1.34 billion in 2016.After the signing of China-Singapore demonstration projects,the contract sum of annual introducing foreign investment is 1.5 times more than that of three years ago.

Han Baochang,director of China-Singapore (Chongqing) demonstration project administration,indicated that the next step of China-Singapore (Chongqing) strategic interconnection and intercommunication demonstration projects will focus on six key areas: First,the developmental strategic plan of projects should be improved and implemented; second,policy innovation should be stimulated by projects; third,a number of symbolic projects with utility functions should be promoted; fourth,the centralization of projects should be promoted by the construction of four major f elds (eight entity display areas in these four major f elds including Jiangbeizui CBD,Chaotianmen Raf f es City,Jiangbei International Airport,Aviation Industrial Park,Chongqing highway logistics base,demonstration base of multimodal transportation in Guoyuan Port,Xiantao Data Valley and cloud computing industrial park in Liangjiang District); fifth,Chongqing will be fully covered by the synergetic development off ve functional areas; f nally,the platform,channel and ecological construction of the cooperation between China and Singapore should be deepened.Han also emphasized that the key point of China-Singapore demonstration projects is placed in the implementation.In other words,policies are the soul while the body belongs to projects.
