Study on the Pro-Poor Tourism of Arxan City in Inner Mongolia

Background Pro-Poor Tourism(PPT)，which was is put forward by British Department of International Development in the 1970s，is a new model of industry poverty alleviation．PPT would vigorously develop the tourism industry and integrate the development of tourism closely with solving poverty-stricken issues based on the unique tourism resources in poverty-stricken areas，then the poor people benefit in the tourism would develop．Arxan city is a typical city which exhausted forest resource and the phenomenon of poverty is prominent．PPT would play a significant role in supporting the poor in Arxan City．Because Arxan city has unique tourism resources as the foundation and market-oriented．In meanwhile，PPT could develop tourism products exchanging and consumption．

Methods In this paper，the data was mainly collected from the Arxan city Tourism Bureau．Base on the statistical data and large-scale case investigation，the problems and current situation of tourism in Arxan City were analyzed．Then combined with the successful development experiences of tourism in other areas to put forward suggestions for promoting the development of tourism in Arxan City．

Results At present，the measures of PPT which were adopted by Arxan City mainly included as carrying out more employment training，providing small loans，giving support for industry and lease-back of hotels，etc．Although good results have been achieved after above measures，it still faces a series of problems during the implement process of PPT．The feature of tourism season is obviously in Arxan City，and it would increase the receiving pressure in a short time．Concretely speaking，the main scenic spots and tourism enterprises would suffer from a lot of pressure when the peak season coming；the supplies of infrastructures and tourism facilities is not adequate to the demand；and the service quality needs to be improved urgently．In the mean time，the level of tourism industry elements in Arxan City is generally low，specifically performed as：the construction strength of scenic areas is not enough，the lack of standardized accommodation，the tourism network is not perfect，the serious competition of travel agency homogenization，the lack of entertainment and featured goods，etc．Arxan City is rich in hot spring resources，but the advantages of resources have not been developed with scientific and rational planning．Furthermore，the tourism industry chain with hot spring as its center cannot be formed in order to create more economic points．The products of winter tourism resources are base on sightseeing projects．So winter tourism in Arxan City often get restricted by the condition of weather，the traffic condition of tourism， etc．The basic pattern of PPT in Arxan City is the government-led model．However，facing the complex environment，the single development model cannot catch up the rapid development of tourism，also cannot meet the requirements of masses．Therefore，the government should accord to local conditions when it guided the development of PPT in Arxan City，meanwhile，government should develop the auxiliary mode include the combination of agriculture(animal husbandry)and tourism，the drive of the scenic areas，the offsite placement，the mutual support between the city and the enterprises，etc．In order to promote the level of PPT in Arxan City，government should actively implement the classification support using targeted therapy and focus on the construction of beautiful rural．

Conclusions and Discussions Tourism has become the leading industry for Arxan city，the development of tourism can help the city of Arxan reduce poverty，especially to help the poor out of poverty．So Arxan city should strengthen tourism industry base on PPT，and pay attention to the practical problems about difficult masses participating．The solutions for this phenomena is that through classification to support the development of rural tourism，like as the core，so that the difficult masses would enjoy the welfare benefits through tourism development，meanwhile，Arxan city would vigorously promote the transformation with developing．
