【Abstract】As the trend of globalization strengthened，Global Village increasingly strengthens association between nations，which breaks old international order that is not consistent with contemporary international order，so the construction of new international order has become the demand of the times.However，under the complex background of international，and appearing emerging economic structure，all nations know how to achieve fairness and justice and how to safeguard the legitimate interests of the small and weak countries，which have become the problem that need to be solved in the study of a new international order.

Foreword： 28 Sep.2015，President Xi Jinping attended the 70th session of the UN General Assembly and advocated that its necessary for nations to build the new international relations as the core of win-win cooperation，and to create a common destiny of mankind，which points out new international orders goals in the contemporary，meanwhile， which tells us that its important to know about background of international in the contemporary of our own accord，and that the main force countries such as the United States、Europe and China，etc.want to what the new international order expects to.Knowing international situation is a necessary condition in terms of formulating relevant policies，and is also an indispensible factor with respect to developing export-oriented economy and carrying the latest economic policies.Therefore，nations just recognize currently international order and understand currently international situation，which will be in a position to be from a comprehensive perspective and grasp the overall situation，and which will enable effective and practical policies.

The main forces views of international order

Different processes of cultural、economic and political formality have different world outlook and methodology.Since modern times，multi-polarization of international order opens the gate transited international order.The main forces hold different view of international order that will affect the basic trend of international order.

The US will be all-out effort to preserve supremacy in the world. Nevertheless， with the rising of developing countries and the enhancing of multi-polarization，the US feel a strong sense of crisis and anxiety.Thus， President Barack Obama said，the US devotes itself to found a fair and sustainable international order.Consequently，it is not difficult to see that the US is trying to take positive measures to maintain its dominant position.

China has traditionally been constructive force of the international order. Chinese foreign minister Wangyi said：if the international order and system of the center with the UN were compared to a ship，the Chinese not wanted to turn the ship over，all countries but to work together to make the ship sailed more stable and better in the right direction because China got together with more than 190 countries on ship，which is in the constructive position in the construction of new international order.China has always been committed to pushing forward fairness and justice and maintaining the legitimate interests of developing countries and small-and-weak countries.

In addition，other countries like Europe、Russia and Japan，etc.，also have their own international policies，but，that convert common idea that it is against the US to dominate the world. In short，constructing order can let ambitions of all countries are constrained by one another，at least limited the scope of the conflict.It never hurts to formulate international order.

According to the current international situation，gradual and complexity in the evolution of the international order is still outstanding.For the construction of the new international order，all countries have their own expectations.People are not an individual，society is not，not to mention a country，however，the relationship between nations becomes a problem.And Kant said： international order is the most difficult problem，and is also an ultimate problem that human beings are obliged to solve because trend of specific events depends on development of overall situation.In the tide of globalization，the process of changing of the international order will be a long and winding road as well as difficult to accomplish at one stroke.The real test will arrive.
