Abstract：On the basis of inheriting the basic principles of scientific socialism, socialism with Chinese characteristics has creatively developed scientific socialism. The advantages of the system become more and more obvious. It also opens up a new realm of the world socialist movement, and gradually begins to lead the new direction of world historical development. Not only that, the people-centered development concept and the construction of a community with a shared future for mankind also have profoundly responded to the real historical process of human liberation in Marxism. History and practice have proved that there is not only one mode of socialist construction, and that there is not only one like Western road for human society leading to modernization, and neither the “socialist failure theory” nor the “end of history conclusion” is valid.

Abstract：The mass line is an important magic weapon for the party’s revolution, construction and reform, and an important embodiment of our party’s inheritance and development of Marxist historical materialism. Following the call of the Party Central Committee to study the “Four Histories” and reviewing the four important points of the mass line in the history of the party to understand the development process of the mass line, it can not only deepen the understanding of the people as the main body of practical activities, the decisive force of social change and the history, the understanding of the creator’s dominant position can also be summed up from experience and enlightenment, starting from the methods and methods of mass work, and laying a mass foundation for the better situation of the era of innovation. Learning the history of the formation of the century-old mass line can better guide us to inherit the great spirit of the Chinese nation, gather the majestic strength of the people, and strive in the process of realizing the Chinese dream.

Abstract：In the transfer of rural land management rights, there is a phenomenon that the rights and interests of the farmers outflowing from the land are not adequately protected, and the land value-added benefits cannot be shared. The singleness of the content of land management rights has become the root of the problem. Through the comparative analysis of the two cases, this paper attempts to create the right of deduction in agricultural production by excavating the implicit right in the land management right, and drawing on the legislative idea of the deductive right of copyright in the intellectual property law. Under the framework of “l(fā)and management right”, a land usufruct system in which two sub-rights, “agricultural production and management right” and “agricultural production deduction right” coexist, realizes the reconstruction of land management right. The reconstructed land management right includes a number of sub-rights for land use. This not only abides by the system of “maintaining the agricultural use of the land”, but also increases the farmers’ right to use the land. This is not only conducive to the circulation of land usufruct rights, but also realizes the protection of farmers’ land rights and interests from the institutional level. The issue of farmers’ rights and interests in the transfer of land management rights is an inevitable reflection of the dual nature of public and private ownership of collective land in my country. At this time, it is even more necessary for the public rights to intervene in a timely manner, to confirm the implicit rights in the land management rights, and to rebalance the unbalanced interests through the hands of the state.

Abstract：To achieve the “dual carbon” goal, it is necessary not only to strengthen the guarantee of the rule of law, but also to pay attention to the role of administrative means. The flexible management features of environmental protection interviews make it have political functions, preventive functions, negotiation functions and social functions when facing “two carbons”. It plays an irreplaceable role in the key “dual carbon” work such as air pollution control, carbon sink function enhancement and energy transformation. However, environmental protection interviews also face the problems of lack of relief channels, too much mandatory interviews, and too narrow the scope of participants in interviews. Establishing a rights relief system for environmental protection interviews, enhancing the negotiating nature of environmental protection interviews, and expanding the scope of participants in environmental protection interviews can help alleviate the above difficulties, so that environmental protection interviews can better promote the realization of the “dual carbon” goal, and can also promote environmental protection interviews ，constantly improving and developing in the context of the new era.

Abstract：Being in a changing world, people’s ideology and behavioral norms are constantly deconstructed by various external habits. In the mid-Ming Dynasty, Wang Yangming established a psychology system with the core of “mind is reason”, “to conscience” and “unity of knowledge and action”, inspiring people to build spiritual order and enjoy inner peace. In the field of ideological and political education today, in the face of reassurance dilemmas such as the shielding of instrumental rationality, the penetration of capital logic, and the conflict between rationality and desire, we can learn from Wang Yangming’s psychology system to play the “reassuring” function of ideological and political education, that is, the guiding ideology of “psychological unity”. Political education moves towards the fusion of rationality and poetry, promotes a virtuous circle of ideological and political education effects with “integration of internal and external”, and realizes the value of ideological and political education in the new era with “integration of knowledge and action”.

Abstract：The discourse construction of ideological and political education in the new era should take responding to the real context as the logical starting point, grasping the right to speak as the core essence, and cultivating newcomers in the era as the practical purpose. However, the dislocation of discourse time, the expansion of discourse space, and the lag of discourse mode have weakened the vitality, guiding appeal and dissemination power of ideological and political education discourse. In this regard, we should focus on the real context, learn from the “habit style”, and make good use of intelligent media technology to promote the systematic innovation of discourse content, discourse expression and discourse mode, and enhance the vitality, guiding appeal and dissemination of ideological and political education discourse in the new era.
