習(xí)近平出席2015年APEC會(huì)議 聚焦亞太自貿(mào)區(qū)

2015年11月18~19日，亞太經(jīng)合組織（APEC）第二十三次領(lǐng)導(dǎo)人非正式會(huì)議在菲律賓馬尼拉舉行。與會(huì)各成員經(jīng)濟(jì)體領(lǐng)導(dǎo)人圍繞“加強(qiáng)經(jīng)濟(jì)融合促進(jìn)包容性增長(zhǎng)”等議題展開(kāi)討論。

期間，中國(guó)國(guó)家主席習(xí)近平出席會(huì)議，并發(fā)表題為《深化伙伴關(guān)系共促亞太繁榮》的主旨演講，提出了推進(jìn)亞太地區(qū)合作共贏的四個(gè)主張：著眼長(zhǎng)遠(yuǎn)，完善亞太中長(zhǎng)期合作戰(zhàn)略架構(gòu)；改革創(chuàng)新，為亞太經(jīng)濟(jì)尋求新的增長(zhǎng)動(dòng)力；推進(jìn)一體化，打造開(kāi)放型亞太經(jīng)濟(jì)；采取行動(dòng)，把共識(shí)轉(zhuǎn)化為成果。習(xí)近平的這四個(gè)主張受到與會(huì)代表和各界人士的歡迎與贊賞。

福特菲律賓生產(chǎn)基地將轉(zhuǎn)至泰國(guó)

泰國(guó)工業(yè)部長(zhǎng)安察卡女士表示，福特（FORD）集團(tuán)東盟地區(qū)新作總裁邁克曼日前透露，福特集團(tuán)將把位于菲律賓的生產(chǎn)基地轉(zhuǎn)移至泰國(guó)，把泰國(guó)作為向全世界出口汽車的戰(zhàn)略生產(chǎn)基地，以適應(yīng)東盟經(jīng)濟(jì)共同體（AEC）建成的好形勢(shì)。

據(jù)悉，福特在獲得投資促進(jìn)專案后，在泰國(guó)的投資會(huì)不斷追加。其中在羅勇生產(chǎn)基地的兩款福特皮卡車生產(chǎn)線的投資預(yù)算為65億銖，投產(chǎn)后的產(chǎn)品將以出口至海外為主。泰國(guó)對(duì)福特公司擴(kuò)大在泰國(guó)生產(chǎn)基地的做法表示歡迎，工業(yè)部承諾將大力支持。

中緬邊境水果貿(mào)易方式改變

《世界日?qǐng)?bào)》11月17日消息，中緬邊境木姐口岸的水果貿(mào)易呈現(xiàn)新的交易方式：中國(guó)水果商不再像以前在邊境口岸上與緬甸水果商進(jìn)行交易，而是直接到緬甸內(nèi)陸地區(qū)與當(dāng)?shù)毓r(nóng)進(jìn)行合作。

而據(jù)木姐水果零售商協(xié)會(huì)秘書賽肯貌介紹，中國(guó)水果貿(mào)易商逐漸開(kāi)始直接和緬甸的果農(nóng)聯(lián)系，為果農(nóng)提供資金、設(shè)備和種子，然后購(gòu)買較便宜的水果再轉(zhuǎn)賣回中國(guó)。水果行業(yè)在中緬邊貿(mào)中具有良好的發(fā)展前景。

中國(guó)—東盟自貿(mào)區(qū)升級(jí)版正式簽署

11月22日，在中國(guó)國(guó)務(wù)院總理李克強(qiáng)和東盟十國(guó)領(lǐng)導(dǎo)人的共同見(jiàn)證下，中國(guó)商務(wù)部部長(zhǎng)高虎城與東盟十國(guó)部長(zhǎng)在馬來(lái)西亞吉隆坡正式簽署中國(guó)—東盟自貿(mào)區(qū)升級(jí)談判成果文件——《中華人民共和國(guó)與東南亞國(guó)家聯(lián)盟關(guān)于修訂<中國(guó)—東盟全面經(jīng)濟(jì)合作框架協(xié)議>及項(xiàng)下部分協(xié)議的議定書》。

這次升級(jí)談判中，雙方同意對(duì)46個(gè)章節(jié)的絕大部分工業(yè)品同時(shí)適用“4位稅目改變”和“區(qū)域價(jià)值百分比40%”標(biāo)準(zhǔn)，涉及到3000多種產(chǎn)品，將更有利于企業(yè)享受自貿(mào)區(qū)升級(jí)的紅利。

東盟宣布年底正式建成東盟共同體老撾將主辦下一屆東盟峰會(huì)

11月22日，為期兩天的第27屆東盟峰會(huì)在馬來(lái)西亞首都吉隆坡落下帷幕。當(dāng)天，東盟領(lǐng)導(dǎo)人簽署了《關(guān)于建立東盟共同體的2015吉隆坡宣言》，宣布將于2015年12月31日正式建成東盟共同體。同時(shí)，在閉幕式上，老撾總理通邢從馬來(lái)西亞總理納吉布手中接過(guò)金色木槌，象征著老撾將成為2016年?yáng)|盟輪值主席國(guó)。

中國(guó)國(guó)務(wù)院總理李克強(qiáng)指出，中國(guó)始終將東盟作為周邊外交優(yōu)先方向，將堅(jiān)定支持東盟共同體建設(shè)。

緬甸將對(duì)外企開(kāi)放汽車制造業(yè)

隨著緬甸新《汽車法》的出臺(tái)，從2016年開(kāi)始，獲準(zhǔn)在緬甸進(jìn)行汽車制造的外國(guó)公司，在汽車制造廠建設(shè)完成后即可投入運(yùn)轉(zhuǎn)。包括韓國(guó)現(xiàn)代、大宇和日本三菱在內(nèi)的國(guó)外公司都將赴緬甸仰光和勃固省設(shè)立汽車制造廠。中國(guó)相關(guān)汽車企業(yè)也應(yīng)趁早布局，這樣產(chǎn)品不僅可以滿足緬甸國(guó)內(nèi)市場(chǎng)，還可以非常優(yōu)惠的關(guān)稅出口到其他東盟國(guó)家。

老撾政府將下調(diào)汽車消費(fèi)稅

老撾財(cái)政部下屬稅務(wù)部門表示，有望在2015年年底公布下調(diào)汽車消費(fèi)稅，下調(diào)額度將從目前的25%~150%降至3%~90%。日前，稅務(wù)部門已與中小型企業(yè)開(kāi)會(huì)討論了萬(wàn)象下調(diào)汽車尤其是進(jìn)口汽車消費(fèi)稅的可能性。老撾財(cái)政部已著手修正相關(guān)稅收法律，并確保這些法律與其他東盟成員國(guó)保持一致。老撾財(cái)政部副部長(zhǎng)表示，盡管已著手對(duì)現(xiàn)有法律作出修正，但老撾的部分稅收與其他東盟成員國(guó)相比仍然相對(duì)較高。

汽車消費(fèi)稅的下調(diào)，將拉動(dòng)老撾的汽車消費(fèi)，釋放新的商機(jī)。

2015東博會(huì)林木展精彩來(lái)襲

11月19日，2015中國(guó)—東盟博覽會(huì)林產(chǎn)品與木制品展在中國(guó)廣西南寧開(kāi)幕。會(huì)展為期4天，展覽面積達(dá)2萬(wàn)平方米，共有250家企業(yè)參展，展示內(nèi)容包括紅木家具、人造板及木結(jié)構(gòu)、林業(yè)先進(jìn)技術(shù)項(xiàng)目等中國(guó)與東盟國(guó)家貿(mào)易投資往來(lái)較多的林木業(yè)產(chǎn)品。

投資印尼經(jīng)濟(jì)特區(qū)可獲9大優(yōu)惠

據(jù)11月9日《印尼國(guó)際日?qǐng)?bào)》報(bào)道，日前印尼內(nèi)閣秘書部公布報(bào)告稱，此前印尼政府發(fā)布的第六期經(jīng)濟(jì)措施配套，將對(duì)8個(gè)經(jīng)濟(jì)特區(qū)提供各項(xiàng)優(yōu)惠政策，主要惠及所得稅、土地、許可證優(yōu)惠等九個(gè)方面。

其中，在所得稅方面，在印尼投資額超過(guò)1萬(wàn)億盾的企業(yè)可享受為期10~25年的減稅或者免稅20~100%優(yōu)惠；投資額超過(guò)0.5萬(wàn)億盾的企業(yè)可享受5~15年的減稅或者免稅20~100%優(yōu)惠。而增值稅和奢侈品銷售稅的優(yōu)惠則包括免稅進(jìn)口；從其他地區(qū)購(gòu)買商品或原材料進(jìn)入經(jīng)濟(jì)特區(qū)可免稅；從經(jīng)濟(jì)特區(qū)運(yùn)至其他地區(qū)也可免稅；經(jīng)濟(jì)特區(qū)內(nèi)企業(yè)之間的交易可免稅，經(jīng)濟(jì)特區(qū)企業(yè)與另外的經(jīng)濟(jì)特區(qū)企業(yè)的交易也可免稅。

中國(guó)老撾鐵路項(xiàng)目正式簽約，預(yù)計(jì)2020年通車

11月13日，中老鐵路項(xiàng)目正式簽約，標(biāo)志著中老鐵路項(xiàng)目正式進(jìn)入實(shí)施階段，為項(xiàng)目后續(xù)建設(shè)運(yùn)營(yíng)及兩國(guó)進(jìn)一步深化鐵路基礎(chǔ)設(shè)施合作打下了良好的基礎(chǔ)。

中老鐵路是第一個(gè)以中方為主投資建設(shè)并運(yùn)營(yíng)、與中國(guó)鐵路網(wǎng)直接連通的境外鐵路項(xiàng)目，全線采用中國(guó)技術(shù)標(biāo)準(zhǔn)、使用中國(guó)設(shè)備。項(xiàng)目由兩國(guó)邊境磨憨、磨丁口岸進(jìn)入老撾境內(nèi)后，向南依次經(jīng)過(guò)孟賽、瑯勃拉邦、萬(wàn)榮至老撾首都萬(wàn)象，全長(zhǎng)418公里，總投資近400億元人民幣，預(yù)計(jì)于2020年建成通車。

旅游

赴泰國(guó)旅游可半年多次往返

泰國(guó)國(guó)家旅游局表示，從11月13日起，泰國(guó)正式向所有外籍游客提供半年多次往返旅游簽證，跨境自駕游進(jìn)入泰國(guó)旅行或許將成為新的旅游方式。

執(zhí)行新政后，到泰國(guó)的旅游簽證便有兩種：一次往返旅游簽證和多次往返旅游簽證。一次往返的簽證費(fèi)用為每次230元人民幣，有效期3個(gè)月，在泰國(guó)停留時(shí)間不能超過(guò)60天，辦證時(shí)間為1個(gè)工作日；半年多次往返的簽證費(fèi)用為1200元人民幣，有效期為半年，每次在泰停留時(shí)間不得超過(guò)60天，辦證時(shí)間為4個(gè)工作日。

越南胡志明市出臺(tái)鼓勵(lì)投資優(yōu)惠新政策

據(jù)《西貢經(jīng)濟(jì)時(shí)報(bào)》11月12日?qǐng)?bào)道，日前胡志明市出臺(tái)鼓勵(lì)投資項(xiàng)目融資優(yōu)惠新政策。

根據(jù)新政策，在胡志明市投資高科技、工業(yè)及配套工業(yè)、醫(yī)療、教育培訓(xùn)、基礎(chǔ)設(shè)施等領(lǐng)域的項(xiàng)目，均可享受市財(cái)政提供的100%或50%的貸款利率補(bǔ)貼，每個(gè)項(xiàng)目貸款利率優(yōu)惠期限不超過(guò)7年(自首次放貸算起)。由市財(cái)政提供的貸款利率補(bǔ)貼不超過(guò)基礎(chǔ)設(shè)施項(xiàng)目投資額的70%，技術(shù)和設(shè)備項(xiàng)目不超過(guò)85%，每個(gè)項(xiàng)目貸款額度不超過(guò)1000億越盾（約合448萬(wàn)美元）。

泰國(guó)出臺(tái)措施鼓勵(lì)加緊落實(shí)投資

日前，泰國(guó)促進(jìn)投資委員會(huì)（BOI）出臺(tái)措施鼓勵(lì)投資：凡是在2014年1月1日至2016年6月30日期間獲準(zhǔn)促投的項(xiàng)目，只要能在2017年內(nèi)投入生產(chǎn)或提供服務(wù)，委員會(huì)將按照實(shí)際投資額度及時(shí)程追加1~4年的法人所得稅減免期。

同時(shí)，促進(jìn)投資委員會(huì)還同意在經(jīng)濟(jì)特區(qū)追加10個(gè)目標(biāo)促進(jìn)產(chǎn)業(yè)，相關(guān)產(chǎn)業(yè)皆是當(dāng)?shù)鼐哂邪l(fā)展?jié)摿Φ漠a(chǎn)業(yè)，包括一般印刷業(yè)、飼料生產(chǎn)、建筑材料生產(chǎn)業(yè)等。

中越邊境內(nèi)河開(kāi)通至中國(guó)粵港澳集裝箱定期班輪

11月9日，一艘滿載千噸集裝箱貨物的航輪在中越邊城廣西崇左市起航，航行約7天后抵達(dá)珠三角港群。據(jù)悉，該航線途經(jīng)中國(guó)南寧、貴港、梧州、肇慶、廣州等港口，全程約880公里，航程約7天，崇左港將軍嶺作業(yè)區(qū)設(shè)計(jì)年吞吐量為138萬(wàn)噸，3000噸級(jí)船舶可往來(lái)通行。

文萊海域成為潛在的旅游景點(diǎn)

1 Belt and Road Initiative to help revive Malacca: senior official

Nov. 19, 2015 (Xinhua) -- China’s Belt and Road Initiative is expected to help revive the Malaysian state of Malacca, a major trade port in the history of the country that once attracted merchants from China and India. “I hope the Belt and Road Initiative would bring back the prosperity Malacca used to enjoy,” Idris Haron, the chief minister of the state, told Xinhua two days before the 27th ASEAN Summit and Related Summits. Idris Haron said his state and Guangdong province signed a memorandum of understanding to enhance friendly and cooperative relations in September. "We have a lot of things we can exchange, especially in culture and tourism," Idris Haron said, adding that the cooperation between Malacca and Guangdong under the Belt and Road Initiative is promising because "Malacca people are as productive as our friends in Guangdong."

2 Govt promises to boost consumer spending

Nov. 12, 2015 (China Daily) -- China is planning to open more duty-free stores and facilitate the import of popular daily commodities to stimulate domestic spending amid flagging deflationary pressure. An executive meeting of the State Council, presided over by Premier Li Keqiang, decided to issue a package of policies to shore up consumption, one of the driving engines tapped by the government to support economic growth. The meeting decides to open more duty-free stores at ports of entry across the country and to import more popular consumer goods, as the shopping list of Chinese overseas travelers has expanded from luxury brands to daily living products.

3 China issues pro-trade customs measures

Nov. 26, 2015 (Xinhua) -- The General Administration of Customs (GAC) has rolled out 18 measures to buoy China’s sinking foreign trade. Customs procedures have been streamlined, raising customs clearance efficiency by around 50 percent. Foreign trade fees have been lowered or eliminated to reduce enterprises’ financial burden. The GAC has also slashed six items subject to government approvals or review for trade-oriented manufacturers. China’s foreign trade is under heavy pressure this year due to an economic slowdown and a faltering global recovery. GAC data showed that foreign trade dipped 8.1 percent year on year in the first ten months of 2015, while the annual target is a 6-percent increase.

4 Growth accelerates as ASEAN gears up for economic integration

Nov. 20, 2015 (Xinhua) -- Growth in ASEAN will accelerate next year, keeping it above the global average, according to a report on economic integration in the 10-nation bloc. Global economic growth was projected at 3.3 percent this year, slightly down from last year’s 3.4 percent, while ASEAN was expected to sustain last year’s growth of 4.6 percent before accelerating to 4.9 percent in 2016, said the ASEAN Integration Report (AIR).“Looking to 2015 and beyond, the macroeconomic landscape of ASEAN will continue to transform to weather changing global economic conditions,”it said. Growth has been driven by an increasing share of FDI inflows to the services sector, as well as a solid performance in the trade sector, contributing to the region’s output expansion.

5 China to boost consumer services to shore up growth

Nov. 23, 2015 (Xinhua) -- China will strengthen support for consumer services to upgrade the consumption structure and bolster economic growth, according to a guideline issued by the State Council. Several key sectors, including health care, senior citizen care, tourism, sports, hotels and catering, as well as education and training services will be prioritized. The government will work to improve the business and consumption environment through strengthened supervision, better intellectual property rights protection and crackdowns on fake goods. Given the continued slowdown, China is counting on domestic consumption to replace old economic engines and prop up growth. The economy expanded 6.9 percent year on year in the first three quarters of 2015, the lowest reading since the second quarter of 2009.

6 China's role in promoting regional connectivity appreciated: Thai official

Nov. 19, 2015 (Xinhua) -- Thailand appreciates China for its constructive role in promoting regional connectivity through various initiatives including the establishment of the Asian Infrastructure Investment Bank (AIIB) and the launch of the 21st Century Maritime Silk Road, a senor Thai official said. “We believe that effective connectivity would help promote trade, investment and tourism within and between the regions,” Vitavas Srivihok, Deputy Permanent Secretary of the Ministry of Foreign Affairs, told Xinhua in a recent interview. The 21st Century Maritime Silk Road, the official said, will not only connect China with the ASEAN, but also link them up with other countries and outer regions along the road.

7 China streamlines filing procedures for property firms with foreign investment

Nov. 12, 2015 (Xinhua) -- China decided to streamline filing procedures for domestic property firms with foreign investment, according to a statement. Property enterprises with foreign investment no longer have to announce their filing document online, according to a statement jointly released by the Ministry of Commerce (MOC) and State Administration of Foreign Exchange (SAFA). The MOC will conduct random checks on property enterprises with foreign investment each quarter and blacklist rule violators, according to the statement.

8 China vows support for modernizing manufacturers

Nov. 19, 2015 (Xinhua) -- China will support targeted industries to update their technology as it tries to modernize manufacturing, the State Council, the country’s cabinet, decided at a meeting. Light manufacturing, textiles, steel and construction materials and other sectors specified in the “Made in China 2025” plan for China’s industries will be benefited from policies aimed at improving their design and efficiency as well as lowering their costs, according to a statement released after the regular meeting, chaired by Premier Li Keqiang. China will guide private investment into these sectors, streamline approval procedures and improve fiscal and financing support, the statement said. The cabinet also promised to cut red tape for the public and declared hundreds of outdated administrative procedures invalid.
